Senior Consultant Family Planning
National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare (MoHFW) is seeking resumes from qualified candidates for the above mentioned post purely on contractual basis.
Roles and responsibilities:
Senior Consultant Family Planning shall be responsible for following tasks:
- Support the states in development of annual National Health Mission (NHM) program implementation plans for various Family Planning (FP) interventions, as per the priorities and guidance of the FP Division, MoHFW, Government of India (GoI), to be undertaken in the subsequent year.
- Ensure alignment of the various innovations and interventions planned and included in the NHM Program Implementation Plans (PIPs) by the various states and Union Territories (UTs), to the policies and priorities of the FP Division, MoHFW, GoI.
- Support the FP Division, MoHFW, GoI, in reviewing the PIPs sent from the various States and UTs.
- Ensure timely implementation of program activities in high focus states and India as per the agreed annual program work plans.
- Ensure proper collection, collation, analysis and dissemination of the program data.
- Support the FP Division in collaboration and coordination with the various development agencies working in the area of Family Planning in the country towards ensuring the alignment of their FP interventions and programs with the priorities, policies and vision of the FP Division, MoHFW, GoI.
- Organize and manage technical and programmatic inputs for the programs from international and national staff, partners so as to ensure smooth operations and ownership by counterparts and partners.
- Support the FP division in increasing involvement of private sector providers to increase access to quality services for Long Acting and Permanent Methods for family planning.
- Support the states in strengthening and expanding the community based FP activities, increasing the involvement of ASHAs in dissemination of important FP messages and appropriate contraceptive services and referrals.
- Support the states and UTs in prioritizing and planning for demand and supply side interventions, with special emphasis on increasing the access to and utilization of IUCD and sterilization services, at various levels of public sector health facilities.
- Monitor the expenditure patterns of the approved budgets of FP interventions in the various states, UTs and suggest timely corrective actions to rectify problems as and when identified.
- Support the FP division, MoHFW, GoI and the states, to organize and conduct national and regional FP planning orientation, sensitization and review meetings.
- Undertake all activities required to ensure provision of quality Technical Assistance (TA) to the state governments, to ensure that the trainings/workshops are conducted according to the established quality parameters-including liaising and logistics management.
- Prepare program reports and ensure documentation of the key results/ lessons/experiences of the programs and ensure that the program reports capture the results of the programs being implemented.
- Develop and produce documents, reports and presentations according to the program and GoI standard guidelines for internal program needs and external dissemination.
- Develop and maintain strong liaisoning with States, State Health Societies, training institutions and important medical colleges in all the states and UTs.
- Travel as required, in-country to monitor field activities, progress of all on-going trainings, for onsite data verification and supportive supervision to ensure data quality at the state and district levels.
Eligibility:
- MBBS preferred. Post Graduate Degree or Diploma in Public Health desirable.
- 6 - 8 years of experience in working with government public health programs, counterparts and systems of which 3-4 years of relevant experience in management of RCH programs.
- Technical knowledge and field experience in public health programs particularly FP/RH in India.
- Familiarity with the Indian health system, key stakeholders and relevant government policies/strategiesparticularly MOHFW, National Health Mission and State Health societies.
- Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.
Skills:
- Experience and demonstrated ability working with government Public Health Programs, counterparts and systems.
- Strong written and oral communication skills in English and Hindi.
- Technically proficient with up to date skills required for the assigned task.
- Proficiency in writing technical and programmatic documents such as training materials and reports.
- Ability to work within an international program team and communicate regularly with a variety of team members.
- Experience and demonstrated ability working on donor supported projects including experience in developing and managing programs and budgets.
- Ability to handle a variety of assignments under pressure of deadlines.
- Ability to multi task and work in a multi-cultural team.
- Ability to develop productive working relationships with all stakeholders and other organizations.
- Microsoft Office computer skills, proficiency in Word, Excel, PowerPoint and Outlook.
- Ability to travel for up to 50% of his/her time.
Age: Up to 40 years as on last date for receiving application and having sound health to undertake extensive field visits.
Remuneration range: Between Rs.1, 30,000/- to Rs.1,50,000/- per month.
Location: New Delhi.
