Applications are invited from Indian Citizens (Male & Female) for appointment to Group A post of Specialist Medical Officers (Deputy Commandant), Medical Officers (Assistant Commandant) and Dental Surgeon(Assistant Commandant) in Central Armed Police Forces (BSF, CRPF, ITBP, SSB and Assam Rifles), Ministry of Home Affairs, Government of India. On joining, a candidate shall be governed by the Act and Rules, as applicable to the organization he is allotted to after selection and as amended from time to time. Selected candidates will be liable to serve anywhere in the Union of India or outside.

1. Vacancies : Specialist Medical Officers (Deputy Commandant): 232

   Medical Officers (Assistant Commandant): 428 Dental Surgeon(Assistant Commandant): 01 (for details see Appendix-I)

   Note- Vacancies are subject to change (may increase or decrease) without any prior notice.

2. Qualification:-

   1. For Specialist Medical Officers (Deputy Commandant)

      1. A recognized medical qualification of allopathic system of medicines included in the first or second schedule or PartII of the third schedule (other than licentiate qualification) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in PartII of the third schedule should also fulfill the conditions stipulated in Sub Section (3) of Section (13) of the Indian Medical Council Act, 1956. The applicant must have permanent registration from any State Medical Council/MCI before appointment in any of the CAPFs.

      2. Completion of compulsory rotating internship.

      3. Should also possess Post Graduate Degree/Diploma in the concerned speciality mentioned in Section A or in Section B in Schedule-I or equivalent and one and a half years experience in the concerned speciality after obtaining PG Degree or two and half years experience after obtaining PG Diploma.

   2. For Medical Officers (Assistant Commandant)

      1. A recognized medical qualification of allopathic system of medicines included in the first or second schedule or PartII of the third schedule (other than licentiate qualification) to the Indian Medical Council Act, 1956. Holders of educational qualifications included in PartII of the third schedule should also fulfill the conditions stipulated in Sub Section (3) of Section (13) of the Indian Medical Council Act, 1956. The applicant must have permanent registration from any State Medical Council/MCI before appointment in any of the CAPFs.

      2. Completion of compulsory rotating internship. Candidates who may be undergoing the rotating internship shall be eligible to apply and appear for the interview provided that if selected, they shall have satisfactorily completed the compulsory internship before appointment.

   3. For Dental Surgeon(Assistant Commandant)

      1. A Degree (Bachelor of Dental Surgery) from a recognized University/Institution included in the schedule to the Dentists Act, 1948 (16 of 1948).

      2. Should be registered with Dental Council of India.

      3. Candidate should have Minimum 60% marks in aggregate in BDS exams.

      4. Candidate should have cleared all BDS subjects in first attempt.

      5. Post Degree work experience will be given preference.

3. AGE LIMIT

   1. The age limit for recruitment of Specialist Medical Officers (Deputy Commandant) should not be exceeding 40 years as on the last date of receipt of application.

   2. The age limit for recruitment of Medical Officers (Assistant Commandant) should not be exceeding 30 years as on the last date of receipt of application.

   3. The age limit for recruitment of Dental Surgeon (Assistant Commandant) will not be exceeding 35 years as on the last date of receipt of application.

   4. Relaxation in age limit for recruitment of Specialist Medical Officers(Deputy Commandant), Medical Officers(Assistant Commandant) and Dental Surgeon (Assistant Commandant) shall be as under :-

      1. Upto a maximum of five years for Scheduled Caste or Scheduled Tribe candidates.

      2. Upto a maximum of three years for Other Backward Class (OBC) candidates.

      3. Upto a maximum of five years in the case of Government servants.

      4. Upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from 1st January, 1980 to the 31st day of December, 1989.

      5. Upto a maximum of five years in the case of Medical Graduates who joined Army Medical Corps as Short Service Commissioned Officers and are released after completing the initial period of assignment of five years. The relaxation upto five years shall also be admissible to the SSCOs whose assignment has been extended beyond five years and in whose case the Ministry of Defence issues a certificate that they will be released on three months notice on selection from the date of receipt of offer of appointment.

