Recruitment to the posts of Lecturers in different disciplines in Group-A of Odisha Education Service (College Branch) in Model Degree Colleges under Department of Higher Education.

On-line Applications are invited from the prospective candidates tlu-ough the proforma application to be made available on Website (httu:t/ousconline.gov,in) from 09.05.2017 to 08.06.2017 for recruitment to 119 (one hundred nineteen) posts of Lecturers in different disciplines in Group-A of O.E.S. (College Branch) in Model Degree Colleges of the State under Department of Higher Education in the scale of pay of Rs.15,600-39, 100/ carrying Academic Grade Pay of Rs.6000/- with usual Dearness and other Allowances as may be sanctioned by the Government of Odisha from time to time.
The online application must be followed by submission of Hard copy of the same along with copies of certificates by the last date i.e.20.06.2017.

The candidates belonging to PWD /Sports Person when selected as per reservation provided for them, shall be adjusted against the categories to which they belong.

Exchange of reservation between Scheduled Caste and Scheduled Tribe will not be considered.

In case of non-availability of eligible/ suitable women candidate(s) belonging to the respective category , the unfilled vacancies of that category, shall be filled up by eligible/suitable male candidate(s) of the same category.

The number of vacancies to be filled up on the basis of this recruitment is subject to change by Government without notice, depending upon the exigencies of public service at the discretion of the State Govenunent.

EDUCATIONAL QUALIFICATION:
A candidate should possess a Master's Degree in the concerned subject from a recognized University with at least 55% of marks or its equivalent grade with a t 1 Class in
the Bachelor' s Degree.
Provided that candidates belonging to the Scheduled Castes and Scheduled Tribes shall possess a Master's Degree in the concerned subject from a recognized University with at least 50% marks or its equivalent grade with a 2nd Class in the Bachelor's Degree.
NET in the concerned subject shall remain the compulsory requirement for appointment as Lecturer for those with post-graduate degree, but the candidates having Ph.D. Degree on the concerned subjects shall be eligible and exempted from the requirement ofNET/SLET/SET.

AGE:
A candidate must be under 33 (thirty three) years and above 21 (twenty one) years of age on the 1st January 2017, i.e. he/she must have been born not earlier than 2nd January 1984 and not later than 1st Januaiy 1996. Age relaxation shall be as per Government Rules prescribed for the purpose.
Provided that, a candidate who comes under more than one category mentioned above, he/she will be eligible for only one age relaxation benefit, which shall be considered most beneficial to him/her.
SAVE AS PROVIDED ABOVE, THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.
Date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will only be accepted by the Commission.

APPLICATION FEE:
A candidate is required to pay a non-refundable and non-adjustable fee of Rs.200/ (Rupees two hundred) only. Candidates belonging to Scheduled Caste/Scheduled Tribe of Odisha & persons with disability are exempted from payment of this fee.
The candidates are required to take a printout of the finally submitted Online Application Form for future use and take a printout of Online Challan (Pay-in-Slip) for payment of requisite fee at any branch of State Bank of India (SBI). The fee(s) paid shall not be refunded under any circumstances nor can the fee(s) be adjusted or held in reserve for any other examination or recruitment.

METHOD OF SELECTION:
The selection of candidates for recruitment to the posts will be made on the basis of career assessment and Viva Voce. The Commission shall short-list the candidates for interview on the basis of evaluation of their academic career from HSC or equivalent examination to Post Graduate Examination. The weightage to be given for different examinations for evaluation of the academic career shall be as follows:
HSC or it' s equivalent

Bachelor Degree

Post-Graduate
40%.
The number of candidates shall be shortlisted/called for V.V. Test on the following manner-
"WHERE THE NUMBER OF VACANCIES IS UPTO 2 (TWO), THE NUMBER OF CANDIDATES TO BE CALLED FOR INTERVIEW MAY BE 5 (FIVE). WHERE THE NUMBER OF VACANCY EXCEEDS 2, THE NUMBER OF CANDIDATES TO BE CALLED FOR INTERVIEW MAY BE TWICE THE NUMBER OF VACANC IES" .

