1. "Every Government with a written Constitution does not exemplify democratic Constitutionalism." Comment upon the statement in the light of the principles and precepts which have been recognized as the essential elements of modern Constitutionalism. (Marks 10)
2. Write Short Notes on: a. Creative Federalism b. Pattern of Federalism in Australia c. Types of Constitutionalism d. Difference between Federation and Confederation. (Marks 2.5×4=10)
3. The framers of Indian Constitution did not adopt a doctrinaire approach based on the concept of classical federalism but adopted a functional approach and devised a sui generis system to ensure its vitality and adaptability to the changing needs of a dynamic society. Critically analyse the nature of Indian Constitution in light of this statement. (Marks 10)