      6. The relaxation in age limit shall be admissible upto a maximum of ten years if such Govt. Servants and SSCOs belong to the Scheduled Caste or the Scheduled Tribe and upto a maximum of eight years if such Officers belong to the Other Backward Classes (OBCs).

4. METHOD OF SELECTION

   1. For Specialist Medical Officers (Dy Commandant) , Medical Officer (Assistant Commandant) and Dental Surgeon (Assistant Commandant)

      1. Eligible candidates will be called for interview by a Board of Officers at designated centres to assess their suitability for appointment in CAPFs.

      2. A total of 200 marks are allotted to the selection process to test the general knowledge and ability of the candidates in the field of their academic study and also in the nature of

         personality test to assess the candidates intellectual curiosity, balance of judgement and alertness of mind, ability of social cohesion, integrity of character, initiative and capability of leadership. The minimum standard for the purpose of selection at the interview shall be 40% of the total marks prescribed for interview(i.e.40% of 200=80 marks)

5. MEDICAL EXAMINATION

   1. The candidates who attain the minimum prescribed standard for the selection in the interview will be required to undergo medical examination by a Board of CAPF Medical Officers duly constituted by Medical Officers Selection Board on a day following the date of interview.

   2. Candidate will either be declared FIT or UNFIT in Medical Examination Test and those declared Unfit will be allowed to appear before the Review Medical Board on their appeals by Appellate authority.

6. EMOLUMENTS.

   1. For Specialist Medical Officers (Deputy Commandant)

      Specialist Medical Officers appointed in Grade-II (Jr Scale) will be granted the rank of Deputy Commandant in the revised pay structure of the first cell in the Level-11 of Pay Matrix or minimum pay in the first cell of Pay Matrix as specified in Part-A of the schedule of CCS(Revised Pay) Rules, 2016 , pay scale Rs. 67,700-2,08,700 per month plus other benefits like Non-Practising Allowances, Dearness allowances, Transport Allowance, House Rent Allowance and any other allowances as admissible under Rules would be admissible as per the Central Government orders/provisions in existence and as amended from time to time. No Post Graduate allowance will be admissible as the basic essential qualification for the post is Post Graduate degree/diploma in a particular field of specialization.

   2. For Medical Officers (Assistant Commandant)

      Medical Officers appointed in any of the CAPFs will be granted the rank of Assistant Commandant in the revised pay structure of the first cell in the Level-10 of Pay Matrix or minimum pay in the first cell of Pay Matrix as specified in Part-A of the schedule of CCS(Revised Pay) Rules, 2016, pay scale Rs.56,100-1,77,500 per month plus other benefits like Non-Practising Allowances, Dearness allowances, Transport Allowance, House Rent Allowance and any other allowances as admissible under Rules would be admissible as per the Central Government orders/provisions in existence and as amended from time to time. No Post Graduate allowance will be admissible as the basic essential qualification for the post is Graduate degree/diploma in a particular field of specialization.

   3. For Dental Surgeon (Assistant Commandant)

      Medical Officers appointed in any of the CAPFs will be granted the rank of Assistant Commandant in the revised pay structure of the first cell in the Level-10 of Pay Matrix or minimum pay in the first cell of Pay Matrix as specified in Part-A of the schedule of CCS(Revised Pay) Rules, 2016 , pay scale Rs.56,100-1,77,500 per month plus other benefits like Non-Practising Allowances, Dearness allowances, Transport Allowance, House Rent Allowance and any other allowances as admissible under Rules would be admissible as per the Central Government orders/provisions in existence and as amended from time to time. 7. PROMOTIONAL AVENUES

   A Dynamic Assured Career Progression scheme(popularly referred as DACP) of granting time scale promotion to medical officers in CAPFs without linkage to vacancy is in place as under :

   Note: Promotion from the rank of Commandant to the rank of DIG(Medical) & IG(Medical) for Medical Officers and Specialist Medical Officers is by selection against sanctioned vacancy through a combined seniority list.

