Recruitment to the post of Assistant Manager(Project) in OIS-11 Group-B under the MSME Department.

Online Applications are invited from the prospective candidates through the Proforma application to be made available on the WEBSITE (http://opsconl ine.gov .in) from 12.05.2017 to 12.06.2017(Note:17.06.2017 is the last date for payment of application fee) for recruitment to 16 (Sixteen) temporary posts of Assistant Manager (Project) in OIS-11, Group-B under Directorate of Industries, Odisha under MSME Department in the Pay Scale of Rs.9,300-34,800/- + Grade Pay of Rs.4,600/- with usual dearness allowances as may be sanctioned by the Government of Odisha from time to time.

The Online application must be followed by submission of Hard copy of the same alongwith copies of certificates by the last date i.e 27.06.2017.

    1. Out of the vacancies mentioned above, 01 (One) post is reserved for PWD (Deaf) candidate & 01(One) post is reserved for Ex-servicemen candidate.

    2. The candidates belonging to PWD & Ex-Servicemen when selected as per reservation provided for them, shall be adjusted against the categories to which they belong

    3. In the event of non-availability of sufficient I eligible number of eligible women candidate(s) belonging to any particular category, the vacanc ies or the remaining vacancies will be filled up by the eligible I suitable male candidate(s) of that category.

    4. Exchange of reservation between Scheduled Caste and Scheduled Tribe will not be considered.

    5. The number of vacancies to be filled up on the basis of this recruitment is subject to change by Government without notice, depending upon the exigencies of public service at the discretion of the State Government.

  2. AGE:

    A candidate must have attained the age of 21(twenty one) years and must not be above the age of 32 (thirty two) years on the 1st day of August, 2016, i.e he/she must have born not earlier than 2nd August 1984 and not later than 1st August 1995. Age relaxation shall be as per Govt. Rules prescribed for the purpose.

    Provided that, a candidate who comes under more than one category mentioned above, he/she will be eligible for only one age relaxation benefit, which shall be considered most beneficial to him/her.

    SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

    Date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will only be accepted by the Commission.

    As per Rule-6(2) of the Odisha Industries Service Rules, 1985 "Industries Promotion Officer/ Industrial Supervisors whether temporary or permanent shall be eligible for direct recruitment by way or relaxation of upper age limit by the period of service rendered under Government by the Commission provided they are otherwise eligible. If after allowing the above concession, the Government servant is found still to exceed the said age limit, Government may relax it further to make him eligible in case he is considered suitable for appointment by the Commission. Government servants shall be considered on receipt of their application through proper channel".

  3. EDUCATIONAL QUALIFICATION:

    A candidate must have obtained a Degree in any of the Engineering Subjects from a University/Institution recognised by AICTE, New Delhi.

  4. APPLICATION FEE:-

    A candidate is required to pay a non-refundable and non-adjustable fee of Rs.200/-(Rupees two hundred) only. Candidates belonging to Scheduled Caste/Scheduled Tribe of Odisha and Persons with Disability (whose disability is not less than 40%) are exempted from payment of this fee.

    The candidates are required to take a printout of the finally submitted Online Application Form for future use and take a printout of Online Challan (Pay-in-Slip) for payment of requisite fee at any branch of State Bank of India (SBI). The fee(s) paid shall not be refunded under any circumstances nor can the fee(s) be adjusted or held in reserve for any other examination or recruitment.

  5. METHOD OF SELECTION:

    The selection of candidates for recruitment to the posts will be made on the basis of Career assessment and Viva Voce. The Commission shall short-list the candidates for interview on the basis of evaluation of their academic career from HSC or equivalent examination to Degree examination. The weightage to be given for different examinations for evaluation of the academic career shall be as follows:

    HSC or it's equivalent -- 20%

    +2 or it's equivalent --20%

    Bachelor Degree -- 60%

    The number of candidates shall be shortlisted/called for V.V.Test in the following " WHERE THE NUMBER OF VACANCI ES IS UPTO 2(TWO), THE NUMBER OF

    CANDIDATES TO BE CALLED FOR INTERVIEW MAY BE 5 (FIVE). WHERE THE NUMBER OF VACANCY EXCEEDS 2, THE NUMBER OF CANDIDATES TO BE CALLED FOR INTERVIEW MAY BE TWICE THE NUMBER OF VACANCIES".

    The Interview (Viva voce) shall consist of 15 marks.

  6. OTHER ELIGIBILITY CONDITIONS

    1. The candidate must be a citizen of India;

    2. The candidate must be able to speak, read and write Odia fluently and must have passed an examination in Odia Language equivalent to that of Middle English School standard conducted by the Board of Secondary Education, Odisha; or the Education Department of Government of Odisha or any other Board or Council of Secondary Education approved by the Government of Odisha in support of passing of Odia Language Test (M.E. School Standard).

