General Relaxation clause: Relaxable upto 5 years for Government servants and SC/ST candidates, 3 years for OBC candidates and 10 years for Persons with Disabilities (PWD) candidates in accordance with the instructions issued by the Department of Personnel and Training from time to time in this regard.
One time age relaxation is also allowed to Scientific and Technical Staff working in long term projects in ICMR Institutes/Centres provided they meet essential qualifications and experience for the post with a view to provide them opportunity to compete with other candidates as per provision made under HRSC rule 2007 (as amended from time to time) vide Councils letter No.6/1/2007-Admn.II dated 28.3.2011.
Age, qualification and experience will be relaxable in deserving cases as mentioned in the Recruitment Rules of Health Research Scientists cadre of ICMR, 2007 under Rule 14 and Notes 1 & 2 of Schedule III (as amended from time to time)
Other Service Conditions:
1) Allowances as per Central Government Rules are admissible on the above pay scale.
2) Benefits of new restructured defined contributory pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECD & PR Division). Notification No. 5/7/2003-ECD & PR dated 22.12.2003 effective from 1.1.2004.
3) Private practice is not allowed. However, non-practicing allowance is admissible to medical graduates only as per rules.
4) Applications from employees working in Central/ State Govt. Departments/ Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application will be considered subject
to the conditions that a No Objection Certificate from the employer is produced
at the time of personal discussion. Application received after the closing date will not be considered. Candidates called for personal discussion/ interview have the option to answer in Hindi also.

3) Attested copies of the following documents should be enclosed with the application:a) Proof of Date of Birth b) Educational qualification c) Experience d) Caste and Disability Certificate (If applicable)
4) List of Publications with impact factor & citation, role in clinical & Therapeutic /public health impact of contribution of candidate, list of extramural projects whether R&D sponsored/contractual and whether as PI/ Co-Investigator to be provided.
5) Demand Draft/ Indian Postal Order (IPO) for Rs. 500/-(Rupees Five Hundred Only) drawn in favour of Director, NIRRH, Mumbai. SC/ ST/Persons with Disabilities and women candidates are exempted from the payment of application fees. Application fees is payable by all other candidates including ICMR employees.
6) Unsigned/ Incomplete application or application without supportive evidence asked for/without postal order and application received late are liable to be summarily rejected.
Notes:
- Ph.D/ MD degree in relevant subjects shall be treated equivalent to three years experience.
- Candidates with Ph.D/ MD degree will be preferred for direct recruitment.
- If no suitable candidate is found at Scientist D level, the post can be filled up at one level below i.e., Scientist C level.
Other Notes:
1. Selection Procedure:
i. For the post of Scientist B and C
A written examination of the eligible candidates will be taken, candidates will be called for personal discussion/ interview on merit, on the basis of marks obtained in the written examination. The final selection will be as per criteria adopted by ICMR and decision of the Director General, ICMR will be final in this regards
Written Test: The written test would be of 100 marks consisting of 100 objective/ MCQ type questions of one mark each for the correct answer. The final score will be computed for a maximum of 40 marks based on the marks obtained in the written test of 100 marks. For each wrong answer 0.25 marks will be deducted. Out of 100 questions, 90 questions will be objective/ MCQ type and 10 objective/ MCQ for analytical skills.

ii. For the post of Scientist D
Applications will be screened as per criteria adopted by ICMR and eligible candidates will be called for personal discussion/ interview on merit.
- No TA/ DA will be paid to the candidate for appearing in the written test. The outstation candidates called for interview of Scientist B & C will be paid 2nd class and Scientist D will be paid 1st class rail fare through shortest route on production of documents.
- This post is with all India transfer liability under the Council.
- Candidate belonging to reserved category (SC/ST) should submit the certificates issued by competent authority in the prescribed format as stipulated by Government of India for claiming fee concession/ age relaxation.
5. In case of candidates belonging to OBC category, certificate should specifically contain the clause that the candidate does not belong to creamy layer section. OBC certificate for the purpose of age relaxation will mean PERSONS OF OBC CATEGORY NOT BELONGING TO CREAMY LAYER as defined in DOPTS O.M. NO. 36012/22/93-Estt (SCT) dated 8.9.1993 and
modified vide O.M. NO. 36033/3/2004-Estt (Res) dated 9.3.2004 and 14.10.2008. The closing date for receipt of application will be treated as the date of reckoning for OBC status of the candidate and also for assuming that the candidate does not fall in the Creamy layer on the reckoning date. The candidate should furnish the relevant OBC certificate in the format prescribed for Govt. Job and furnish declaration. OBC candidates must, therefore, furnish valid and updated OBC certificate which should specifically include the clause
regarding Exclusion from Creamy Layer in order to get age relaxation.
