Terms of Reference Senior Consultant-HMIS

National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking resumes from qualified candidates for the above mentioned post purely on contractual basis.

Roles & responsibilities:

• Responsible for developing indicators/templates of reports/dash boards/score-cards as per requirement of the Ministry/other stakeholders
• To examine data for inconsistencies and follow-up with the states for rectifying the errors in HMIS data and to compile reports based on data analysis using statistical packages (SAS) for different stakeholders,
• To identify gaps and suggest solutions for improvising existing HMIS application,
• To provide training to State & District level officers on various aspects of HMIS including data reporting formats, reports and utilization of data,
• To manage issues related to GIS enabled HMIS portal and provide technical inputs for further strengthening of GIS application,
• Responsible for evaluation of Program Implementation Plan (PIP) of allocated States/UTs with respect to HMIS. Liaison with States/UTs for ensuring adherence to norms and provide inputs to states at required for revision and submission of final PIPs.
• Undertake periodic field visits to States/UTs and districts to review HMIS data quality, identify challenges and support States/UTs for overcoming these challenges.
• Mentor junior consultants in their first year in data analysis and PIP evaluation.
• Undertake other assignments, which may be assigned from time to time by the Reporting Authority.

Eligibility Criteria:

• Possess at least post-graduation degree / diploma in health management / public health / Statistics / information technology / Health Informatics.
• At least 5 years of post-qualification work experience in Health Information Systems of Government sector
• Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point.
• Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Working knowledge of Hindi also desirable.
• Preference will be given to candidates who are having working experience of SAS VDD and WRS softwares
• Demonstrated ability to work in a multi-disciplinary team environment.
• Willingness to travel to States & districts to provide technical assistance & ability to work on different assignment simultaneously to meet the timelines for assignments.
• Preference will be given to candidates who have worked for at least two years at national or state level health MIS.
• Formal educational qualification, experience and age could be relaxed for suitable candidates.

Remuneration Range: Between Rs. 80,000/-to Rs 1,20,000/-per month. Age: Upper limit 45 years as on 1/4/2016.
