Hiring of Consultants at ICAR-DKMA

1. INTRODUCTION
The ICAR-DKMA acts as a repository and knowledge provider in agriculture and allied sciences and publishes various knowledge products like internationally reputed research journals, periodicals, semi-technical magazines, in-house periodicals, books in different categories like monographs, technical books, reference books, technical bulletins, Undergraduate/Postgraduate Textbooks, Handbooks, Annual Reports etc.
For accomplishing of above posts, DKMA proposes to engage Consultants in its various Units of DKMA.

A. ENGLISH EDITORIAL UNIT, DKMA
A.1 Objectives
The responsibilities includeplanning and executing publication programme; looking after all the correspondence relating to assignments; and ensuring quality and standard of editing. Under the Publication Programme the units have been bringing out different types of publications since 1931, following standard procedures besides urgent topical publications are also broughtout maintaining timeline. The following objectives are to be fulfilled by engaging consultants:
- Plan the publication programme, and execute it from the proposal initiation stage to the print order stage
- Check and standardize the work to ensure accuracy and authenticity in publication
- Bring out quality publications in agriculture and allied subjects
- To attend urgent publications for special occasions, time-bound publications and original writing, wherever necessary.
A.2 Main Tasks, Responsibilities and Scope of Work
The availability of skilled manpower will facilitate to plan and bring out more useful publications for farmers. The editorial consultants will:
- assist in the editing,
- proof reading,
- translation,
- to plan and bring out useful publications for farmers,
- online processing of the articles and monitoring the manuscript progress online on e-Pubs platform,
- Manuscript is sent for peer-review,
- Edited manuscript sent to press for page make-up,
- Correspondence with authors for solving queries raised by an editor,
- Preparing Index from the final page proofs.
A.3 Time Frame
The initial period of Six consultants (English Editorial) will be for one year which can be extended for further period on the recommendations of the performance evaluation committee.
A.4 Deliverables
- Enhancement in the overall quality of publications.
- It will be helpful in bringing out the regular journals on time.
- English Editorial unit can plan more special issues based on important themes.
- Book publication programme will be strengthened and more books will be published.
A.5 Outcome
- Global visibility of ICAR Research through publications
- Bring improvement to H factor and Impact factor of ICAR research journals
- Quality standard of ICAR publications will be maintained
- Providing agricultural research information through open access
- Overall showcasing of ICAR technologies through publications will be improved.
- More number of agricultural Technologies/knowledge books will be brought out for progressive farmers/ agril. Students/extension workers.
- Dissemination of information based on new agro-technologies for farmers will enhance their farm income manifolds, thus contribute in effective manner for the Govt. Campaign of doubling of farmers income.
A.6 Monitoring the performance of the Consultants
A Committee will monitor the performance of Consultants on quarterly basis.

B. HINDI EDITORIAL UNIT, DKMA
B.1 Objectives
The main objective of hiring of editorial consultants for Hindi Editorial unit is to ensure the quality based timely publication of the Hindi agricultural Journals, books and other important publications.
B.2 Main Tasks, Responsibilities & Scope of Work:
The editorial consultants will assist in the editing, proof reading, translation, article writing work related to the publications as mentioned earlier. This will ensure not only the improvement in the overall quality of journals and book but also the timely publication. The availability of skilled manpower will facilitate the Incharge, HEU to plan and bring out more useful publications for farmers.
B.3 Time Frame
The initial period of consultants (Hindi Editorial) will be for one year which can be extended for further period on the recommendations of the performance evaluation committee.
B.4 Deliverables
- The availability of trained manpower in HEU will enhance the quality of publications.
- It will be helpful in bringing out the regular journals on time.
- HEU can plan more special issues based on important themes.
- Book publication programme will be strengthened and more books will be published.
B.5 Outcome:
- Overall showcasing of ICAR technologies through publications will be improved, especially in Hindi speaking belt of the country.
- More number of agri. Technologies/knowledge based Hindi books will be brought out for progressive farmers/ agri. Students/extension workers.
- Dissemination of information based on new agro-technologies for farmers will enhance their farm income manifolds, thus contribute in effective manner for the Govt. Campaign of doubling of farmers income.
- (i) PG Diploma/Masters degree in journalism/mass communication/agriculture.

