VACANCY CIRCULAR

Applications are invited for one post of Scientist C at the ICMRs National Institute for Research in Tuberculosis, Chennai in Pay Level 11 (Rs.67,700-2,08,700) of VII CPC (Pay Band PB-3 Rs.15600-39100 + Grade Pay Rs. 6600/-(pre-revised VI CPC)) and other usual allowances as admissible as per Government norms.

Scientist C (Clinical Pharmacology) (1 post) Essential Qualification:

1^st class Masters Degree in Clinical Pharmacology / Medical Biochemistry from a recognized university with 4 years R&D experience in Medical Sciences after 1^st Class Masters Degree

(or) ₂nd

class Masters Degree in Clinical Pharmacology / Medical Biochemistry + Ph.D in Biomedical Sciences from a recognized university with 4 years R&D experience in Medical Sciences after Masters Degree in Clinical Pharmacology / Medical Biochemistry + Ph.D.

Desirable Qualifications:

(i)

Experience in working in Clinical Pharmacology laboratory, handling HPLC & related equipments

(ii)

Experience in generating research proposals

(iii) Knowledge of Computer Applications

Notes:

MD Clinical Pharmacology / Ph.D in Biomedical Sciences shall be treated equal to three years experience for those who possess 1^st class Masters in above subjects.

Job requirements:

(i)	Will have to write research proposals and obtain regulatory approvals
(ii)	Execute the conduct of pharmacokinetic studies
(iii)	Supervise drug estimations by HPLC
(iv)	Write manuscripts and submit to journals

Age limit: Not exceeding 40 years. Relaxable upto 5 years for Government servants and exserviceman in accordance with the instructions issued by the Department of Personnel and Training from time to time.

General Relaxation clause: Age, qualification and experience will be relaxable in deserving cases as mentioned in the Recruitment Rules of Health Research Scientists cadre of ICMR, 2007 under Rule 14 and Notes 1 & 2 of Schedule III.

One time age relaxation is also allowed to Scientific and Technical staff working in long term projects in ICMR Institutes/Centres for posts advertised under HRSC, 2007 provided they meet essential qualifications and experience for the post with a view to provide them opportunity to compete with other candidates as per Councils letter No. 6/1/2007-Admn.II dated 28.3.2011.

Other Service Conditions:

1. Pay Level 11 of VII CPC (Pay Band PB-3 Rs.15600-39100 + Grade Pay Rs. 6600/(pre-revised VI CPC) (Basic Pay Rs. 67,700/-+ allowances as per Central Government Rules are admissible on the above Pay Level).
   
   
2. Applications from employees working in Central/State Govt. Departments/Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application with all necessary documents will be considered subject to the conditions that a No Objection Certificate from the employer is produced at the time of personal discussion. Application received after the closing date will not be considered.
   
   
3. The applications should be as per the prescribed format only.
   
   
4. Candidates will forward application properly sealed in an envelope through ordinary post duly subscribing the words Application for the post of Scientist C (Clinical Pharmacology) on the top of envelope while sending the application form.
   
   
5. The crucial date for determining the age limit shall be the closing date for receipt of application.
   
   
6. Appointment shall be by competitive written test and Interview/personal discussion.
   
   
7. Appointment will be subject to Medical Fitness and verification of character and antecedents from civil authorities.

1. Candidates after appointment will be subject to All India service liability.
   
   
2. Benefits of new restructured defined contributory Pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECD & PR Division), Notification No.5/7/2003-ECD & PR dated 22.12.2003 effective from 1.1.2004.
   
   
3. Date, Time and place of test and interview will be intimated by post separately to the eligible candidates whose application is found in order.
   
   
4. Department will not be responsible for any postal delay/wrong delivery.
   
   
5. Incomplete/incorrect/without signature applications will be rejected without any notice.
   
   
6. The recruitment process can be cancelled/suspended/terminated without assigning any reasons. The decision of the Director General, ICMR will be final and no appeal will be entertained.
   
   
7. While applying for the above post, the applicant must ensure that he/she fulfils the eligibility and other terms and conditions mentioned as on the specified dates and the particulars furnished are correct in all respects. In case it is detected at any stage of recruitment/selection that the candidate does not fulfil the eligibility norms and/or that he/she has furnished any incorrect / false information or has suppressed any material fact (s), his/her candidature will automatically stand cancelled. If any of the above shortcoming (s) is/are detected even after appointment, his/her services are liable to be terminated without any notice.
   
   
8. The administration reserves the right to rectify any inadvertent error or omission at any stage of the recruitment process.
   
   
9. Merely satisfying the essential required minimum qualification and experience does not entitle an applicant to be called for test/appointment.
   
   
10. Certificate(s) of experience should clearly mention the designation, duration (date, month and year), the basic pay and/or consolidated salary and the nature of duties performed and experience obtained in the employment.
    
    
11. The period of experience rendered by a candidate on part time basis, daily wages, visiting/guest faculty will not be counted while calculating the valid experience for short listing the candidates for interview.
    
    
12. The period of experience in a discipline/ area of work, wherever prescribed, shall be counted after the date of acquiring the minimum prescribed educational qualifications prescribed for that post.
    
    
13. Since it is not possible to call all the eligible candidates for the test, the applicants will be short-listed for this purpose. The decision of the Director, NIRT will be final in this regard.

1. The notified vacancies advertised are tentative. ICMR-NIRT reserves the right to cancel / restrict/ enlarge / modify the requirements advertised, if need so arise, without assigning any further notice or assigning any reason thereto.

The candidate has to remit application fee of Rs. 500/-(Rupees Five hundred only) (wherever applicable) through Demand Draft from a nationalized bank in favour of the Director, National Institute for Research in Tuberculosis payable at Chennai. SC/ST/women and PwD candidates and candidates residing abroad are exempted from the application fee. Certificate for exemption of fee and residency proof of candidates residing abroad (wherever applicable) etc. should be submitted along with application. DDs are payable by all other candidates including ICMR employees.
   
   
3. Application fee once paid will not be refunded on any circumstances nor can it be held in reserve for any other recruitment or selection process.
   
   
4. Candidates called for Interview/personal discussion will be paid a 2^nd class rail fare by the shortest route, subject to production of documents along with proof of travel. Local transportation charges shall however be borne by the candidates themselves. Candidates will make their own arrangements for boarding and lodging.
   
   
5. Canvassing in any form shall disqualify the candidate. No enquiry or correspondence shall be entertained on the issue related to selection process.
