Vacancy Circular

SUbject:-Filling up two posts of Deputy, Commissioner(lntegrated Nutrients Management) in the Department of Agriculture, Co-operation and Farmer's Welfare in PB-3 RS.15600 -39100/-with Grade Pay Rs. 7600/-(pre-revised)-One on composite method [Deputation(including short term contract) plus' promotion] basis ,and another on Deputation(including short term contract) basis.

.It is proposed to fill up two posts of Deputy Commissioner(lntegrated Nutrients Management) (General Central Service, Group-'A' Gazetted, Non-ministerial) in the Department of Agriculture, Co-operation and Farmer's Welfare in PB-3 Rs.1560039100/-with Grade Pay RS.7600/-(pre-revised), one on composite method [Deputation(including short term contract). plus promotion basis and another on Deputation(including short term contract) basis.

2. Eligibility Conditions: Composite method [Oeputation(including short term contract) plus promotion:

'Officers under Central or State Governments or Union territory administrations or Public Sector Undertakings or Agricultural Universities or Recognised Research Institutions or Semi-Government or Autonomous bodies or statutory organizations:

A (i) Holding analogous posts on regular basis in the parent cadre or department; or .

(ii), With five years' service in the grade rendered after appointment thereto on a regular basis in the Pay band-3, RS.15600-39100 with Grade Pay of Rs.6600/-(pre-revised)or equivalent in the parent cadre or department; and

(B) Possessing the following educational qualifications and experience:

Essential :

1 (i) Masters degree in Agriculture with . specialization in Agricultural . Chemistry or Soil Science or Plant Pathology or Chemistry or BioChemistry or Micro Biology or Bacteriology from a recognized university or institute; and .

(ii) eight years experience in the field of promotion of organic manures or bio-fertilizers or fertilizers or quality control of fertilizers.

9. All other aspects of development of fertilizer, bio-fertilizers, organic manllres, etc.

4. Regulation of pay and other terms of deputation:

The pay of the selected' candidate will be regulated under .the provIsIons contained in the DoP&T C.M. No. 6/8/2009-Estt.(Pay-lI) dated 17/06/2010 as amended from time to time.

1. 1. Age-limit :
   2. The maximum age-limit for appointment by deputation shall be not exceeding 56 years as on the closing date of receipt of applications.
2. Period of deputation:

Period of deputation inCluding period of deputation in an.other ex-cadre post held immediately preceding this appointment in the same or other organizations or departments of the Central Govt. shall ordinarily not to exceed four years.

7. Application (in duplicate) only in the prescribed proforma (Annexure-I) of the eligible candidates whose services can be spared immediately on selection, together with the certificate from the Forwarding Authority (in proforma Annexure-II) along with the following documents:

(i) cadre clearance; (ii) Integrity certificate (iii) . List of major/ minor penalties imposed if any, on the official during the last 10 years; (if no penalty has been imposed a 'Nil' certificate should be enclosed). (iv)Vigilance clearance certificate. (v)Attested photocopies of the ACRs for the last five years (2011-12 to 2015-16) (attested on each page by an officer not below the rank of an Under Secretary to the Government of India).
