The general syndrome of grievances-properly called discontent- has become a normal feature where there is a disparity between government performance and popular expectations. 25
A natural question arises why the legislatures in most of the countries prefer to get the disputes between the individual and the Public Authority settled through an Administrative Tribunal rather than ordinary Courts 25
All policies must be in accordance with the Constitution which was adopted as the Fundamental law of the Land. 25
