Every human being has a fundamental right of access to physical education and sport, which are essential for the full development of his personality. The freedom to develop physical, intellectual and moral powers through physical education and sport must be guaranteed both within the educational system and in other aspects of social life.
Every one must have full opportunities in accordance with his National tradition of sport, for practising physical education and sport, developing his physical fitness, and attaining a level of achievement in sport which corresponds to his gifts.
Special opportunities must be made available for young people, including children of preschool age, for the aged and for the handicapped to develop their personalities to the fullest through physical education and sport programs suited to their requirements. More recently, sports for all programs have developed throughout the world under different labels. They have all focused on physical fitness, working especially toward the development of different kinds of fitness programs. The sport for all movement has the potential to provide a worldwide impetus to make sport, fitness, and physical education more widely accessible to people throughout their lifetime. Different countries develop different models for implementing the principles, because their traditions and modes of implementation differ. Yet the principles remain the same to make sport more widely available to more people throughout their lifetime.

Every human being has a fundamental right of access to physical education and sport, which are essential for the full development of his personality. The freedom to develop physical, intellectual and moral powers through physical education and sport must be guaranteed both within the educational system and in other aspects of social life.
