Note:

(i)

The name ,age limit, and qualifications of this post has been prescribed as per the GO (P) No.84/2014/F&WLD dated 20.09.2014 (SRO No 574/2014) and GO

(P) No.2/2016/F&WLD dated 17.02.2016 (SRO No 199/2016).

(ii)

Separate ranked list will be prepared for each district in pursuance of this notification. The list of selected candidates published by the Commission in response to this notification shall remain in force for a minimum period of one year provided that the said list will continue to be in force till the publication of a new list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised from the said list against the vacancy noted above and the vacancies that may be reported to the

Commission in writing during the period of currency of the list. In case no candidate is advised from the ranked lists till the expiry of the period of three years the duration of the ranked list shall be extended for a further period of one year or till at least one candidate is advised from the list whichever is earlier.

(iii) The selection in pursuance of this notification will be made on a revenue district basis, subject to the special conditions laid down in G.O (Ms) No. 154/71/PD dated, 27.05.1971. A candidate advised for appointment in one revenue district from the Ranked List prepared is not eligible for transfer to another district unless he or she completes 5 years continuous service from the date of commencement of service in the former district. Even if transfer is allowed after five years, it will be subject to the rules in G.O(MS) No.4/61/PD dated, 02.01.1961. Candidates already in Government service holding this post in any one district are prohibited from applying again for this post, but they can apply to higher posts when notified.

5. Method of Appointment : Recruitment by transfer (District wise)

By transfer from among the eligible boat lascar, boat cleaner and boat watcher in the Kerala Forest Department, who have been declared to be an approved probationer.

Note:-Quota reserved for Direct Recruitment shall be 70% and that of by transfer recruitment shall be 30%. The candidates will be selected according to the percentage of allotment. The turn reserved for By Transfer category in a cycle of 100 will be 3, 6, 9, 13, 16, 19, 23 so on.

The principles of rules of reservation and rotation prescribed in rule 14 to 17 of part II of the KS&SSR 1958 will not apply for this notification. If required number of candidates are not available in the ranked lists prepared for appointment by transfer, such vacancies shall be filled up from the ranked lists prepared for respective districts under direct recruitment.

7. Qualifications:

(a) SSLC or its equivalent examination recognised by Government of India or Government of Kerala.

Note: Rule 10(a)ii of KS & SSR is applicable.

(b All candidates must have a valid motor boat driving licence issued by competent )

authority to drive motor boat and must have experience for not less than three years as Boat Driver.

Note:

(i)

The motor boat driving licence, must remain valid through all the stages of selection process as on the last date of application, OMR Test, Practical Test, Swimming Test etc.

(ii)

Experience Certificate to prove 3 years experience as Boat Driver should be in the form shown below.

(c) All candidates must have basic knowledge in motor boat engine mechanism and the ability to carry out minor repairs.

Note: The proficiency as Boat driver and knowledge in motor boat engine mechanism and the ability to carry out minor repairs will be ascertained by a practical test conducted by PSC.

(d All candidates must able to swim. )

Note: Ability to swim shall be ascertained by a swimming test conducted by PSC. The following are the criteria for the swimming test.

(i)

50 m swimming trial to be completed within two minutes and

(ii)

Two minutes floating ability at the deeper sides of the swimming pool. Candidate must qualify both the events to be considered as qualified in the swimming test.

Note:

1. The Experience should be acquired after obtaining the academic or other basic Qualifications.
2. The veracity of the Experience Certificate will be subjected to scrutiny and action will be taken against those who issue or produce bogus certificate. The

Experience Certificate should be countersigned by an Authorized Officer of the

State/Central Government.

(e) Physical fitness.

(i) Height. : Minimum 168 cms Chest (Normal) : Minimum 81 cms Chest expansion : Minimum 5 cms

Note: -Minimum height measurement of SC/ST candidates shall be 160 cm. But no relaxation in chest expansion of 5 cm shall allowed for SC/ST candidates.

(ii) All the candidates must qualify in any of the Five events out of the Eight events specified below of the National Physical Efficiency one star standard test.

Note: The Physical measurement of candidates will be taken at the time of physical efficiency test and those who do not possess the prescribed physical measurement will not be admitted for the physical efficiency test. If accidents or injuries happened to a candidate while participating in the Physical Efficiency Test, he will not be given further chance to participate in the test.

(iii) All candidates must possess medical standards as prescribed below.

Note: Each eye must have a full field of vision. Colour blindness, squint or any morbid conditions of the Eye or lids of either eye will be deemed to be a disqualification. Must be free from apparent physical defects like Knock-knee, Flat Foot, Vericose vein, Bow legs, Deformed limbs, irregular and protruding tooth, Defective speech and hearing.

Candidates should produce a medical certificate in original in the form prescribed hereunder certifying to their physical fitness and eye sight without glass at the time of Physical Efficiency Test/Practical Test. Medical Certificate has two parts. Part A should be obtained from an Ophthalmologist in Government service and Part B should be obtained from a Medical Officer under the Government not below the rank of an Assistant Surgeon/Junior Consultant. This Medical Certificate shall be uploaded in the profile of the candidate and the original shall be produced at the time of certificate verification.

9. Mode of submitting applications:

Candidates must register as per ONE TIME REGISTRATION with the official Website of Kerala Public Service Commission www.keralapsc.gov.in before applying for the post. Candidates who have registered can apply by logging on to their profile using their User-ID and password. Candidates must click on the Apply Now button of the respective posts in the Notification Link to applying for a post. The Photograph uploaded should be one taken on or after 31/12/2010. Name of the candidate and the date of taking photograph should be printed at the bottom portion. The photograph once uploaded meeting all requirements shall valid for 10 years from the date of uploading. There is no change in other instructions regarding the uploading of photographs. No application fee is required. Candidates shall take a printout of the application by clicking the link Registration Card in their profile. Candidates are responsible for the correctness of the personal information and secrecy of password. Before the final submission of the application on the profile candidates must ensure correctness of the information on their profile. They must quote the User-ID for further communication with the Commission. Application submitted is provisional and cannot be deleted or altered after submission. The application will be summarily rejected if noncompliance with the notification is found in due course of processing. Documents to prove qualification, Experience, Community, age etc have to be produced as and when called for.

2. If Written Test/OMR/Online Test is conducted as a part of the selection Admission Tickets for eligible candidates will be made available in their Profile created after One Time Registration and the date of downloading will be included in the Examination Calender. Candidates can download Admission Ticket for 15 days from this date. Candidates who have downloaded the Admission Ticket will alone be permitted to attend the examination.
