Ordnance Factory Board is a bicentenary Government organization with 41 factories spread throughout India with State of Art defence production technology in diverse fields and 22 others establishments for Training, Safety, R&D, Recruitment etc.
Ordnance Factory Recruitment Centre, on behalf of all the Ordnance Factories invites ONLINE applications from eligible citizens of India for filling up vacancies/posts of Semi-Skilled grade Industrial Employees (IEs) Group 'C' in different trades and Labour Group 'C' in various Ordnance Factories located across India.
Eligible and interested citizens of India, willing to contribute to National Defence Production and defence preparedness of the country are invited to apply ONLINE through the following OFB link: www.ofb.gov.in.
NOTE: Ex-Trade Apprentices of Ordnance Factories and candidates who have registered with employment exchange are also required to apply online through the OFB link given above. There is no exception available and all the applicants are required to apply ONLINE necessarily.

The Candidates applying for the aforementioned vacancies should ensure that they fulfil all eligibility conditions for the post/trade applied for. Their admission to all the stages of the selection procedure will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admit card to the candidate for the written examination will not imply that his/her candidature has been finally accepted by OFRC/OFB. Verification of eligibility conditions with reference to original documents will be done only at the time of trade test in the respective factories.

The crucial date for determining the eligibility criteria will be the closing date of ONLINE
application. In so far as cases of Ex-Serviceman are concerned, deduction of the military service rendered from the age of Ex-Servicemen is permissible against the reserved or unreserved posts and such exemption cannot be termed as relaxed standards in regard
to age.
NOTE 2:
Ex-Servicemen and Physically Handicapped candidates may apply against posts even if the posts are not reserved/ear-marked for them. However, only age relaxation and fee exemption will be granted and they will be considered without horizontal reservations,
subject to the post being identified for PH.
NOTE 3:
Candidates belonging to the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes who are also covered under any other clauses above, viz. those coming under the category of Ex-servicemen, persons domiciled in the State of J & K, blind, Hearing Impaired and orthopedically handicapped etc. will be eligible for grant of

SCHEME AND SYLLABUS: Given at Annexure C

CENTRES OF EXAMINATION: Centre will be allotted with respect to location of the Ordnance Factory applied by the candidate in one of the 12 centres viz. Bhubaneswar, Chennai, Coimbatore, Delhi, Hyderabad, Jabalpur, Kolkata, Kanpur, Mumbai, Nagpur, Pune and Trichy. Additional centres like Bhopal, Lucknow and Dehradun may be included. Candidates may be allotted any other centre other than the one determined at the time of submission of online application for administrative reasons. No request for change of centre shall be entertained under any circumstances at any stage of the examination.

MEDIUM OF EXAMINATION: The examination will be trilingual, i.e., Hindi, English and regional language of the State where the factory against which the candidate has applied is located. With reference to Ordnance Factories and their respective locations, this translates to English, Hindi & any one regional language among the following- Bengali/ Marathi/Oriya/Tamil/Telugu. It may be noted that candidates can appear only for that regional language of the state where the factory concerned is located and will have to appear for examination in that State/Centre only.

MODE OF SELECTION:

Selection process shall comprise of a 2 stage process:

Written examination of 100 marks, objective type and OMR based

Trade Test (Practical) at respective factory along with document verification

On the basis of merit list based on marks obtained in written test, candidates 1.25 times the number of vacancies shall be called for Trade Test (Practical).
-
The Trade Test (Practical) shall be only qualifying in nature, without any marks. However, those candidates who do not qualify in the Trade Test shall not be considered at all, irrespective of marks obtained in the written examination.

The credentials (as submitted in the application) of the candidates called for the trade test (Practical) will be verified with the original documents at the time of Trade Test at the respective factory.

The final merit/select list shall be based on marks obtained in the written test only, subject to document verification and qualifying the Trade Test.

