It is proposed to fill up one post of Director (Finance & Administration) in General Central Se ice,Group'A' Gazetted Non-Ministerialinthepayscale ofLevel-13,Rs. 118500-2)4100inthe pay matrix and 5 posts of Director(Technical Discipline) General Central Service, Group'A , Gazetted,
on-Ministerial in the p y scale of Level-13A, Rs. 131100-216600/-in the pay matrix on deputation including short term contract basis in NRAA.
2. Eligibility Conditions of Director (Finance & Administration) :-Deputation (Including short term contract) Officers under the Central Government or State Government or UTs or Universities or Recognized Research Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous Organizations:
- (A)
- (i) Holding analogous posts on regular basis in the parent cadre or department; or
(ii) With five years' service in the grade rendered after appointment thereto on a regular basis in posts in Level-12, Rs. 78800-209200 of pay matrix or equivalent in the parent cadre or Department; or (iii) With ten years' service in the grade rendered after appointment thereto on a regular basis in the posts in Level-ll, Rs. 67700-208700 of pay matrix or equivalent in the parent cadre or department; and
- (B)
- Possessing the following educational qualification and experience:
- (i)
- Bachelor's degree from a recognized University;
- (ii)
- Twelve years' experience in the field of administration including five years experience in finance matters including budget and accounts.
List of DutieslResponsibilities attached to the post of Director (Finance & Administration):Director (Finance & Administration) will assist Technical Experts & Chief Executive Officer (CEO) in Financial and Administrative matters.
Regulation of pay:-The pay of selected candidate will be regulated under the provisions contained in the DOP&T a.M. No. 6/8/2009-Estt. (Pay-II) dated 17/06/2010 as amended from time to time.
Age Jimit:-The maximum age limit for appointment by deputation (Including Short Term Contract) shall not be exceeding 56 years as on the closing date of receipt of applications. ~:x;

Period of Deputation:-Period of deputation (Including Short Term Contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or d partment of the c ntral government shall ordinarily not exceed five years.
3. Eligibility Conditions of Director (Technical Discipline) :-Officers under Central Government or State Government or UTs or Universities or Recognized Research Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous Organizations:
(A) (i) Holding analogous posts on regular basis in the parent cadre or department; or
(ii) ith two year's regular service in the post can-ying the scale of Level-13, Rs. 118500214100 of pay matrix or equivalent in the parent cadre or department; or
(iii) With six years' service in the post carrying the scale of Level-12, Rs. 78800-209200 of pay matrix or equivalent in the parent cadre or department; or; and
(B) Possessing the following educational qualification and experience;
Essential:
Animal Husbandry and Fisheries:
- (i)
- Master's degree in Veterinary Science or Animal Husbandry or Dairy Science or Dairy Technology or Fishery Science from recognized university or institute.
- (ii)
- Twelve Years' experience in the concerned subject or area of discipline of the post.
Agriculture and Horticulture:
- (i)
- Master's degree in Agriculture Science with specialization in Agronomy or Plant Breeding or Genetics or Horticulture from a recognized university or institute.
- (ii)
- Twelve Years' experience in the concerned subject or area of discipline of the post.
Water Management:
- (i)
- Master' degree in Water Resources or Hydrology or Soil Sciences or Soil and Water Conservation Engineering or Earth Science or Geohydrology or Remote Sensing from a recognized university or institute.
- (ii)
- Twelve years' experience in the concerned subject or area of discipline of the post.
Forestry:
- (i)
- Master's degree in Forestry or Wild Life Science from a recognised university or institute.
- (ii)
- Twelve years' experience in the concerned subject or area of discipline of the post.
Watershed Development or Social Science or Economics:
- (i)
- Master's Degree in Soil Sciences or Soil and Water Conservation Engineering or Civil Engineering or Sociology or Economics from a recognised university or institute.
- (ii)
- Twelve Years' experience in the concerned subject or area of discipline of the post.
Desirable: Doctorate Degree in concerned subject or discipline with one year's experience in handling development programme or schemes in rainfed farming areas.
4. List of DutieslResponsibilities attached to the post of Director (Technical Discipline):Director will assist Technical Experts to achieve the mandate of NRAA for identification of best package of practices for rainfed agriculture available across different research organizations for development of rainfed most vulnerable districts; suggest area specific farming system particularly for these districts to achieve goal of making agriculture sustainable and profitable; piloting of such farming systems; assist states in revisiting the District Irrigation Plans (DIPs) and Annual Action Plans of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY); to set research agenda for development of new teclmology for emerging challenges in Dryland/rainfed area; monitoring and evaluation of programme implementation and study of various agro-forestry models suitable to most vulnerable districts and recommending the most appropriate models for implementation. Any other work assigned by Tee Experts and Chief Executive Officer (CEO).

Application (in duplicate) only in the prescribed proforma (Annexure-I) of the eligible candidates whose services can be spared immediately on selection, together with the certificate from the Forwarding Authority (in proforma Annexure-II) along with the following documents.
- Cadre clearance.
- Integrity certificate
- List of major/minor penalties imposed if any, on the official during the last 10 years; (if no penalty has been imposed a 'Nil' certificate should be enclosed).
- Vigilance clearance certificate.
- Attested photocopies of the ACRs for the last five years (2012-13 to 2016-17) (attested on each page by an officer not below the rank of an Under Secretary to the Govt. of India).
