Subject: Criteria for assessment at the selection for the posts of Assistant Professor, Lecturer in Medical Education Department and Consultant in Health Department (Transitory).

It is hereby notified for the information of the general public that in Rule 51 of J&K Public Service Commission (Business & procedure) Rule, 1980 amended from time to time, the following proviso shall be inserted :-
Provided that the assessment at the selection in respect of the posts of Assistant Professor/Lecturer in Medical Education Department and Consultant in Health Department shall be as under: -
A. Performance of the candidate in the Viva Voce test. 40 points
B. Academic merit
(i) Minimum prescribed qualification 45 points
upto 05 points
(ii) Higher Qualification in the relevant subject
C. Experience against the post in a Govt./Govt. recognized institution including the institutions authorized by MC/DCII (Certified by the Head of Institution) and in case of private recognized institutions to
upto 03 points
be authenticated by the District Head and countersigned by State authority of the concerned Government Department . The weightage shall be calculated at 0.25 points for every completed three months.
D. Distinction in sports (Certified by Secretary, J&K State Sports Council to be an outstanding Sports Person in terms of J&K (Appointment of upto 02 points Outstanding Sports Persons) Rules, 1998).

E. Distinction in NCC activities (Holder of grade C Certificate)

i) | At the interview, the candidates will be assessed primarily on the basis of |
their performance in the relevant discipline. However, for overall | |
assessment of the candidate by the Interview Board, the general demeanor, | |
power of expression and basic awareness in relation to the Jammu & | |
Kashmir State, the country in general and current affairs will be taken into | |
account. | |
ii) | Where a candidate with the minimum prescribed qualification and a |
candidate with preferential qualification prescribed in addition to the | |
minimum prescribed qualification compete for the same selection and | |
obtain equal marks on aggregate assessment, the candidate with | |
preferential qualification shall have an edge over the other candidate in | |
view of the preference attached to such preferential qualification. | |
iii) | Marks for experience under (C) above shall be awarded to such candidates |
as have experience, at the level of the post applied for. | |
Where minimum experience at a post is provided as a condition of | |
eligibility of the candidature for a particular post, the experience gained by | |
the candidates in excess of such experience alone shall be counted for the | |
award of weight-age. The experience gained during the pursuit of DM or | |
equivalent higher qualifications, if authorized to be treated as experience | |
for teaching posts, shall count against either of the two(viz. experience or | |
higher qualification) and not both. | |
iv) | The educational qualification including higher qualification, experience or |
any other attribute possessed by the candidates upto the last date for | |
receipt of applications fixed by the Commission in the relevant notification | |
only shall be taken into account for awarding weightage admissible under | |
the above rule. | |
v) | For determination of the suitability of candidates for appointment, the |
candidates from open category shall be required to score a minimum of | |
50% and those belonging to Scheduled Caste/Scheduled Tribe and other | |
Backward Classes and Physically Challenged Persons shall have to obtain a | |
minimum of 40% out of the total weightage points earmarked for | |
assessment in the aforesaid rule. | |
vi) | In regard to the disciplines, in Medical Education Department/ B-Grade |
Specialists in Health Department where marks are not awarded by the | |
respective Institutions/Universities to its candidates on final declaration of | |
the result of post-graduation constituting minimum requirement for the | |
post, the percentage fixed for selection/suitability of the candidates for | |
appointment shall be determined taking into account the maximum marks | |
allocated for academic merit for all the candidates. | |
vii) | The weightage on account of special attributes shall be available for the |
Gold medal(s) for securing the first position in the minimum prescribed | |
qualification and the publication of research material in the academic | |
journals. The case reports, abstracts and popular articles shall not count | |
for weightage. The publications in indexed academic journals with a | |
positive impact factor and regular publication alone will count for | |
consideration. The manuscripts accepted unconditionally for publication | |
before the last date for receipt of applications fixed by the Commission |
shall be granted weightage, if otherwise, fit for such consideration. The assessment of the publications shall be made with the advice of the Expert dependent upon the quality, impact and the extent of contribution of the candidate as an independent, first, second or third author. The publications comprising research material of M.Phil (dissertation) and Ph.D (thesis) shall count for grant of weightage.
viii) The weightage on account of higher qualification shall be admissible for the highest degree possessed by the candidate and not for other higher qualifications down the line. Where one of the higher qualifications possessed by the candidate gets consumed towards the requirement of eligibility the candidate shall be entitled to weightage equivalent to the difference between the two viz. highest degree possessed and the degree considered against eligibility. If the highest degree possessed is itself consumed against the eligibility, no weightage shall flow to the candidate in that eventuality.
