ADVERTISEMENT NO. 22 OF 2016 - 2017

Dated Aizawl, the 1st February, 2017.

Applications are invited from citizens of India for filling up of 16 (Sixteen) vacant posts of Entry Grade of Civil Judge in Grade - III of the Mizoram Judicial Service by Direct Recruitment. Last Date for submission of application is 1st March 2017. OMR Application form can be had from the Office of Mizoram Public Service Commission, New Secretariat Complex, Khatla, Aizawl and Offices of the Deputy Commissioner, Lunglei, Saiha, Lawngtlai, Serchhip, Mamit, Champhai and Kolasib on payment of application fee of ` 320/- and ` 160/- (for ST/SC) per form which can be paid in cash or in the form of uncrossed IPO drawn in favour of the Secretary, Mizoram Public Service Commission or by depositing into Treasury Challan under the Head -0051-PSC, 102-State PSC (Examination fee etc.). Details of the post are given below:-

1. Name of Post : Grade-III of Civil Judge Cadre of the Mizoram Judicial Service.

2. No.of Vacant post : 16 (Sixteen)

3. Name of Department : Law & Judicial Department.

4. Pay Scale : ` 27,700-770-33090-920-40450-1080-44,770/ PM

1. Educational Qualification: 1. Must be holder of Degree in Law of a recognized University. 2. Knowledge of Mizo language of at least Middle School standard.

2. Age Limit : 1. Must not have attained the age of 35(thirty five) years.

   2. Must not have completed 40 years of age in the case of candidates belong to Scheduled Castes or Scheduled Tribes and 35 years of age in the case of others as on the last date fixed for receipt of applications.

   There shall be a Competitive Examination for Recruitment to this post and it shall consist of a Preliminary Examination (Screeing test), a Main (Written) Examination and Viva-voce/Interview.

   The Preliminary Examination (Screening Test) shall consist of objective type question of 100 Marks, out of which 90 Marks will cover General Knowledge, Aptitude, English, Constitution of India, Code of Civil Procedure, Criminal Procedure Code, Transfer of Property Act, Indian Contract Act, Indian Penal Code, Indian Evidence Act, Law of Torts and remaining 10 Marks to test the proficiency in the Official language(s) of the State of Mizoram.

   The ratio on the basis of which the Candidates will be called for the Main (Written) Examination shall be 1:10 (for 1 post of 10 Candidates will be called).

3. Syllabus for Main Examination :

   1. Paper on English (100 Marks) : a) Essay Writing b) Precis Writing c) Grammar etc.

   2. General Knowledge (100 Marks) : a) Objective Type b) Aptitude Test.

   3. Law Paper - I (100 Marks)

      1. Constitution of India, b) Code of Civil Procedure c) Transfer of Property Act.

         d) Indian Contract Act.

   4. Law Paper - II (100 Marks)

      1. Indian Penal Code b) Criminal Procedure Code c) Indian Evidence Act. d) Law of Torts.

   5. Interview, Viva Voce (50 Marks).The candidates shall have to secure minimum 60% Marks in the Interview

All candidates who obtain 60% or more marks, subject to securing at least 45% Marks individually in Paper I, II, III & IV shall be eligible for Viva-voce.

Provided that SC/ST Candidates who obtain 50% or more marks, subjects to securing mini- mum 40% Marks individually in Paper-I, II, III, & IV shall be called for Viva-voce.

The ratio in which Candidates shall be called for Viva-voce is 1:3 (three Candidates against 1 post) subject to Marks obtained as stated above. The final evaluation will be in order of Merit subject to overall suitability. A seperate additional list will be prepared as per the provisions of Rule 11 of Mizoram Judicial Service Rules, 2006.

Those who are in the Government Service must apply through proper channel. Canvassing directly or indirectly will disqualify the candidate.

Incomplete applications will be summarily rejected.

Furnishing of false information by a candidate at any stage may entail appropriate disciplinary action as the Commission deemed fit.
