RECRUITMENT AGAINST SPORTS QUOTA (TALENT SCOUTING) FOR THE YEAR 2017

2.1 Sports persons must possess the minimum educational qualification as applicable to the post.
2.2 Those selected as Senior Clerk / Junior Clerk are required to possess proficiency in Typewriting of 30 WPM in English or 25 WPM in Hindi within a period of FOUR years from the date of appointment.
3.0 AGE LIMIT :
i) Age -18-25 years as on 01.01.2018 Born between 02.01.1993 To 01.01.2000 ii) To the outstanding sportspersons, relaxation of the lower and upper age can be considered.
4.0 MINIMUM NORMS FOR RECRUITMENT OF SPORTS PERSONS:
4.1 Level 5 with Pay 29,200/(Grade Pay . 2,800/-in Pay Band . 5200-20200 in 6th CPC)
Represented the Country in Olympics Games (OR) Atleast 3rd position in any of the following : i) World Cup (Junior/Senior Category), ii) World Championships(Junior/Senior Category), iii) Asian Games(Senior Category), iv) Common Wealth Games(Senior Category)
4.2 Level 2 with Pay 19,900/(Grade Pay .1,900/-in Pay Band . 5200-20200 in 6th CPC)
Represented the country in any of the following : i) World cup (Junior/Senior Category), ii) World championships (Junior/Senior Category), iii) Asian games(Senior Category), iv) Common wealth games(Senior Category) (OR) .At least 3rd Position in any of the following: i) Commonwealth Championship (Junior/Senior Category), ii) Asian Championships/Asia Cup (Junior/Senior Category), iii) South Asian Federations (SAF) Games (Senior Category), iv) USIC (World Railways) Championships (Senior Category). (OR) At least 3rd Position in Senior/Youth/Junior National Championships. (OR) At least 3rd Position in National games organized under the aegis of Indian Olympics Association. (OR)

At least 3rd Position in All India Inter university Championship organized under the aegis of Association of Indian Universities. (OR) 1st Position in the Federation Cup Championship (Senior category).
4.3 Explanatory Note All the championships mentioned above should have been conducted under the aegis of recognized International/National/State Sports Federation and also recognized by Railway Sports Promotion Board (RSPB).
4.4 For the norms mentioned above, only Senior National & Junior National Championships shall be taken into consideration. Rural meets, Festival meets & other similar Tournaments shall not be considered.
4.5 ATHLETICS: Medal winning performance in National Inter State Senior Athletics Championships, may also be considered for recruitment against the posts having Level 2 with pay Rs 19,900/-(Grade Pay . 1,900/-in Pay Band . 5200-20200 in VI CPC).
4.6 For recruitment of Sports Persons, on the basis of sports achievements in Junior National Championships, the age groups as mentioned below shall only be considered.
(i) Athletics Men Under 20 Junior National Athletics Championship
4.7 PERIOD OF RECKONING SPORTS ACHIEVEMENT: The sports achievements shall be in the current / or immediate previous one financial year and sports persons shall be an active player. For this purpose, the period shall be counted from the date of receipt of application.
Explanatory Note: i. The sports achievements on or after 01.04.2016 shall only be considered for this recruitment. ii. For validity of sports achievement, the concluding day of the Championship / event shall be taken into account.
5.0 Procedure for Recruitment : The candidates, who apply in response to this notification and are found eligible for consideration for appointment against sports quota will be assessed based on their performance during Trial & Interview as detailed:
5.1 Trials of the candidate shall be conducted by a Trial Committee to assess the sports performance and suitability for Railway / Unit team as well as Indian Railways Team and award marks.
i) For Game skill, physical fitness and coachs observations during Trials 40 Marks ii) FIT candidate Candidate securing 25 marks or more iii)NOT FIT Candidate Candidate securing marks below 25.

necessary certificates i.e. SC/ST/OBC/PWD/Ex-servicemen, in the format as prescribed in the Central Government order. iii) If proof is not enclosed such candidates will be considered as Unreserved candidates, subject to payment . 500/-towards the fee.
7.3 Candidates must write their name, full address at the space provided in the postal order.
7.4 Demand Draft / Indian Postal Orders should have been issued on or after the date of issue of this Employment Notification.
8.0 TRAINING :
In case, the candidates are found suitable and are appointed in the Railways they have to undergo training for the period prescribed for the particular post in which they will be offered appointment, in case training is necessary for the particular post.
9.0 HOW TO APPLY :
9.1 If a candidate is applying for more than one game/event, then he should submit separate application for each of the game.
9.2 Applications should be strictly in the prescribed format as appended, shall be filled in A-4 size GSM Bond paper.
9.3 The application format is also available in the ICF website www.icf.indianrailways.gov.in
9.4 One passport size photograph should be pasted on the application form at the space specified.
9.5 Along with the filled-in application form an IPO or Demand Draft for an amount of .500/-(or) . 250/-(as applicable) should be enclosed.
9.6 Self-Attested photocopies of the following documents should be enclosed. i) Proof of Educational Qualification/Technical Qualification/Typing qualification (if any). ii) Proof of Date of Birth {any one of Birth Certificate, Std X-TC, Matric mark list}. iii) Transfer Certificate /School Leaving Certificate (last studied). iv) SC/ST/OBC certificate in the format as prescribed in the Central Government order, if required. v) Department / Government service candidates must enclose a No Objection Certificate from the employer. vi) Necessary testimonials concerning the Sports activities up to the date of application. vii) Certificates in language other than English or Hindi should be accompanied by an attested translation in English / Hindi.
9.7 The candidates should bring all the original certificates when they are called to appear for the trial / Interview.
9.8	The application should be sent along with the above enclosures, duly self-attested. On top of the envelope

10.0 10.1	GENERAL INSTRUCTIONS TO CANDIDATES : The candidates applying for the post should ensure that they fulfil the eligibility conditions at the time of submission of applications.
10.2	The specific position played in the particular game / event, if applicable, should be mentioned without fail.
10.3 10.4 10.5	The decision of ICF in all matters relating to eligibility, acceptance or rejection of the application, issue of free rail passes, penalty for false information, mode of selection, conduct of written test/ interview/ trial, selection, allotment of post to selected candidates etc. will be final and binding on the candidates. ICF administration reserves the right to alter the stages of recruitment or cancel part or whole or any recruitment process at any stage without assigning any reason. The candidate should attend the trial at the date, time & venue specified by ICF administration and any request for change of date, time & venue will not be entertained.
10.6 10.7	The candidate will have to make their own arrangements for their stay at Chennai or the place indicated for a few days while attending Trial / Interview. No TA/DA/ Accommodation will be given for appearing in the selection/ trial/ interview. ICF administration will not be responsible for postal delay or wrong delivery, if any, of any correspondence at any stage of the recruitment process.
10.8	As the date of Trials has been fixed, candidates who are applying in response to this notification should be in readiness to appear before the Trial committee on the date of Trials. Eligible candidates will be intimated through email and sms only.
10.9	Candidates may note that submitting fake / forged documents or any information furnished being found false or incorrect, his candidature / application is liable to be cancelled / terminated without any notice at any stage i.e. Trial / Interview / Empanelment /After Appointment. Further, such candidates are liable for criminal prosecution.
10.10	Canvassing in any form will result in disqualification of the candidature.
10.11	Incomplete/illegible applications and applications without requisite enclosures will be rejected and no correspondence will be entertained in this regard.
10.12	Mere calling for trial/written test/ interview will not be a guarantee for
