Walk-in-interview for appointment to the post of Consultants at ICAR-NIAP, New Delhi under the Project Management and Impact Assessment of Farmer FIRST Project will be held on 13.10.2017 at 1400 Hrs at the above mentioned address. The appointment will be purely on contractual basis/ co-terminus with the project/ plan scheme subject to satisfaction of the Competent Authority and the incumbent shall not have any claim for regular appointment at ICAR/ ICAR-NIAP.

The engagement is purely time bound, non-regular and co-terminus basis with the project/ plan scheme. The services of the incumbent shall stand terminated on expiry of the period given in the sanction or even before, if not found satisfactory. Since, the engagement of the man-power in the scheme is purely time bound, non-regular and also not against any sanctioned vacancy/ cadrestrength/ post/ position, the service provisions for regular post including reservations will not be applicable. The Competent Authority also reserves the rights to terminate the appointment at any time without assigning any reason. The total numbers of vacancies are tentative and may vary. The decision of the Director, ICAR-NIAP, New Delhi will be final & binding in all respects.

Interested candidates may appear in the Walk-in-Interview on the date and time mentioned against the post in The Auditorium, Ground Floor, ICAR-National Institute of Agricultural Economics and Policy Research, D.P.S. Marg, Pusa, New Delhi-110 012 along-with their applications giving full Curriculum Vitae with one set of self-attested photocopies of testimonials and certificates, original age-proof and one self-attested passport size photograph. Original Certificates/ degrees will be verified before the Walk-in-Interview. Experience Certificate(s) from the previous employer(s) must be brought. The selected candidates will be medically examined for fitness before appointment. The appointment/ regulation of engagement of incumbent will be regulated as per the guideline of ICAR issued by ICAR from time to time. No TA/ DA will be paid for appearing in the interview. The selected candidate(s) shall have no legal right to claim regularisation by absorption or otherwise or against any regular post or any further continued engagement.

ANNEXURE -I

Terms of Reference (TOR) of Agreement between ICAR-National Institute of Agricultural Economics and Policy Research (NIAP) and selected consultants to accomplish the research project entitled: Management and Impact Assessment of Farmer FIRST Project.

The objective of project: To assess the impact of technological intervention of program; and to design and develop the database, content management and decision support system for farmer FIRST program.

Outline of tasks to be assigned and duration: Till March 2018 (May be extended/shortened subject to administrative approval (ICAR)).

Expected Outcome/Deliverables: Report and Policy Brief. Better integration of farmers perspectives in agricultural technology generation, application and dissemination. Development of interactive DSS and its use. The Content Management System would facilitate sharing of content across multiple Web sites, make it easier for non-technical staff to update content, forces a formal workflow management and publishing process, and can improve consistency of look and feel.

Place of Posting: The Consultants will be posted at any of the above mentioned Institutes and they will be working under the direct supervision of the Concerned Project Incharge/ Co-Project Incharge of the relevant Institute.

Salary: The salary of the Consultants will be Rs. 50,000/-per month (consolidated). Taxes as applicable will be deducted.

Short listing Criteria: The credentials of the professional carry weightage in technical evaluation. Based on their qualifications and other credentials like education qualification, relevant experience, publications etc, they will be shortlisted by the duly constituted Selection Committee (evaluation committee) to match the technical competence in commensurate with proposed research works.