    3. The candidate must have good character.

    4. The candidate must have Sound health, good physique, active habits and free from organic defects or bodily/mental infirmity.

    5. A can_didate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;

    6. If a candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commissions or U.P.S.C from appearing at any examination/interview, he/she will not be eligible for such recruitment for that specified period/chance(s);

    7. Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para-3 & 4 of the Advertisement. They must inform their respective Heads of Offices i n writing regarding submission of their applications for this recruitment and obtain "No Objection Certificate".

    8. A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of publication of the changed name in local leading daily news paper as well as copy of notification in the Odisha Gazette in support of his/her change of name.

    9. Only those candidates, who are within the prescribed age limit and fulfill the requisite qualification etc. by the closing date of filling up online application, will be considered eligible;

    10. Every candidate selected for appointment shall be examined by the Medical Board. A candidate, who fails to satisfy the Medical Board, shall not be appointed;


  7. OTHER CONDITIONS:-

    1. A candidate found guilty of seeking support for his/her candidature by offer_ing illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself/herself liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission.

    2. The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act-2 of 1988) are applicable to the examination conducted by the Odisha Public Service Commission.

    3. Online applications submitted to OPSC if found to be incomplete in any respect are liable to rejection without entertaining any correspondence with the applicants on that score.

    4. Admission to Viva Voce will be provisional. If on verification at any stage before or after the viva voce, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of a candidate shall be final.

    5. This advertisement should not be construed as binding on the Government to make appointment.

    6. Concessions meant for S.C., S.T. and SEBC by Birth are admissible to the Scheduled Caste, Scheduled Tribe and Socially & Educationally Backward Class of Odisha only.

    7. Candidates are required to take due care to annex with the copy of the printouUhard copy of online applications, the copies of certificates and other requisite documents as stated under Para-9 of this advertisement.

    8. Any misrepresentation or suppression of information by the candidate in the online application form will result in cancellation of his/her candidature or penalty, as decided by the Commission, be imposed on the candidate.

    9. The Posts are temporary, but likely to continue. Every candidate on his/her first appointment to the service shall be on probation for a period of two years from the date he/she actually joins in the post. The appointment can be terminated on one month notice from either side without assigning any reason thereof.

    10. All persons appointed under the Government of Odisha on or after 1st January, 2005 shall not be eligible for pension as defined under sub-rule(1) of Rule-3 of the Odisha Civil Service (Pension) Rules, 1992; but shall be covered by the new structured defined Contribution Pension Scheme in accordance with the Odisha Civil Services (Pension) Amendment Rules, 2005.

    11. Mere empanelment in the select list shall not confer any right for appointment unless the Government is satisfied after making such enquiry as may be deemed necessary that the candidate is suitable in all respects for appointment to the service.

    12. If one candidate furnishes more than one online application, the Commission will consider the information/data of latest application having higher ID number.

  8. CERTIFICATES/DOCUMENTS TO BE ATTACHED:

    Candidates are required to submit along with the printouUhard copy of online applications, true copies of the following certificates and documents duly self attested by the candidate. The candidates are also required to mention on each document "submitted by me" and put full signature on the same. They must not attach original certificates with their applications. Only those who are called for the Viva Voce will be required to bring with them the original certificates, mark-sheets etc. of the attested copies, for verification at the time of Viva-Voce.

    If a candidate fails to furnish any of the original certificates and documents in respect of the attested copies submitted with the application by him /her, for verification on the date of interview before the interview starts, he/she shall not be allowed to appear at the interview.

    1. H.S.C. or equivalent certificate in support of declaration of age issued by the Concerned Board/Council;

    2. Intermediate/ +2 or equivalent Examination Certificate issued by the concerned Board/ Council;

    3. Degree Certificate in any of the Engineering Subjects issued by the recognized University/Institution;

    4. Mark-lists in support of all the aforesaid examinations (i.e. H.S.C. to Degree in Engineering) including fail marks, if any, issued by the concerned Board/Council/University/lnstitutuion;

    5. Candidates who have not been awarded percentage of marks, but only "GRADE MARKS", should, along with their applications, produce the Conversion Certificate from the concerned University indicating the actual equivalent percentage of marks and the conversion formula, failing which, their applications are liable to be rejected.

      While filling up the marks in the online application form, the candidate has to mention the actual pass marks secured by him/her in H.S.C., +2, Degree etc. {i.e excluding the marks secured in the Extra Optional/4th Optional Subject).

    6. Two recent passport size photographs ( unsigned & unattested which has been uploaded with Online Application Form).

    7. Certificates of conduct from the Principal /Proctor I Dean or Professor in charge of Teaching Department of the College or University in which he/ she last studied.

