It may be reiterated that as no formal system has a complete answer to the problem of crime. The social defence approach is based on the premise that the criminal justice system by itself cannot undo such aberration of the wider socio-economic system as are associated with crime. Even the reduction in crime as a more realistic goal can be achieved only by extending crime prevention and control measures beyond the criminal justice system and by building these into a broader social action to curb conditions which produce crime. Such a perspective requires focussing on two major areas, one is preventing crime by protecting various vulnerable groups within the framework of social justice and second by treating of offenders in a just, fair and equitable manner, with due regard to their human rights, and on the basis of a differential handling of individuals who violate law under various kinds of situational compulsion vis-a-vis those who perpetrate crime in an organized manner. While the prevention of crime would necessitate forging of constructive linkages between the formal system and various sectors of socio-economic development, the treatment of offenders would inevitably entail a progressive refinement of the criminal justice processes. With newly emerging forms and trends of criminality, some of which are much more volitional and disruptive in nature, a holistic strategy has to be worked out jointly by various criminal justice, social welfare and development agencies. Such a concept of social defence warrants not only a thorough reorganization of the traditionally operative crime control mechanisms but also innovation of and experimentation with new approaches in coping more effectively with the changing crime scenario. In the prevention of crime, voluntary organisations have a definite advantage over official agencies. A situation oriented strategy would be based on an optimum use of all such voluntary agencies as are engaged in protecting the vulnerable sections in society. An individual-oriented strategy would obviously require working with those who, under situational compulsions, have fallen to a socially deviant behaviour and still have a chance to redeem. In all these areas, voluntary organizations have to function in conjunction with families, communities and other social institutions which have a bearing on the process of resocialization. Apart from a direct intervention in situations and problems responsible for crime, voluntary organizations can be greatly instrumental in moulding public opinion and in mobilizing social support for an effective implementation of social legislation.
71. How can we reduce the crimes
Using situation oriented strategy based on an optimum use of voluntary agencies.
By direct intervention in situations and problems responsible for crime.
By building crime prevention and control measures into a social action and extending them beyond the criminal justice system.
By mobilizing social support for an effective implementation of social legislation.
72. What would be the role of voluntary organisations in an individual oriented strategy
Engaging in protecting the vulnerable sections in society
Functioning in conjunction with families, communities and other social institutions
Working with those who, under situational compulsions, have fallen to a socially deviant behaviour and still have a chance to redeem
Moulding public opinion and in mobilizing social work
73. How can the voluntary organisations help in crime prevention apart from a direct intervention
Functioning in conjunction with families, communities and other social institutions
Working with those, under situational compulsions, have fallen to a socially deviant behaviour and still have a chance to redeem
Engaging in protecting the vulnerable sections in society
Moulding public opinion and in mobilizing social support for an effective implementation of social legislation
74. Which types of individuals require differential handling in crime prevention
The individuals that commit crimes under situational compulsion and the organised criminals
The individuals that commit crimes under influence of drugs and peer pressure
The individuals those who are involved in petty crimes
The individuals who are recidivists
75. In the newly emerging forms and trends of criminality, the concept of social defence requires
Innovation of and experimentation with new approaches besides a complete reorganization of the traditionally operative crime control mechanisms
Focus on crime prevention and treatment of offenders
Forging of constructive linkages between the formal system and various sectors of socio-economic development
Working in a just, fair and equitable manner, with due regard to human rights and social justice
