CONSTITUTIONAL GOVERNANCE-I

Note: Answer any TWO questions out of three. All questions carry equal marks.
1 "The Constitution establishes a system of Government which is almost quasi-federal……..a unitary state with subsidiary federal features rather than a federal state with subsidiary unitary features." Critically analyze the statement in the light of federalism as enshrined in the Constitution of India and also explain whether federalism is a basic structure of the Constitution of India? (Marks 10)
2 The word 'Other Authorities' under Article 12 of the Constitution of India has greater amplitude and gave rise to various interpretations by the judiciary. Discuss with the help of judicial decisions. Explain whether Judiciary is state under Article 12 of the Constitution of India.

a. Doctrine of Severability
b. Explain the term Constitutionalism with its development and role in the Constitution of India
c. Discuss the Power of Parliament/Procedure to cede Indian Territory in favour of a foreign country.
