Establish and maintain a system of financial control governing the allocation and use of funds; iii. keep himself closely associated with the formulation of schemes and important expenditure and income proposals, from their initial stages; iv. associate himself with evaluation of progress/performance in the case of projects and other continuing schemes and see that the result of such evaluation studies are duly taken into account in the budget formulation; v.