    8. Candidates claiming to be belonging to S.Cs, S.Ts, and S.E.B.Cs categories by birth are required to enclose with their applications, copies of the relevant Caste/Tribe Certificates issued by the competent authority in the prescribed form. Candidates claiming to be belonging to be S.E.B.C category must enclose certificate from the competent authority in the prescribed form issued within the last three years prior to the closing date of submission of online application form.

    9. Required Odia pass certificate from the Board of Secondary Education, Odisha indicating Odia as a language subject equivalent to M.E. School Standard or a certificate from

      the Principal/Headmaster of the School indicating that the candidate has passed Odia in M.E. Standard; if not passed Odia as a subject in the H.S.C. Exam or equivalent Exam.

    10. Discharge Certificate of Ex-Serviceman issued by the Commanding Officer of the Unit last served, wherever applicable. A Court affidavit regarding not holding any civil post after retirement from military service is also to be submitted

    11. Permanent Disability Certificate (indicating percentage of disability) issued by the concerned Medical Board, wherever applicable;

    12. OPSC copy of Challan showing payment of fee, wherever applicable.

    13. If a candidate claims to possess qualification equivalent to the prescribed qualification, the rule/authority (with number and date) under which it is so treated, must be furnished with the print ouUhardcopy of online application form.

    14. The candidates must take utmost care in filling up the marks secured and maximum marks for each year. The career evaluation will be done as per the data furnished by the candidates. Any mistake in filling up the marks will be at the risk of the candidates.

    NOTE:

    Degree Certificate, Caste Certificate, Odia Test Pass Certificate, Discharge Certificate of Ex-servicemen, Disability certificate of Physically Handicapped Persons must have been issued by the competent authority within the last date fixed for receipt of online application form as indicated above.

  9. HOW TO APPLY:

    1. Candidates must go through the details of this Advertisement before filling up the Online Application Form.

    2. Candidates must apply online through the website of OPSC http://opsconline.gov.in. Applications received through any other mode would not be accepted and summarily be rejected.

    3. Before filling up the online application form, the candidates must also go through the following documents available at OPSC Portal:

      1. Instructions to fill up the Online Application Form;

      2. Guidelines for scanning and Uploading of photograph, Full Signature & Left Thumb Impression.

    4. Candidates are required to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of Left Thumb lmpression(LTl) in the Online Application Form. The Uploaded photograph, specimen full signature and LTl must be clearly identifiable /visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.

    5. Candidates should keep at least two copies of latest passport size photograph, wh ich is uploaded to the online application form, for future use.

    6. On successful submission of the Online Application form, a Unique Registration ID will be displayed on the screen as well as on the top of the application form. Candidates are required to take a printout of the finally submitted online application form and put his/her signature under the Declaration for submission to O.P.S.C. along with copies of requisite certificates and documents .

    7. Thereafter, the candidates who are required to pay the fee shall take a printout of Online Challan (Pay-in-Slip) for payment of requisite fee of Rs.200/-(two hundred )only at any branch of State Bank of India (SBI) . The Fee paid shall not be refunded under any circumstances nor can the fee be adjusted or held in reserve for any other examination or recruitment. Deposit of application fees by any other mode shall not be accepted.

    8. Candidates are required to send the PrintouUHard copy of the filled in Online Application Form duly signed under the declaration form along with copies of required certificates and documents etc., as provided under para-09 of this advertisement and the OPSC copy of Challan showing payment of Application fee, by Registered Post/Speed Post to the Special Secretary , Odisha Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001,so as to reach the same in the office of the OPSC on or before 27.06.2017 till 5.00 P.M. The SC/ST & Persons with Disabilities candidates are not required to enclose the copy of Challan showing payment of fee. Applications without signature under the declaration will be liable for rejection.

    9. The envelope containing the Printout /Hard copy of the Online application along with requisite certificates and documents etc must be superscribed "APPLICATION FOR THE POST OF ASSISTANT MANAGER (PROJECT) II and ADVERTISEMENT NO.

      U) Application received after the closing date shall not be entertained. The Commission will not take any responsibility if the application is not received in time. The candidate may also submit the copy of the PrintouUHard copy of the online application along with requisite certificates and documents etc by Speed PosURegistered Post.

      ( k) The candidates are advised to submit the Online Application well in advance without

      waiting for the closing date to avoid last hour rush /OPSC server jam .

      (I) Intimation Letters for the interview to the short-listed candidates will be uploaded in the Website of the OPSC prior to the date of Viva Voce which will be published in the Website and Newspapers. The candidates are required to download their Intimation Letter and Attestation Form from the Website of the Commission. No separate intimation letter will be sent to the candidate.