C. PRODUCTION UNIT, DKMA
C.1 Objectives
The objectives of hiring of Consultants (Production) is to assist in bringing out research journals, popular magazines, scientific monographs, technical and popular books, handbooks, textbooks, low-priced books, bulletins, reports, proceedings of conferences and a variety of miscellaneous titles regularly in English and Hindi in a time frame manner. The broad objectives of Consultants (Production) are:
- Maintaining uniformity of publications in terms of
(i) Publication Size, (ii) Font Size, (iii) Print Area, (iv) size of illustration, photographs, (v) cover design, (vi) Style of binding & lamination and (vii) quality of Paper for text and Cover
- Production of publications in a time frame manner
- Implementation of advanced printing & publishing technologies, guidelines of BIS for achieving the desired quality maintaining its uniformity and cost effectiveness.
- The optimum utilization of print area in order to economize the publication.
C.2 Main Tasks, Responsibilities & Scope of Work:
- Conceiving, creating and finalizing layout and cover design for printing of all types of publications.
- Typographical designing and type marking, scrutiny of illustrations and their size marking.
- To prepare press instructions for typesetting and printing & binding of publications.
- Estimation of the paper consumption and certification of the paper consumption accounts.
- Assisting in fixing of sale-price of publications.
- Assisting in framing of technical and financial specifications for inviting tenders, and their terms and conditions for the empanelment of Graphic Designers, Translators and
- Typesetters of Regional Language laser typesetters and offset printers for printing of Councils publications.
- Managing e-resources of publications.
- Providing e-copy of publications for uploading on ICAR website and for Hindi and English Editorial unit.
C.3 Time Frame
The initial period of consultants (Production) will be for one year which can be extended for further period on the recommendations of the performance evaluation committee.
C.4 Deliverables
- Production of priced (journals, magazines, monographs, books, handbooks, textbooks etc.) and un-priced publications (Annual Report, News/Reporter, bulletins, proceedings etc.) of ICAR maintaining standards and quality of publications.
C.5 Outcome:
- Enhanced presentation of the ICAR publications
- Creation of digital repository of publications
- Application of advanced printing & publishing technologies, guidelines of BIS for achieving the desired quality maintaining its uniformity and cost effectiveness.
- The optimum utilization of print area

D. SOCIAL MEDIA CELL, DKMA & WEBSITE MANAGEMENT UNIT
D.1 Objectives
The objective of Consultant is to improve, enhance or modify Drupal websites current functionality.
D.2 Main Tasks, Responsibilities & Scope of Work:
- Full Responsibility for security of the website
- Prompt update of core, module and theme patches
- Upgrade to secure stable and higher version of DRUPAL
- Security auditing and GIGW compliance certification
- Search engine optimization
D.3 Time Frame
The initial period of consultants will be for one year which can be extended for further period on the recommendations of the performance evaluation committee.
D.4 Deliverables
Stable and secure websites in real time. Improved page load time and functionality.
D.5 Outcome:
- User friendly websites with user engaging interface and content.
D.6 Monitoring the performance of the Consultants (Social Media):
A Committee will monitor the performance of Consultant.
D.7 Qualification and Experience:

Essential Qualification:
B.Tech (Computer Science)/ Masters in Computer Application.
Experience:
Post qualification two years experience in website development, Content Management System (Drupal).
Desirable:
Experience in Search Engine Optimization.

E. BUSINESS MANAGEMENT, DKMA
E.1 Objectives of the Consultancy
The objective of this assignment is to help and assisting in Strengthening of Business and information management activity of the Directorate of Knowledge management of Agriculture. The following Business activities will be supported to look after on regular basis by the consultant.
- Helping and assisting Business Manager and Director (DKMA) and team in up scaling the existing R&D information resource base of ICAR Institutions/Universities comparable to worlds leading institutions/organizations.
- Help and assisting Business Manager and team in developing Business Management model for ICAR/DKMA and create e-access culture among scientists/teachers in ICAR Institutions/Agricultural Universities.
- Help in streamline of Sales and Marketing of ICAR publications.
- Develop plan for Liaison work with State Government, Agriculture Universities etc. regarding sale of publications and knowledge products through book sellers, dealers and distributors.
- Help in providing support to exhibitions of ICAR publication at various events across the country.
- Help and assisting In charge Business Unit and team to assess the impact of ICAR Publications on the level of research publications measured through NAAS ID and Science Citation Index.
E.2 Main Tasks, Responsibilities & Scope of Work:
The responsibility of the consultant will be as under:
- Strengthening of Business and Management activities for Publication and information delivery systems for entire NARS
- Streamline the off line and online accessibility of all important books and journals related to agriculture, animal sciences, fisheries sciences, biotechnology and its allied filed to researches and students in NARS
- Development of in house system of Permanent archive of the subscribed e-database.
E.3 Time Frame
- Initially this contract will be for one year and it will be extended after the review of the work necessity of the requirement it service of consultant found satisfactory.
- Service of consultant can discontinue at any time by the competent authority.
E.4 Deliverables
The consultant is expected to produce the following output/deliverables:
- To help in strengthening of Business and Management activities for Publication and information delivery systems for entire NARS.
- To help in streamline the off line and online accessibility of all important books and journals related to agriculture, animal sciences, fisheries sciences, biotechnology and its allied filed to researches and students of the Consortium members.
- To help in organizing exhibition in different part of the country
E.5 Monitoring of the performance of Consultant
A Committee will monitor the performance of consultant on quarterly basis.
E.6 Qualification, Skills, knowledge and Competencies
Consultant Grade-II (No of Posts- 1) Remuneration Rs. 30,000/-
- MBA (Marketing) having two years post qualification experience in marketing and sales in prints/publication house.
- Knowledge in sales and marketing of publications.
- Excellence in spoken and written English and Hindi.
- 02 years post qualification experience in publishing industry.

