The Municipal Corporation of a city recently constructed a garden with modern facilities under a flyover/ bridge. The citizens greatly appreciated this project as the city has very few open spaces and gardens. The success of this project has encouraged the municipal corporation to construct many such gardens under flyovers.
However, the city's Road Development Corporation is against the construction of more such gardens, as it becomes difficult to do maintenance work of flyovers.
Further, some urban development experts believe that these space should be used for
managing traffic, building parking lots, etc., as the city suffers from severe traffic jam problems.
1. According to you, what is the primary problem in the above situation?
Efforts were not made to find out which group's concerns are most important to be addressed.
The fact that there are many stakeholders in the situation was missed.
No one could come up with one good solution for using the space properly.
