1. INTRODUCTION :

The Project, Third phase of Technical Education Quality Improvement Programme (referred to as TEQIP-III) is fully integrated with the Twelfth Five-year Plan objectives for Technical Education as a key component for improving the quality of Engineering Education in existing institutions with a special consideration for Low Income States and Special Category States and support to strengthen few affiliated technical universities (ATU) to improve their policy, academic and management practices. Biju Pattnaik University of Technology (BPUT), Rourkela, Odisha has signed Memorandum of Understanding (MoU) to avail the assistance of the Project (TEQIP-III) for enhancing the facilities of Technical Education in the State. Now, BPUT to hire the services of personnel utilizing the proceeds of the Project and want to engage a Account & Financial Assistant who will support the TEQIP Cell of the BPUT in disposing the matters related to the Project and other works assigned by the Authority.

2. DUTIES & RESPONSIBILITIES OF ACCOUNTS & FINANCIAL ASSISTANT :
a. Develop and Implement appropriate Financial and accounting system for the project to meet the requirement of TEQIP-III and the World Bank at TEQIP Cell of BPUT.
b. Monitor financial disbursement and all administrative procedures in line with TEQIP-III .
c. Handle and Operate the Public Finance Management System (PFMS).
d. Deal with all the statutory matters like TDS, Professional Tax for the Project.
e. Responsible for Maintenance of Books of Accounts i.e. Cash Book, Ledger etc.
f. Responsible for maintenance of all bank transactions.
g. Help in completion of Statutory & Internal Audit of the Project for BPUT.
h. Provide assistance to TEQIP Coordinator in delivering all the matters relating to Finance and Accounts of the Project.
i. Prepare Accounting Manual as per need of the project and train staffs of the affiliating institutions under BPUT in adopting sub-project accounting and financial monitoring system.
j. Ensure the timeliness of required financial report.
k. Integrate financial procedures and systems with the Management Information System (MIS) at the time of planning to develop and track project progress and management performance.
l. Provide orientation and on the job training to upgrade performance skills of the project staff at the institutional level on all project related financial system such as disbursement and procurement process as per The World Bank procedure and guideline.
m. Attend and participate in project meetings and give input to financial related matters.
n. Monitor project progress through field visits, offer feedback and keep regular communication with related field and central level staff, if required.
o. Assist in the planning and budgeting for the project program, taking the lead role in the financial plan and budgets and ensuring that the assumptions, parameters, guidelines and policies in planning are complied with; and
p. Review and monitors project performance and make recommendation to improve performance in relation to Financial Management.
q. Assist in developing the Procurement related documents like RFP, Bid documents and helps in undertaking procurement activities of the project.
r. Any other task assigned by the Authority.
3. MINIMUM REQUIRED QUALIFICATIONS :
i) Academic Qualifications and Training:
i. The candidate must have a graduate in Commerce securing minimum 60% marks .
ii. Higher qualification like M.Com/Chartered/Cost Accountant (Intermediate) is preferred.
iii. Sound Knowledge in Computer especially on Tally Accounting Package is a must.
ii) Experience :
i. S/he must have a minimum of three years of work experience in public sector financial management preferably in externally aided project (like World Bank, ADB, DFID). The incumbent should have a good understanding of Govt. accounting system. Other experience could be added advantage.
ii. She/he must have acquired experience, knowledge and be familiar with project planning, procurement process and financial management.
4. DURATION OF SERVICE :

The engagement shall be made purely on contractual basis and the engagement will be made initially for 12 months with possibility of extension based on performance evaluation and the need of the Project. S/he is expected to work full time .

5. SELECTION CRITERIA :

Shortlisted candidate shall have to appear for written Test, Computer Test and Interview . Weightage of Marks shall be given as below:

a) Written Test: 70%
b) Computer Test including Tally Test for Accounts Post: 20%
c) Viva-Voice : 10%

2.DUTIES & RESPONSIBILITIES OF MIS-CUM-MONITORING & EVALUATIONASSISTANT:
a.Develop, implement and maintain a Project Management Information System (MIS).
b.Monitor and evaluate the internal operations of the Project.
c.Incorporate data on the performance of Institutions into the MIS.
d.Develop procedures for regular monitoring of performance of project institutions.
e.Provide Technical Coordination for development, implementation and maintenanceof the web based application software viz. MIS, PMSS, PFMS, e-FMR of ProjectManagement.
f.Provide Technical coordination for web based surveys.
g.Coordinate trainings for web based application software and Surveys etc.
h.Network set up, maintenance, software installation, data backup, website updationetc.
i.Publish results of all selections and such other information as required underDisclosure Management Framework on BPUT website.
j.Develop Procedures for regular monitoring of performance of project institutions.
k.Monitor status of monitoring indicators for colleges.
l.Assist the TEQIP Coordinator in organizing and conducting different workshop.
m.Facilitate MIS training of personnel from all project institutions.
n.Monitor the progress in implementation of various project elements on a day do daybasis.
o.Any other work assigned by the TEQIP Coordinator and Authority.
3.MINIMUM REQUIRED QUALIFICATIONS :

i.The candidate must have MCA/M.Sc. (IT/Comp. Sc.)/B.Tech (CSE/IT).

ii) Experience :

i. She/he must have a minimum of three years of relevant work experience.

4. DURATION OF SERVICE :

The assistant will be engaged initially for 12 months with possibility of extension based on performance evaluation and the need of the Project. S/he is expected to work full time (office hours).