The final merit/select list thus prepared factory wise will be published at www.ofb.gov.in.
NOTE:

Preference to Ex-Trade Apprentices of Ordnance Factories: As per current executive order of MOD/OFB, extra 5 marks which is under litigation as on date may be given to Ex-trade Apprentices of Ordnance Factories, in the final merit list of the written examination to be conducted for a total of 100 marks for recruitment of Industrial Employees in Ordnance Factories against this advertisement. This provision is sub-judice and subject to outcome of court cases/orders.

Resolution of Tie (in order of preference): Semi-Skilled Tradesman:

The candidates scoring higher marks in Part B of the written examination (as per Annexure C) will get preference.

Ex-Trade Apprentice of the concerned Ordnance Factory will get preference in the factory-wise merit list.

If both candidates are Ex-Trade Apprentices from the same ordnance factory, then batch seniority/Marks will be taken into consideration as given:
In between the trained ex-trade Apprentices of the recruiting Ordnance Factory, preference shall be given to those who are senior i.e. if two or more ex-trade apprentices secure the same marks then preference shall be given on the basis of seniority. Seniority of ex-trade apprentices of the recruiting Ordnance Factory shall be decided as given: The NCTVT examination batch number (month/year) will be criteria for maintain the seniority of Ex-TA. The merit list of the particular NCTVT examination will be the criteria of seniority for Ex-TA for that batch

Candidate can apply to one factory only, as per his/her choice. Merit list will be prepared factory wise and select list will be made as per reservation roster applicable to the location of the factory concerned. Candidate will be eligible to get the benefit of community/caste reservation only in case the particular caste to which the candidate belongs to is included in the list of reserved communities recognized by the State Government of the State in which the factory is located.

Candidates can apply for ONLY one trade: The candidates are advised to examine all the options available and take an informed decision. The candidate can apply to only one trade
of one factory, subject to eligibility as per Annexure B. However, in certain trade/post such as Examiner (Engg), if a candidate wishes to apply for more than one trade (wherever applicable and eligible as mentioned in Annexure B as Single Application), she/he must give their choice of trade in the order of preference among the options, while filling the online application. In such cases, candidates will be empanelled based on merit-cum-choice subject to suitability. Post allotted to a candidate at first opportunity of empanelment in such a situation shall not be reviewed/revised/re-allotted under any circumstances.

Candidates will be required to complete the Online Application Form containing two stages viz. Part-I and Part-II, as per the instructions available through drop down menus. Candidates have to completely fill up the information in both the stages to be considered eligible for appearing in the written examination.

On completing Part I, the candidates will receive an Application Registration Number (ARN) on the same mobile number which they entered. Input of erroneous or incorrect mobile number in Part I will lead to incomplete registration.

On successful completion of Part I and receipt of Application Registration Number through SMS, the candidate should login through APPLICANT LOGIN in the website and complete all the information/formalities of PART-II, including fee payment, as per the dropdown menus and guidelines.

Only after this process is completed, registration process of such candidates who opt to pay by Challan Mode will be considered successfully completed.

Applicants who are unable to pay the amount on the closing date even with valid Challan Slip will have the option for online payment mode also, which will be open until 23:55 hours of 19th June 2017.

The candidates must ensure that while filling their Application Form, they are providing their valid and active E-Mail IDs as OFRC may use electronic mode of communication while contacting them at different stages of examination process.

The candidate shall print and retain the application forms with themselves only to be produced by her/him later, at the time of document verification/trade test. Candidates are NOT required to send hard copy of application forms to the respective Factory/OFRC/OFB.

Candidates are strongly advised to apply online well in time without waiting for the last date for submission of Online Applications.

Any duplicate applications with different trades/factories will be summarily rejected. The applicants are advised to submit only single application. However, if due to any unavoidable situation, if she/he submits another/multiple applications, then she/he must ensure that application with the higher Application Registration Number/last application is complete in all respects like applicants details, examination centre, photograph, signature, fee etc. The applicants who are submitting multiple applications should note that only the applications with higher Application Registration Number/last application shall be entertained by OFRC and fee paid against one registration shall not be adjusted against any other registration nor refunded under any circumstances.