F. LIBRARY, DKMA
F.1 Objectives:
To manage the library at KAB-II, and carry out professional jobs in the library at both locations of ICAR Library, i.e. KAB-II/Krishi Bhavan
F.2 Main Tasks, responsibilities & Scope of Work:
To carry out the professional tasks in the library:
- Accessioning the books,
- Classification of scientific books and other reading materials,
- entry of the books in the library management software, in order to access or search the catalogues online, reference services using online library catalogue and other library tools.
- Other works pertaining to library, assigned by the librarian.
F.3 Time Frame
One year, extendable upto three years on the basis of performance
F.4 Deliverables:
Management of in-house up-keeping of library activities which includes:
- purchasing of books,
- subscription of newspapers/magazines,
- accessioning and technical processing of books, circulation of documents,
- digitization of rare/in-house publications,
- library services on demand and in anticipation, using library management software and other online library resources
F.5 Outcome
The Consultant will manage the Library in a professional manner in the present context of knowledge resource scenario. The following outcome is expected:
- Proper Classification
- Accessioning
- shelving of books
- reference service
- full text online services
- digitization activities
- resource sharing activities and
- processing of cases for the purchase of books as per library purchase guidelines.
F.6. Monitoring the performance of Consultants:
The performance of Consultant will be monitored by a duly Constituted Monitoring and Evaluation Committee.

The details of activities and qualifications for recruitment of Consultants (AKMU) are as follows:
G.1 Consultant Network Management and troubleshooting
Activities: Network management will involve network monitoring of bandwidth utilization, network errors/ collisions, network policy, configuration and management of Fortinet UTM/Firewall, resolving hardware/ configuration issues with switches/ controllers/ access points, complaint with respective OEMs for repair/replacement of faulty equipment, management of licenses and renewal, network equipment management of day-to-day network operations, network performance monitoring, troubleshooting of desktop level networking issue in KAB-I, KAB-2 and NASC complex, cabling repairing of I/O box etc.
Minimum Qualifications: M.Sc (Computer Applications)/ MCA/ B.Tech with 2 years post qualification experience in large campus-wide network.
Minimum Qualifications: M.Sc (Computer Science)/ MCA/B.Tech with 2 years post qualification experience in management of UTM/ firewall/ managed layer-3/ layer-3 switches
Essential Qualification: CCNA Certification/ Security Certification/Diploma in Networking
G.2 Consultant Database Management System
Minimum Qualifications: MCA/B.Tech with 2 years post qualification experience with specialization in design and development of Database preferably using MySql DBMS
G.3 Consultant Mobile App design and development
Activities: Design and development of mobile applications for android environment using Java and android SDK, Android Studio, XML, MySql etc.
Minimum Qualifications: M.Sc (computer Science)/ MCA/ BTech with 02 years experience in Mobile app design and development using Java, XML, Android SDK and android Studio etc.

2. EMOLUMENTS
For Consultant Grade-I: Rs 40,000 (inclusive all) will be paid.
For Consultant Grade-II: Rs 30,000 (inclusive all) will be paid.
Tax will be deducted as per Govt. of India Norms.

3. AGE
The Upper age limit for Consultant will be as under:
For Consultant - 35 years for men
- 40 years for women

4. TA/DA :
If the exigencies of the work demands and if there is sufficient budget provision under the scheme, the Consultant may be deputed on tour by the Project Director/Incharge concerned. During the tour, the Consultant may travel in any class not exceeding AC-2 tier in railways or equivalent.