8. PROVISION FOR PG COURSE

   An officer can apply for PG entrance examination on completion of 5 years of regular service as per the instructions in this regard.

9. OPTION FROM CANDIDATES

   A candidate may opt for the post of Specialist Medical Officer (Dy. Commandant)/ Medical Officer (Assistant Commandant)/Dental Surgeon (Assistant Commandant) in any one or more CAPFs mentioned above. For this purpose he/she will be required to indicate clearly the name of CAPFs for which he/she wishes to be considered in the order of preference. While making appointment, due consideration will be given to the preferences exercised by the candidate and having regard to his

   /her rank in the order of merit.

10. PHYSICAL AND MEDICAL STANDARDS

          * LASIK Surgery correction is permitted subject to prescribed criteria in Table-L. However, no redial keratotomy or any other refractive surgery is permitted except LASIK. (Table-2 of Annexure-I of policy Guideline on Visual Standards circulated by MHA UO No. A.VI-1/2014-Rectt(SSB) dated 20/05/2015)

          ** The Colour Vision Standards shall be as per the extant guidelines issued by MHA and applicable on the day of the medical examination.

       2. The candidates must not have knockknee, flat foot or squint in eyes and they should possess high colour vision. The candidates will be tested for colour vision by Ishiaharas test as well as Edrich green Lantern tests and other instructions issued by competent

          authority from time to time. They must be in good mental and physical health and free from any defect likely to interfere with the efficient performance of the duties.

       3. Subject to (a) & (b) above, the standards of Medical fitness for the candidates would be the same as prescribed by the Government for the Indian Police Service.

       4. Candidates will give an undertaking at the time of joining that at any stage of service career, if they are found to be colour blind they will be boarded out as per the SHAPE Policy, in vogue.

       Every candidates on his/her having been selected will be examined by a duly constituted Medical Examination Board for his/her Medical Fitness. The Government of India reserves right to reject or accept any candidate after considering report of the Medical Examination Board.

       Note: The above are the guidelines. The Medical Examination will be conducted as per the revised Medical Guidelines issued by MHA UO No. A.VI-1/2014-Rectt(SSB) dated 20/05/2015.

11. MERIT LIST

    The Medical Officers Selection Board will prepare a merit list on the basis of aggregate marks awarded to each candidates during the interview. The Board will also compile merit list separately for SC/ST and OBC candidates.

12. CONDITION OF SERVICE

    1. Posts of Specialist Medical Officers, Medical Officers and Dental Surgeon are combatised in CAPFs and are governed by the Act and Rules of the respective organizations as amended from time to time.

    2. Being a Specialist Medical Officer/Medical Officer/ Dental Surgeon in CAPFs the candidate on appointment is liable to serve in any part of the country or abroad as per service requirements. They may have to work independently in the units where they are posted.

    3. Candidates shall be required to serve the Force for a minimum period of 10 years. If any officer, after joining the service wants to resign from the service before the expiry of 10 years, he/she is required to refund a sum equal to 03 months pay and allowances or the cost of training imparted to him/her in the Force, whichever is higher.

    4. PROBATION PERIOD

       1. Every candidate appointed to the cadre in the grade of Specialist Medical Officers, Medical Officers and Dental Surgeon shall be on probation for a period of two years.

       2. The Central Government, if it thinks fit for reasons to be recorded in writing, can extend the period of probation specified in Sub Para (i) by one year.

       3. At any time during or at the end of the period of probation or during the extended period of probation, the Central Government may discharge a candidate appointed on probation, without assigning any reasons whatsoever.

    5. Selected candidates after appointment will undergo basic training and such other courses as prescribed in the force from time to time.