NOC & Service Certificate for Departmental Candidates seeking age relaxation-A candidate claiming to belong to the category of Central Government servant must have served minimum three years of continuous service and thus seeking age relaxation would be required to produce a Certificate (NOC) issued after the date of advertisement from his/her employer that she/he is a regularly appointed Central Government Servant and not on casual/adhoc/daily wages/hourly paid/contract basis employee.

Community Certificate by the candidate seeking reservation as SC/ST/OBC in the PRESCRIBED PROFORMA from the competent authority indicating clearly the candidates caste, the Act/Order under which the caste is recognized as SC/ST/OBC and the village/town the candidate is ordinarily a resident of. OBC candidates seeking reservation should submit certificate issued by the competent authority in specified format certifying that they do not belong to creamy layer.

Physically Handicapped certificate in prescribed Performa issued by the Competent Authority for physically handicapped persons eligible for appointment to the posts on the basis of prescribed standards of Medical Fitness. Community Certificate by the candidate seeking reservation as SC/ST/OBC in the PRESCRIBED PROFORMA from the competent authority indicating clearly the candidates caste, the Act/Order under which the caste is recognized as SC/ST/OBC and the village/town the candidate is ordinarily a resident of. OBC candidates seeking reservation should submit certificate issued by the competent authority in specified format certifying that they do not belong to creamy layer.

APPLICATION FEES: Candidates are required to pay a fee of Rs.50/- as application fees. While filling the online application, the candidate will be directed to the payment gateway to remit the application fees.

Applicants names whose payment details have not been received from the bank (for payment through Challan Mode) will be displayed on the website within two weeks after the last day of submission of online application as fictitious payment cases. All such applications without the fees will be out rightly rejected.

Fee once paid will not be refunded under any circumstances. The paid fees shall also not be carried forward for any other examination or selection.
EXEMPTION FROM PAYMENT OF FEE: SC/ST/Ex-Servicemen (eligible for reservation#) / Physically Handicapped /Women/Ex-Trade Apprentice of Ordnance Factories only are exempted from payment of fee.
(#-Ex-servicemen who have already secured employment in civil side under Central Government in Group C posts on regular basis after availing of the benefits of reservation given to Ex-servicemen for their re-employment are NOT eligible for fee concession. However, she/he can avail of the benefit of reservation as Ex-serviceman for subsequent employment if she/he immediately, after joining civil employment, gives self-declaration/undertaking to the concerned employer about the date wise details of application for various vacancies for which she/he had applied for before joining the initial civil employment as mentioned in the OM NO. 36034/1/2014-Estt (Res) dated 14.08.2014 issuedby DOP&T.)

RESERVATION:
Reservation for SC/ST/OBC/Ex-Servicemen/ Physically Handicapped etc. categories is available as per extant Government orders. Candidate will be eligible to get the benefit of community/caste reservation only in case the particular caste to which the candidate belongs to is included in the list of reserved communities recognized by the State Government of the State in which the factory is located.
Candidates are also warned that they will be permanently debarred from the examinations conducted by OFRC, in case they fraudulently claim SC/ST/OBC/Ex-Servicemen/PH status.

FOR SC/ST CANDIDATES: A candidate who claims to belong to one of the Scheduled Caste or the Scheduled Tribes should be in possession of a certified copy of a certificate in the format prescribed for Central Government jobs from the District Officer or the Sub-Divisional Officer or any other officer (who has been designated by the State Government concerned as competent to issue such a certificate) of the district in which his parents (surviving parent) ordinarily reside, in support of his claim. FOR OBC CANDIDATES:Candidates claiming OBC status may note that certificate on creamy layer status MUST have been obtained within three years before the closing date of online application. The closing date for submission of online application will be treated as the date of reckoning for OBC and creamy layer status of the candidate. The candidate should furnish the relevant OBC Certificate in the format prescribed for Central Government jobs issued by the competent authority on or before the closing date, to be uploaded at the time of
application stage itself and to be submitted at the time of trade test/document verification at the concerned factory.

