National Rainfed Area Authority (NRAA) has been established by Government of India, as repository of knowledge and package of practices for enhancing productivity of dryland/rainfed area on sustainable basis. NRAA is an attached office of DAC & FW and is mandated for identification of best package of practices for rainfed agriculture available across different research organizations for development of rainfed most vulnerable districts; suggest area specific farming system particularly for these districts to achieve goal of making agriculture sustainable and profitable; piloting of such farming systems; assist states in revisiting the District Irrigation Plans (DIPs) and Annual Action Plans of Pradhan Mantri Krishi Sinchai Yojana (PMKSY); to set research agenda for development of new technology for emerging challenges in dryland/rainfed area; monitoring and evaluation of programme implementation and study of various agro-forestry models suitable to most vulnerable districts and recommending the most appropriate models for implementation.
2, The posts of two Technical Experts (one each in area of Agriculture/Horticulture & . Watershed Development) are required to be filled up on deputation/short term contract basis, In order to ensure the best talent, it was decided that a cross section of concerned Departments, Organizations and Authorities should be approached to seek nomination of candidates for the posts. Accordingly it is requested to seek nominations/ applications along with their bio-data and other information for the said two posts of Technical Experts from officers of the concerned Central or State Governments, State Agricultural Universities or Research Institutes or Organizations.
3. The posts of Technical Exper}:s are in Level of the Pay Matrix-1S {(Rs. 1,82,2002,24,100)-Additional Secretary} for officials working as Joint Secretary or equivalent on regular basis in their parent department for about 5 years or in the Level of the Pay Matrix 14 {(Rs. 1,44,200-2,18,200)-Joint Secretary} for officials working as Additional Commissioner/Director or eqUivalent on regular basis in their parent department for about 5 years. The academic qualification & experience etc. reqUired for these two posts are as
under:
(i) Technical Expert (Agriculture/Horticulture)
. Academic Qualification -Minimum M.5c. in the fields of Agriculture/Horticulture with good academic records. Higher qualification, such as, Ph.D with good grades and added qualification will be preferred.
Experience: The candidate should have at least 25 years' experience of development/field in senior position of Group-A in Centre/State Governments, of which about 5 years regular service in Pay Matrix Level -13 (Rs. 1,18,500-2,14,100) in field of Dryland Agriculture/Horticulture.
Fields of specialization -Experience in assessment, management and mitigation of droughts, climatic and other associated risks. He should have an expert knowledge of crop husbandry, crop specific technologies and horticultural practices.
Duties: To identify rainfed areas and prepare watershed development programmes for integrated natural resource management, in consultation with states, focusing on multi-dimensional crop, horticulture, agri-pasture integrated systems and programmes for landless farming communities. Assessment, management and mitigation of droughts, climate and other associated risks.
(ii) Technical Expert (Watershed Development) Academic Qualification -Minimum M.Tech.in Soil and Water Conservation Engineering, Agronomy, Soil Science or equivalent Ph.D and higher qualifications will be preferred.
Experience: The candidate should have at least 25 years' experience of development/field in senior position of Group-A in Centre/State Governments, of which about 5 years regular service in Pay Matrix Level -13 (Rs. 1,18,500-2,14,100) in field of Soil Conservation and Watershed Management.
Fields of specialization -Experience in mobilization of communities, capacity building, participatory rural appraisals, alternative 'institutions, conservation of water, soil and vegetation, water harvesting, recycling and equitable distribution, devising activities for asset-less, landless, women.
Duties: To prepare a perspective plan and road map to identify rainfed areas and prepare watershed development programmes for integrated natural resource management in consultation with states. To develop mobilization of communities, conservation of water, soil and vegetation, water harvesting and recycling equitable distribution. To devise activities for asset-less, landless, woman, artisans, small and marginal farmers.
4. Age: -The candidates should hold the office for a term of five years or upto the age of 65 years whichever is earlier. Those candidates who are less than 60 years of age as on the last date of advertisement may be given preference.
S. The pay of the selected candidate will be regulated under the prOVISions contained in the DoP&T O.M. No. 6/8/2009-Estt. (Pay-II) dated 17/06/2010 as amended from time to time.
6.