    6. No candidates appointed to the posts shall be permitted for private practice including consultancy and laboratory practice.

    7. No candidates will be granted extension in service beyond the age of superannuation.

    8. No person

    1. who has entered into or contracted a marriage with a person having a spouse living, or

    2. who having a spouse living has entered into or contracted a marriage with any person,

    shall be eligible for appointment to the post of Specialist Medical Officers(Deputy Commandant), Medical Officers(Assistant Commandant) and Dental Surgeon(Assistant Commandant) in Central Armed Police Forces.

    Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of the rules for the recruitment of the post.

13. APPLICATION FEES

    All General and OBC candidates are required to submit a non refundable crossed IPO/Bank Draft/Banker Cheque of Nationalised Bank for Rs. 400/- only in favour of DIG(Adm), Directorate General, CRPF payable at State Bank of India, CGO Complex, Lodhi Road New Delhi, alongwith application form. SC, ST and Female candidate are exempted from paying Fees.

14. GENERAL

    1. Application as per specimen given at Appendix-II should reach within 30 days (thirty days ) from the date of publication of advertisement at the following address:-

       Covers containing applications must be superscribed in bold letters as APPLICATION FOR THE POST OF SPECIALIST MEDICAL OFFICERS (DEPUTY COMMANDANT)/MEDICAL OFFICERS (ASSISTANT COMMANDANT)/ DENTAL SURGEON(ASSISTANT COMMANDANT) in

       CAPFs2016. The application must be accompanied by two self addressed unstamped envelopes of 11.5 Cms x 27.5 Cms size.

    2. Candidates already employed in Government Organizations should apply through their Employers.

    3. The advertisement is also available on CRPF web site. The format of the application (including admit card) may be downloaded from CRPF web site www.crpf.nic.in.

    4. Applications, which are not in the prescribed format or not accompanied by the required enclosures or incomplete or defective shall be summarily rejected. No representation or correspondence regarding such rejection shall be entertained under any circumstances.

    5. Candidates should ensure that they fulfill all the eligibility conditions. If on verification at any stage, it is found that they do not fulfill any of the eligibility condition, the selection committee shall reject their candidature.

    6. Candidate should be physically/medically fit for the duties of Specialist Medical Officers (Deputy Commandant) or Medical Officers (Assistant Commandant) or Dental Surgeon(Assistant Commandant) in extreme climatic conditions where concerned department is committed to its duties.

    7. Mere presence and qualifying in the medical examination will not guarantee the right to the candidate for appointment.

    8. On behalf of Govt. of India, selection committee reserves its right to reject or accept the candidature of any applicant at any stage.

    9. The selection committee will not enter into any correspondence with the candidate except in the case of change of address sought by a candidate.

    10. The Allocation of qualified candidates to various Forces will be done on the basis of merit-cum-choice.

    11. The appointment of selected candidates will be subject to the Government being satisfied after such inquiry as may be considered necessary that the candidates with regard to their character and antecedents, are suitable in all respect for appointment to the posts.

    12. The appointment will be further subject to the candidates satisfying the competent authority of their having satisfactorily completed Compulsory Rotating Internship and for Specialist Medical Officers, have required experience in their field of Speciality.

    13. Subject to the provision as mentioned above, successful candidates will be considered for appointment on the basis of order of merit assigned to them by Selection Board.

Candidates undergoing internship must bring a certificate issued by the administrative authority of the their College/Institution regarding their degree course being recognized by the MCI, clearly stating in the certificate the reference letter No. of the MCI.

    6. Self attested copy of Registration from Medical Council of State/UT(for Specialist Medical Officers, Medical Officers & Dental Surgeon) is attached.

    7. Self attested copy of NOC issued by the employer, in case the candidate is a Govt. employee, is attached.

    8. Self attested copy of Caste Certificate (SC/ST/OBC) in prescribed proforma to be attached.

    9. Self attested copy of NCC Grade Certificate (if applicable) is attached.