FOR EX- SERVICEMEN CANDIDATES: Ex-servicemen who have already secured employment in civil side under Central Government in Group C posts on regular basis after availing of the benefits of reservation given to Ex-Servicemen for their re-employment are NOT eligible for fee concession. However, she/he can avail of the benefit of reservation as Ex-Serviceman for subsequent employment if she/he immediately, after joining civil employment, gives self- declaration/undertaking to the concerned employer about the date-wise details of application for various vacancies for which she/he had applied for before joining the initial civil employment as mentioned in the OM NO. 36034/1/2014-Estt (Res) dated 14.08.2014 issued by DOP&T.
The period of Call up service of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation as per rules.
For any serviceman of the three Armed Forces of the Union to be treated as Ex- Serviceman for the purpose of securing the benefits of reservation, he must have already acquired, at the relevant time of submitting his application for the post / Service, the status of Ex-Serviceman and/or is in a position to establish his acquired entitlement by documentary evidence from the competent authority that he would complete specified term of engagement with the Armed Forces within the stipulated period of one year from the Closing Dateof application, or otherwise than by way of dismissal or discharge on account of misconduct or inefficiency.
Explanation: An Ex-Serviceman means a person

who has served in any rank whether as a combatant or noncombatant in the Regular Army, Navy and Air Force of the India Union, and
-
who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer earning his or her pension; or
-
who has been relieved from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension; or
-
(i) who has been released from such service as a result of reduction in establishment; or (ii)who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, on account of misconduct or inefficiency and has been given a gratuity; and includes personnel of the Territorial Army, namely, pension holders for continuous embodied service or broken spells of qualifying service; or

Personnel of the Army Postal Service who are part of Regular Army and retired from the Army Postal Service without reversion to their parent service with pension, or are released from the Army Postal service on medical grounds attributable to or aggravated by military service or circumstance beyond their control and awarded medical or other disability pension; or

Personnel who were on deputation in Army Postal Service for more than six months prior to the 14th April, 1987; or
-
Gallantry award winners of the Armed forces including personnel of Territorial Armyor

Ex-recruits boarded out or relieved on medical ground and granted medical disability pension.

Reservation & Age concession is not admissible to sons, daughters and dependents of ex- servicemen.

FOR PERSONS WITH DISABILITIES/PHYSICALLY HANDICAPPED:
-
While applying online, PH Candidates should ensure their eligibility for the trades by going through Annexure-D- Posts identified suitable for Physically Disabled Category along with the Physical Requirements and Functional Classifications.

As per Ministry of Social Justice and Empowerments Notification No. 34-02/2015-DD-III dated: 06-02-2015, the reservation in appointment is not available for multiple disability category.

Orthopedically disabled persons (OH who suffers from not less than 40% disability), Hearing impaired (HH) persons who have aloss of 60% decibel or more in the better ear and Persons with visual disability of not less than forty percent will only be considered eligible for reservation as per the extant Govt orders on the subject.

One eyed candidates and partially blind candidates who are able to read the normal Question Paper set for all the candidates with or without magnifying glass and who wish to write/indicate the answer with the help of Magnifying Glass will be allowed to use the Magnifying Glass in the Examination Hall and will not be entitled to a Scribe. Such candidates will have to bring their own Magnifying Glass to the Examination Hall.

