Haryana Electricity Regulatory Commission, Panchkula invites offers for engagement of the following Consultants:-

1. Consultant (Technical)

The person who has retired from a post of at the level or equivalent of Chief Engineer or above from the State/ Central Government Organisation having a degree in Engineering and relevant experience in electricity sector dealing with the technical matters regarding determination of annual revenue requirement, Capex requirements, fixation of tariff, power purchase agreements, monitoring, performance of generation, transmission and distribution companies, may submit his offer to the Commission for engagement as Consultant (Technical). The engagement shall be initially for a period of one year which may be extended subject to his/her satisfactory performance and good health. The person should be less than 64 years of age as on 1.05.2017. The Consultant (Technical) will be required to deliver the Commission the services as laid down in the Terms of Reference given at Annexure-I. The Consultant shall be paid a fixed remuneration @ Rs.65,000/- per month or as revised by the Commission from time to time. The payment of remuneration shall be made by the Commission after deduction of tax at source in accordance with law for the time being in force. Persons having worked in any of the Electricity Regulatory Commissions will be given preference.

2. Consultant (Tariff)

The person who has retired from a post of at the level or equivalent of Chief Engineer or above from the State/ Central Government Organisation having a degree in Engineering and relevant experience in electricity sector dealing with the tariff design of thermal/ hydro generating stations and Electricity Regulatory issues may submit his offer to the Commission for engagement as Consultant (Tariff). The engagement shall be initially for a period of one year which may be extended subject to his/her satisfactory performance and good health. The person should be less than 64 years of age as on 1.05.2017. The Consultant (Tariff) will be required to deliver the Commission the services as laid down in the Terms of Reference given at Annexure-II. The Consultant shall be paid a fixed remuneration @ Rs.65,000/- per

month or as revised by the Commission from time to time. The payment of remuneration shall be made by the Commission after deduction of tax at source in accordance with law for the time being in force. Persons having worked in any of the Electricity Regulatory Commissions will be given preference.

3. Consultant (Finance)

The person, who possesses a B.Com Degree with 65% marks as a regular student of an Institute and is a qualified Chartered Accountant with two years experience in Accountancy preferably in power sector, may submit his offer to the Commission for engagement as Consultant (Finance). The engagement shall be initially for a period of one year which may be extended subject to his/her satisfactory performance and good health. The applicant should be less than 35 years of age as on 1.05.2017. The Consultant (Finance) will be required to deliver the Commission the services as laid down in the Terms of Reference given at Annexure-III. The Consultant shall be paid a fixed remuneration @ Rs.35,000/- per month or as revised by the Commission from time to time. The payment of remuneration shall be made by the Commission after deduction of tax at source in accordance with law for the time being in force. Persons having worked in any of the Electricity Regulatory Commissions will be given preference.

General:

1. Based on the qualification(s) and Experience, Short-listed Eligible Candidates shall be called for discussion on 16.05.2017, when each Candidate shall separately appraise the Commission with the methodology that he shall adopt, detailed method of accomplishing the task together with time-line for accomplishment and the periodic appraisal of the progress.

2. Selected person shall execute an Agreement with the Commission.

3. Selected person shall have an Aadhar card as on date of giving the Offer. It is essential because the Commission has Biometric daily attendance system, which is linked with Aadhar card.

Offers containing complete details of qualification and experience should reach in this office by 09.05.2017.

Annexure-I

Brief Terms of Reference for the Engagement of Consultant (Technical) for the period commencing from May 2017.

1. Consultant Shall assist the Commission in respect of following aspects :

(i) Appraisal of Schemes/ Proposals for Determination of the ARR (Annual Revenue Requirement) of Distribution/ Transmission/ Generation Companies.

(ii) Appraisal of Investment Proposals for Determination of the ARR (Annual Revenue Requirement) of Distribution/ Transmission/ Generation Companies.

(iii) Providing Technical Inputs for fixation of Tariff for Renewable Energy Generation.

(iv) Monitoring of Performance of Distribution/ Transmission/ Generation Companies.

2. Consultant shall assist the Commission by giving inputs on technical aspects for amendment of the following Regulations:

(i) Standard of Performance

(ii) Renewable Energy

(iii) Single Point Connection to Group Housing/ Employers Colony

(iv) Duty to Supply

3. Assist the Commission by giving inputs for appraisal of Renewable Energy Purchases for which petitions may be filed before the Commission.

4. Assist the Commission in any other area that the Commission may deem appropriate.

Completion Period: Target Date(s) shall be assigned for each task from time to time and the Consultant shall complete it within the time stipulated.

Annexure-II

Brief Terms of Reference for the Engagement of Consultant (Tariff) for the period commencing from May, 2017.

1. Shall assist the Commission from draft stage upto Notification, in respect of following HERC Regulations :-

(v) Tariff design for the distribution and retail supply of electricity in Haryana State.

(vi) Methodology for power procurement plan/ demand and Consumer Category-wise sales forecast.

(vii) Evaluation of Capital Cost and other Financial Parameters for tariff determination

(viii) Regulation/ Rules for development of intra state power exchange including trading in Haryana

2. Assist the Commission by giving inputs for appraisal of Thermal/ Hydro Tariff of the Projects for which petitions may be filed before the Commission.

3. Assist the Commission in any other area that the Commission may deem appropriate.

Completion Period: Target Date(s) shall be assigned for each task from time to time and the Consultant shall complete it within the time stipulated.

Annexure-III

Brief Terms of Reference for the Engagement of Consultant (Finance) for the period commencing from May, 2017.

The consultant shall assist the Commission for in the following tasks:

1. Spreadsheet analysis of the Balance Sheet and P&L filed by the power utilities and IPPs in support of their petitions.

2. Preparing Comparative statement of various expenditure items of ARR vis--vis industry bench marks of regulated entities.

3. Maintaining data base on key macro indicators i.e. interest rate, exchange rate, coal cost, freight rate etc.

4. Examining Fixed Assets Register (FAR) of various Utilities.

5. Assist the Commission on all matter pertaining to Finance, assigned to the Consultant.

6. Assist the Commission in any other area that the Commission may deem appropriate.

Completion Period: Target Date(s) shall be assigned for each task from time to time and the Consultant shall complete it within the time stipulated.