5. REIMUBURSEMENT OF CONVEYANCE CHARGES
If Consultants are sent on duty where reimbursement of conveyance charge is admissible, they will be entitled for reimbursement of conveyance charges as per the rules of the Institute.

6. LEAVE
- Since the Consultants do not have status of regular employees they are not entitled for any regular leave.
- Consultants are allowed to avail Casual Leave(CL) and Restricted Holidays as per rules of the Govt. of India/ICAR /AU concerned and as issued from time to time.

7. THE OTHER TERMS & CONDITIONS
- (i) The Consultants will be under the administrative control of the concerned Incharge/Project Director of the Institute.
- (ii) The engagement will stand terminated on completion of the tenure of the scheme or on the date stated in the sanction order of the scheme whichever is earlier whether so communicated formally on individual basis or not.
- (iii) If any Consultant leaves his/her assignment without permission for one month, he/she will stand terminated from the date of his/her absence.
- (iv) Since Consultants are engaged for the Scheme work full time, the Consultants will not be allowed to do any other work or to accept or hold another appointment with or without remuneration elsewhere.
- (v) ICAR will have the intellectual property rights/proprietary right on research outputs of the Consultant made during the period of working in the ICAR as per the provisions of ICAR Guidelines for Intellectual Property Management and Technology Transfer/Commercialization mutatis mutandis. However, in case the Consultant has done some research work, his/her name can accordingly be acknowledged/included appropriately in the research paper(s) as solely decided by the Incharge/Project Director. No right in this regard can be claimed.
- (vi) The Consultants shall have no legal right to claim his/her regularization/ appointment by absorption or otherwise against any regular posts or any further contractual engagement on termination of the scheme/project. The engagement in the scheme is purely time-bound, non-regular and on coterminus basis with the scheme. The services of the incumbent shall stand terminated automatically on expiry of the period given in the sanction.
- (vii) Consultants are full time workers and are required to adhere to the administrative, financial and disciplinary regulations of University/Institute where the incumbent is working. Regular attendance of the Consultants may be ensured by the concerned Institute/Incharge by keeping an attendance register.
- (viii) The assignment/appointment can also be terminated by Project Director, DKMA, ICAR with or without notice during the course of engagement as Consultant, notwithstanding anything stated in this letter, at any time if appointee is found to be negligent in her work/is guilty of unbecoming conduct or for any other reasons in his discretion which shall be binding on appointee.
- (a) The appointment is purely contractual basis and his services can be terminated within 24 hours notice.
- (b) If the candidate leaves his/her assignment without permission he/she shall not be paid any emoluments due to him applicable for that respective month.
- (c) The post of Consultant is not transferable, however may be considered to be posted at any other place in India in public interest/ or the smooth functioning/requirement of the project as the case may be.
- (d) The ICAR holds no responsibility for his/her regularization/absorption against any other regular post on termination of the project as it is purely contractual/
- temporary and time bound service of the incumbent shall stand terminated automatically on expiry of the sanction of the project.
- (ix) Other conditions of services:
- (a) The selected candidate shall have to produce medical fitness certificate from Government Hospital at the time of joining.
- (b) The candidate selected shall be under the direct administrative control of the Project Director, DKMA. The selected candidate will deposit his whole time to the assignment given by Project Director (DKMA) and will not be allowed to accept or hold any other paid assignment either regular or on part time basis.
- (c) The appointee will not be entitled to:
- i) Benefits of ICAR Provident Fund.
- ii) Benefits of ICAR CGELIS scheme.
- iii) Medical Facilities or reimbursement of any expenditure incurred for Medical treatment, and
- iv) Residential accommodation.
- v) Any other benefit applicable to regular staff.
- (x) Consultant can be called any time during 24 hours & required to attend the work as and when required. The normal working hours of office are 9.00 a.m. to 5.30 p.m. Mon. - Fri. However depending upon the work requirement, Consultant may be directed/required to sit beyond these working hours attend work on holidays upon specific instructions by PD, DKMA which shall be binding on the Consultant.

- I. Interested candidates fulfilling the above qualification are invited to appear for Walk-In-Interview at Committee Room No. 704, Directorate of Knowledge Management in Agriculture, Krishi Anusandhan Bhawan - I, Pusa, New Delhi by 10:30 AM. No candidate will be entertained after 10:30 AM.
- II. Candidates are necessarily required to produce photo and self attested photocopies of Certificates alongwith original Certificate(s) which will be returned to them.
- III. The appointment is purely on contractual basis.
- IV. The selected candidates shall not claim any regular appointment at this centre, as the positions are on contract basis.
- V. No TA/DA will be paid for appearing in interview.