Assistance for Scribe: The following candidates may avail the assistance of a scribe in the written examination and passage reader for Trade Test (if required), subject to such requests being made in the application form itself:

Visually handicapped (VH) with disabilities of forty percent (40%) or above,

Orthopedically handicapped candidates afflicted by Cerebral Palsy
-
Orthopedically handicapped candidate (other than a candidate afflicted by Cerebral Palsy) who has a loco motor disability (40% or more) wherein dominant writing extremity is affected to the extent of slowing the performance of the candidate (such deficiency may either be indicating in the medical certificate submitted by the candidate or else visible and which after due verification is found to be legitimate and bonafide).
Candidates may note that a compensatory time of 20 minute per hour in the written examination will be extended to all the above candidates (i), (ii) and (iii).

Engagement of Scribe will be subject to the following conditions:

Candidate will have to arrange their own scribe at their own cost for the written examination.

The candidate shall be responsible for any misconduct on the part of the scribe brought by him/her.

SERVING EMPLOYEES: Persons working in Central Government departments must apply through proper channel along with a certificate (NOC) from their establishment that neither any disciplinary case is pending nor contemplated against them. They must also be in possession of a certificate that in case of selection, their establishment shall release them immediately. The schedule for date of downloading the admit card and date of written examination will be notified on the website. The e-admit card will be made available in the web portal/link though www.ofb.gov.in for downloading by eligible candidates. No admit card will be sent by post. In case of any change in schedule of dates, amendment etc. the same will be made available on the OFB website, www.ofb.gov.in /web portal only.

It is to be noted that mere submissions of application form, receipt of acknowledgement, receipt of admit card and appearance in written examination/practical test (trade test) does not guarantee eligibility/candidature in any of the Ordnance Factories. The selection of candidates will be made based on factory-wise merit position considering available vacancies category-wise, scrutiny of original copy of credentials and eligibility, clear police verification report & medical test etc. The decision of the competent authority shall be final in this regard.

Candidates are NOT required to send hard copy of application forms to the respective applied Factory/OFRC/OFB. However, the same shall be printed and retained by the candidates only to be produced by the candidates later, at the time of document verification/trade test.

Candidates are required to check the website regularly for any updates and changes.

Candidates are required to give a valid mobile Number and e-mail id for periodical notices. Error in these details will result in non-delivery of important communication with respect to the examination. Candidates are advised to retain the same Mobile Number and email ID in their own interest, till all the processes of the said recruitment drive are completed.

Written examination is Multiple Choice Question type (MCQ) and OMR based. There will be NO NEGATIVE MARKING for wrong answer.

Candidates will be permitted to enter examination hall with valid ADMIT CARD and original PHOTO ID CARD only. The candidate must not attempt impersonation or take help from any impersonator at any stage of the selection process or try to copy from neighboring candidates, books and use any electronic gadgets or any other unfair means. This shall lead to cancellation of candidature, debarment in appearing future exams conducted by OFRC/OFB without prejudice to criminal prosecution.

The candidates will be thoroughly frisked at the time of entry to the examination centre. Candidates are advised not to bring any valuable/costly items to the Examination Halls. OFRC/OFB will not be responsible for safe keeping of any items belonging to them and the candidates shall be solely responsible for their belongings. No electronic gadgets shall be allowed inside the examination centre.

The biometric attendance and record shall be taken in the examination hall. The candidates are advised to ensure that they do not apply mehendi/tattoos on their fingers, which may lead to non-capture of biometric attendance. The candidature of the candidates shall be cancelled in the absence of non-capture of biometric data.

The candidate may note that OFRC/OFB may record the entire examination process through Videography/CCTV at all the venues.

Any material suppression of facts or submitting forged certificates/documents shall lead to rejection of candidature at any stage of selection of this process.

Decision of the competent authority in all matters relating to the eligibility, acceptance/rejection of any application, allotment of language, examination centre, etc will be final and binding on the candidate and no inquiry/correspondence shall be entertained in this regard.

Any dispute with regard to the recruitment of Industrial Employees (Semi-Skilled) & Labour against this advertisement, will be subject to courts/tribunals having jurisdiction over the City/Town in which the concerned Ordnance Factory is situated against which the candidate has submitted her/his application.