OTHER ELIGIBILITY CONDITIONS:

The candidate should be a citizen oflndia;

The candidate should be able to speak, read and write Odia and should have had Odia as a subject in the Upper Primary (M.E) or any equivalent examination failing which he/she shall be required to pass an examination in Odia of Upper Primary ( ME School standard) during his/her period of probation;

A candidate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;

If a candidate has at any time, been debarred for a certain period/chance(s) by the
Odisha Public Service Com nission or other State Public Service Commission or
U.P.S .C. from appearing at any examination/interview, he/she will not be eligible for such recruitment for that specified period/chance(s);

Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para-3 & 4 of the Advertisement. They must inform their respective Heads of Offices in writing regarding submission of their applications for this recruitment and obtain "No Objection Certificate";

Only those candidates, who fulfil the requisite qualification & within the prescribed age limit etc. by the closing date of filling up onliue application, will be considered eligible;

Every candidate selected for appointment shall be examined by the Medical Board. A candidate, who fails to satisfy the Medical Board, shall not be appointed;

OTHER CONDITIONS :
-
A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself
/herself liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission;
(u) The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act-2 of 1988) are applicable to the examination conducted by the Odisha Public Service Commission;

(m) Online annlications submitted to OPSC if found to be incomulete in any respect are liable to rejection without entertainin any correspondence with the auplicants on that score;
(IV) Admission to Viva Voce will be provisional. If on verification at any stage before or after the Viva Voce, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final;

This advertisement should not be construed as binding on the Government to make appointment;

Concessions meant for S.C., S.T. and S.E.B.C. by Bi11h are admissible to the Scheduled Caste, Scheduled Tribe and Socially Educationally Backward Class of Odisha only;
(viI) Candidates are required to take due care to annex with the printout/hard copy of online applications, the copies of ce1iificates and other documents as stated under Para-9 of this advertisement;

Any misrepresentation or suppression of information by the candidate in the online application, will result cancellation of his/her candidature or penalty, as decided by the Commission, be imposed on the candidate;
The posts are temporary, but likely to be made permanent. Every Lecturer on his/her First appointment to the service shall be on probation for a period of two years from the date he/she actually joins in the post. The appointment can be terminated on one month notice from either side without assigning any reason thereof;

Candidates are required to mention name of the discipline clearly while mentioning the name of post/service on the front page of the online application form. If a candidate intends to apply for more than one discipline, he/she should submit separate application forms along with required documents as per the provisions made in the advertisement;

All persons appointed under the Government of Odisha on or after 1st January, 2005 shall not be eligible for pension as defined under sub-rule(l) of Rule-3 of the Odisha Civil Service (Pension) Rules, 1992; but shall be covered by the defined Contribution Pension Scheme in accordance with the Odisha Civil Services (Pension) Amendment Rules, 2005;

Mere empanelment in the select list shall not confer any right for appointment unless the Govermnent is satisfied after making such enquiry as may be deemed necessary that the candidate is suitable in all respects for appointment to the service.

CERTIFICATES/DOCUMENTS TO BE ATTACHED:
Candidates are required to submit along with the Printout/Hard copy of online applications, true copies of the following documents duly attested by the candidate. The candidates are also required to mention on each document "s ubmitted by me" and put their full signature with date on the same. They must not attach the original certificates/documents with their applications. Only those who are called for the Viva Voce will be required to bring with them the original certificates, mark-sheets etc. of the attested copies, for verification at the time of Viva Voce.

If a candidate fails to furnish any of the original documents in respect of the attested copies submitted with the application for verification on the date of interview before the interview starts, he/she shall not be allowed to appear at the interview .

H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board/Council;

Intermediate/+2 or equivalent Examination Certificate issued by the concerned Board/ Council;

Bachelor's Degree certificate issued by the recognized University;
-
Master's Degree certificate in the concerned discipline in respect of educational qualification prescribed for the recruitment;

NET qualified certificate ;

Ph.D. Degree Certificate;

Mark-lists in support of all the aforesaid Examinations (H.S.C. to Post Graduate Degree) including fail marks, if any, issued by the concerned Board / Council
/University.

