^{It is} ^proposed ^to ^{fill up} ^the ^post of Director General and Chief Executive Officer,^Central ^Medical Services Sociefy (CMSS) under the Department of Health & Family _Welfare,Ministry of Health & Family welfare in Level ₁₄ (pay _{Band -4;} _Rs. ₃₇₄₀₀ _-₆₇₀₀₀ _plus _Grade Pay Rs. 10000) by deputation from officers belonging to _the _{All India} _Services _(AI-S) _and _the organised Group 'A' civil Services participating in the central _Staffing _Scheme, _who _are

^working as or empanelled as Joint secretary to the Govemment of India, preferably _with ^experience ⁱⁿ ^procurement of health sector goods or health administration serving under the ^Central Govemment/State Governmenl{Jnion Territory Administrations. The post _will _{be filled} through Search-cum-selection Committee notified _{for this} _purpose

^The ^Central ^Medical ^Services Society shall be responsible for procurement of

^medicines ^and ^other ^medical ^suppries under various National health programmes run _{by the}Government of India. The society would adopt an _IT-enabled _unified _suppl"y _chain _manageme.rt^syslem ^for ^effective monitoring of inventory and distribution ol healrh _...to, gooar.

^The ^officer ^selected shall be the Chief Executive Officer and Director _General _ofthe^central ^Medical ^Services ^Society and also act as Member-Secretary of the _Goveming _Body _of^the ^Society, ^and ⁱⁿ this capacity, shall be responsible for:_

^(i)' _lhe day to day administration/overall management _{of the} _Central _Medical _Services Society;

_Jil) ^Drawing ^up ^of ^proposal for the Society,s work programmes;(iii). Implementing the work programmes _and _the _decisions _appioved _by _the _Goveming

Body of CMSS;

(iv)

^Ensuring ^that ^the ^CMSS ^carries ^{out its} tasks in accordance with the requirement of its users, in particular with regard _{to the} _adequacy _{of the} _{services p.ouid"d} _and _time

taken;

(v): Preparation _{of the} _statement _of _revenue _and _expenditure _and _the _execution _{of the} budget of the CMSS; and
^(vi): Developing and maintaining contact with _the _central _Govemment _and _stateruT ^Govemments ^to ^facilitate ^efficient ^procurement and proper distribution of quality

^medicines, ^medicai ^equipment etc. to the end users and elimination of shortages and wastages.

(vii) Implementing al1 tasks assigned _{by the} _Department _of _Health _{& Family} _welfare,Government of India and the Goveming Body of cMSS in accordance _with _the Memorandum of Association and Rules and Regulations of the Society.

5. The period of deputation of the _selected _officer _shall _{be initially} _for _a _period _{of three} _years,^which may be extended by a further period of two yeaf,s. Thi _maximum _age _{limit for} ^appointment ^{on deputation} ^shall ^be ^preferably ^below 52 ^(Fifty two) years as on the-closing date

of receipt of applicaticrs.

The officer selected on deputation will have the option to draw _his parent _cadre _pay _plus ^deputation ^(dufy) ^allowance or the ^pay scale/grade pay ofthe deputation post and other terms & conditions of deputation in accordance with the rules in vogue _{of Department} _of personnel _and Training' Other terms and conditions of deputation shall also be govemed _{by the} guidelines issued in this regard by the Department of Personnel and Trainin[ _{and in} _vogue _{for officers} belonging to the Al1 India Services (AIS) and the organized Group ^.A, _civil _services

participating in the Central _Staffing _Scheme.

7. It is requested to circulate the vacancy circular to the eligible _officers _{for soliciting} _their candidature. The eligible and interested persons may apply through proper _charurel _{in the} _|Lofg.-u ^{attached (in} ^duplicate). While forwarding the applications it may'be ensured that _no^Vigilance case/disciplinary proceedings are pending/contemplated against _{tire officer} _concemed. ^The ^{up to} ^date ^ACR ^dossiers for.the past five years from 20ll-12 to 2016-ri, vigilance

clearance and Statement of major/minor penalty imposed, _if _any, _during _{the last} _ten _years _must also be enclosed along with the application.

recruitment process at any time.

He/She shall be the Chief Executive Offier and

l)irector General of the Central Medical ^'services

Society (CMSS) and also act as Member-Secretary

of the Governing Body and shall be responsible for

a.: The day to day administration/overall management of the Central Medical _Services Society;
b.: Drawing up of proposal for the CMSS's work programmes;.
c.: Implementing the work programmes and _the

decisions approved by the Goveming Body of CMSS;

d. Ensuring that the CMSS carries out its tasks in accordance with the requirement of its users, in particular with regard to the adequacy _of _the services provided and time taken;

e.' Preparation of the statement of revenue and expenditure and the execution of the budget _of the CMSS; and

Developing and maintaining contact with the Central Government and State/UT Governments to facilitate efficient procurement and proper distribution of quality medicines, medical equipment etc. to the _end users and elimination of shortages and wastages.

g.: Implementing all tasks assigned _by _the Department of Health & Family _Welfare, Government of India and the _Governing _Bodyof CMSS in accordance wittr the Memorandum of Association and Rules and Regulations of the Society.