The candidates applying for the examination should ensure that they fulfil all the eligibility criteria for admission to the examination. Their admission at all the stages of examination will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If, on verification of documents / certificates, at any time before or after the written examination, it is found that the candidate does not fulfil any of the eligibility conditions, his/her candidature for the examination shall be cancelled by OFB or concerned Ordnance Factories/units at any stage of recruitment.

After the written examination is over, the question paper and provisional answer keys will be uploaded on the website within 3 days. If any candidate wants to contest the uploaded provisional answer keys, the candidate can do so within 07 days along with supporting documents ONLY after paying the prescribed fees of Rs 100/- for each question contested ONLINE. After the stipulated period is over, no contest shall be entertained.

A third party expert panel will be constituted to examine the contests received and to finalise the revised/final answer key for evaluation. The decision of third party expert panel and the result based on the same will be final and binding.
-
Record retention period for examination material (Original OMR Sheet/Attendance Sheet/Question paper or any other records / documents etc.) will be 3 month after the declaration of result of written exam. After that, no RTI shall be entertained by OFRC/any unit of Ordnance factories regarding this examination.

The Competent Authority reserves the right to adopt any alternative lawful mode of selection in part or in whole, in case of contingency.

The applicants are required to take a print-out of Admit Card to appear in the exam from the ONLINE portal. The candidates are NOT required to send any hard copy, anywhere, including that of his application filled up online, any documents or Admit Card.

Admit Cards can be downloaded from the online portal/website. The candidates are advised to regularly check OFB website, www.ofb.gov.in, and the online portal/website for regular

Please note that if candidates wish to apply for more than one trade (wherever applicable as mentioned in the above table as Single Application), candidates must give their choice of trade in the order of preference among the options,while filling the online application. Candidates will be empanelled based on merit-cum-choice subject to suitability. Post allotted to a candidate at first opportunity of empanelment shall not be reviewed/revised/re-allotted under any circumstances.

In all other situations as per the table given, wherever a candidate may be eligible for more than one trade/post as per his/her NAC/NTC qualification, the candidate shall be eligible to apply against one trade/post/factory only.

ANNEXURE-C
SCHEME & SYLLABUS OF EXAMINATION
SCHEME:
-
There will be a written examination of one paper. The paper will be of "Objective-Multiple-choice- type" of maximum 100 marks.
-
The paper will consist of two parts:
-
PART -A will consist of 20 marks having questions on General Science and Quantitative Aptitude, each having weightage of 10 marks. The question will be of up to 10th Standard.
-
PART - B will consist of 80 marks of NCVT syllabus for the relevant trade.
-
-
All the Questions will be compulsory. There will be no negative marking for wrong answer.
-

SYLLABUS:

General Science (10 Questions)
Question will be aimed at testing the candidate's General Awareness of the environment around him. Question will also be designed to test knowledge of basic science studied upto 10th standard and would include such matters of every day observations and experience as may be expected of any educated person.

Quantitative Aptitude (10 Questions)
The candidate will be tested for general mathematics of upto 10th Standard involving number systems, equations in two variables, simple and compound interest, perimeter, area and
volume of geometrical figures, Direct and inverse proportions, Pythagoras theorem and trigonometry.

NCVT Trade (80 Questions): Questions from the NCVT Syllabus of relevant trade.

Trade Test: The syllabus for trade test (Practical) will be as per trade test specification of semi- skilled grade of the relevant trade, trade test will be merely qualifying nature. It will not decide the merit of the selected candidates. The merit will be decided solely based of the results of written examination.

There shall be no interview for filling up of these vacancies.

TRADETEST
As per trade test specifications, an unskilled workman will be mainly engaged on handling/shifting of material. He will also be required to clean machines, floors of shop/areas around machines and other similar places, if and as necessary. The trade test may be designed accordingly to test the aptitude of the candidate. However, this test will be of qualifying nature only.

Final grading will be decided based only on marks obtained in written test subject to qualifying in the prescribed trade test.
