Inspite of the relatively satisfactory performance in some of the
macroeconomic variables, post-reform period witnessed slow rate of reduction in
poverty, low quality of employment growth, increase in rural-urban disparities,
inequalities across social groups, and regional disparities. Agriculture growth was low
in the last ten years. Farmer suicides are more evident now than before. Although
there has been some progress in education, the rate of growth in health indicators
(e.g., infant mortality) was lower in the post-reform period as compared to pre-reform
period.
In the first few years of this decade, there was a feeling that India has achieved
some progress. It was, however, realized that the progress was only in some
indicators such as growth in services, IT and communication revolutions, balance of
payments, foreign exchange reserves, booming stock market, etc. On the other hand,
rural India and social sector have not been bettered. Social exclusion is taking place in
terms of regions, social and marginal groups, women, minorities and children.
There was an increasing feeling that only few sections of the population such
as rich and middle class particularly in urban areas, corporate sector, foreign
institutional investors, IT sector have benefitted from the economic reforms.
Fortunately, these issues of social exclusion are being discussed by politicians,
bureaucracy, policymakers and civil society. The present programmes of the
government also stressed on, among other things, the need for focus on agriculture,
rural development, employment and social sector. There is some sort of consensus
now that growth should be shared by all sections of the society rather than limiting to
few categories of population. This is important to reduce poverty and various types of
inequalities in the economy and society.
There is complementarity between growth and equity. Economic growth can
create opportunities for people. On the other hand equity is important for its own sake
and for raising economic growth. However, one has to distinguish between populism
and inclusive growth. There have been many populistic measures which have not
reached the intended beneficiaries. Here we refer to inclusive growth in a much wider
sense of equitable development. Also, the delivery systems are in bad shape all over
the country. There is a need to shift focus of reforms by concentrating more on
institutions for efficient delivery of services to all sections of population.
