Sub: Proposal for recruitment of 8 retired civil engineers , who held a position of Assistant Engineer or above in CPWD, for strengthening technical manpower infrastructure of Civil Engineering Division at CPRI, Bangalore, for handling execution of civil works of capital projects under 12^th Five Year Plan

1. Proposals are afoot to get sanction of capital projects to a tune of Rs.1, 400/-Crore from Government of India, under 12^th Five Year Plan. Civil component of the said anticipated capital sanction would be of the order of Rs. 280 Crore, to be spent in an effective period of about 3 years. The existing manpower infrastructure of Civil Engineering Division is too inadequate to cope with the unprecedented work load. It is therefore proposed to strengthen the technical manpower of the Civil Engineering Division. In this context, it is proposed to recruit eight retired civil engineers who held a position of at least of the rank of Assistant Engineer or above in CPWD and who possess requisite experience in execution of civil works and who are adept in planning and contract work procedures and intricacies in contract management.
   
   
2. Detailed Job Specification for recruitment of civil consultants in CPRI:
   
   

(1)Job title/ role category: Consultant (Civil)

Reporting authority: Engineer-in-Charge/ Group Division Head, EVRC, CPRI, Bangalore

(3)

Number of vacancies: 8

(4)

Location: CPRI headquarters at Bangalore

(5)

Tenure: Initial tenure of 1 year extendable to 3 years reckonable from the date of appointment , with provision for further extension of tenure, if required by CPRI, at the sole discretion of appointing authority.

Age: Retired Civil Engineers from CPWD/PWD/Corporation

(7)

Remuneration: Based on norms of Government of India.

(8)

Functional area: (a) Planning, Organizing, Monitoring and Controlling execution of both plan and non-plan building works, relating to civil, services, interior design, landscaping , horticulture and other related works within the given time-frame and expenditure sanction.(b) Framing of estimates, scrutiny of preliminary and detailed estimates of works, designs, drawings, draft NIQs, NITs, coordinating with empaneled architectural, structural ,

horticultural and landscaping consultants , preparation of justification of tenders, exercising checks on recorded measurements, scrutiny of work bills, contract claims etc.

Qualification: At least a graduate in civil engineering from a reputed institute.

Experience:

(i)

He must have practical experience in handling execution of buildings and other related works, in CPWD. Retired CPWD Engineers who held a rank of Assistant Engineer and above are preferred. Higher weightage for experience in CPWD and having work experience holding higher positions would be given

(ii)

He must be conversant with planning, specifications, tendering and contract work procedures, quality control and quality assurance programs followed in CPWD.

(iii) Experience in dealing with cases of intensive technical examination of civil works, arbitration and court cases relating to civil works preferred.

(11) Key skills: MS office, MS excels, AutoCAD, project monitoring skills like preparation of PERT, Bar Charts etc., are preferable. Ability to coordinate works with all concerned, execute works without allowing time overruns and cost overruns

12 (i) Mere satisfaction of the desired qualfications / skills shall not be the sole criteria for selection of a candidate. The Selection Committees decision shall be final and binding in all respects.

(ii) Canvassing in any form shall be a disqualification for the proposed recruitment.