Candidates who have not been awarded percentage of marks, but only "GRADE MARKS", should, along with their applications, produce the conversion certificate from the concerned University indicating the actual equivalent percentage of marks and the conversion formula failing which, their applications are liable to be rejected.
While filling up the marks in the online application form, the candidate has to mention the actual pass marks secured by him/her in H.S.C., +2, Degree etc. (i.e. excluding the marks secured in the Extra Optional/4th Optional Subject).

Two recent passport size photographs (unsigned & unattested) which has been uploaded with online application form.

Certificates of conduct from the College or University in which he/she last studied;

Candidates claiming to be belonging to S.Cs, S.Ts and S.E.B.Cs categories by bit1h are required to enclose with their applications, copies of the relevant Caste/Tribe Certificates issued by the competent authority in the prescribed form. Candidates claiming to be belonging to be S.E.B.C. category must enclose certificate from the competent authority in the prescribed form issued within the last three years from the closing date of submission of online application form;

Required Odia Test pass certificate from the competent authority;
(xiii). Discharge Ce11ificates issued by the Commanding Officer of the Unit last served, wherever applicable:

Identity Card issued by the Director of Sports, Odisha, in case of Spo11s Persons, wherever applicable;

Permanent Disability Certificate (indicating percentage of disability) issued by the Concerned Medical Board, wherever applicable;

OPSC copy of challan (pay in slip) for payment of fee at SBI.

If a candidate claims to possess qualification, equivalent to the prescribed qualification, the rule/authority (With number and date) under which it is so treated, must be furnished with the printout/hard copy of the Application Form.

The candidates must take utmost care in filling up the marks secured and maximum marks for each year. The career evaluation will be done as per the data furnished by the candidates. Any mistake in filling up the marks will be at the risk of the candidates.

HOW TO APPLY :

Candidates must go through details of the Advertisement available in the Website of OPSC before filling up online application form.

Candidates must apply online through the concerned Website of the OPSC http://opsconline.gov.in. Applications received through any other mode would not be accepted and summarily be rejected.

Candidates are required to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of Left hand Thumb Impression(LTI) in the online application form. Uploaded photograph, specimen (full) signature and LTI must be clearly identifiable / visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be ente11ained.

Candidates should keep at least two copies of latest passp011 size photograph, which is uploaded to the online application form for future use.
(0 On successful submission of the online application form, a Unique Registration ID will be displayed on the screen as well as on the top of the application form. Candidates are required to take printout of the finally submitted online application form and put his/her signature under the declaration for submission to OPSC alongwith copies of requisite certificate & documents.

Thereafter, the candidates who are required to pay the fee shall take a printout of the Online Challan (Pay-in-Slip) for payment of requisite fee of Rs.200/- (Rupees two hundred) only at any branch of State Bank of India (SBI). The Fee paid shall neither be refunded under any circumstance nor can the fee be adjusted or held in reserve for any other examination or recruitment. Deposit of application fees by any other mode (i.e. except SBI challan generated from the computer) shall not be accepted.
Q1) Candidates are required to send the Printout/Hard copy of the Online Application Form duly signed under the declaration form along with OPSC copy of Fee deposit Challan (wherever applicable) and copies of requisite certificates & documents etc. as provided in the advertisement, by Registered Post or Speed Post only to the Special Secretary, Odisha Public Service Commission, 19, Dr. P.K. Parija Road, Buxi Bazar, Cuttack-753001 so as to reach the same in the OPSC on or before 20.06.2017. The SC/ST & Persons with Disabilities candidates are not required to enclose the copy of Challan showing payment of fee. Applications without signature under the declaration will be liable for rejection.

The envelope containing the printout/hard copy of the online application along with requisite certificates and documents etc. must be superscribed APPLICATION FOR LECTURER IN................... (Concerned subject) and Advertisement No." Application received after the closing date shall not be entertained. The Commission will not take any responsibility if the application is not received in time.

The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid OPSC server jam.

Intimation Letters for the Interview to the short-listed candidates will be uploaded in the Website of OPSC well before the date of interview the fact of which will be published in the Website and News paper. The candidates are required to download their Intimation Letter and Attestation Form from the Website of the Commission. No separate Intimation Letter will be sent to the candidate.
