1.3 Following are the statutory functions of CERC:

(a)

To regulate the tariff of generating companies owned or controlled by the Central Government; to regulate the tariff of generating companies other than those owned or controlled by the Central Government specified in clause (a), if such generating companies enter into or otherwise have a composite scheme for generation and sale of electricity in more than one State;

(b)

To regulate the inter-State transmission of electricity ;

(c)

To determine tariff for inter-State transmission of electricity;

(d)

To issue transmission licenses and trading licenses with respect to inter-State operations;

(e)

To adjudicate upon disputes involving generating companies or transmission licensee in regard to matters connected with clauses (a) to (d) above and to refer any dispute for arbitration;

(f)

To levy fees for the purposes of this Act;

(g)

To specify Grid Code having regard to Grid Standards;

(h)

To specify and enforce the standards with respect to quality, continuity and reliability of service by licensees;

(i)

To fix the trading margin in the inter-State trading of electricity, if considered, necessary;

(j)

To discharge such other functions as may be assigned under this Act.

1.4 The Act has also given advisory role to CERC. It has been mandated to advise the Central Government on the matters relating to formulation of National Electricity Policy and Tariff Policy, promotion of competition, efficiency and economy in activities of the electricity industry, and promotion of investment in electricity industry.

1.5 CERC, in fulfillment of its mandate under the Electricity Act, 2003 has been issuing various Orders, Regulations, Codes. It is considered important to assess the impact, the Regulations, Orders and Codes have on the power sector in general and stakeholders in particular.

1. In view of the above activities, the Commission has proposed to engage Professional expert (s) who would work on assignments for project monitoring on case to case basis.
   
   
2. Scope of work proposed for the professional Expert :-
   
   

CERC proposes to engage Professional Expert(s) to assist Commission in monitoring and ensuring Regulatory Compliance in the following but not limited to orders passed by the Commission.

The professional expert is expected to scrutinize the orders issued by the Commission from time to time, identify and list out the directions of the Commission, follow up on compliance of the directions with the assistance of the staff of the Commission.

3.0 Qualification and experience required for Professional Expert :-

Expert	Graduate degree in Engineering with MBA/PG Diploma in management Experience and Competencies:-Minimum twenty five years of overall experience with (i) good understanding of power sector, especially of the Electricity Act, 2003, Policies under the Act. (ii) working experience in power sector and/or generation/ transmission/distribution sector, and (iii) experience in monitoring of projects in power sector. (iv) Understanding of the regulatory framework in the electricity sector in India	assignment/order, subject to a maximum fee of Rs 1,00,000/= per month

1. Payment Terms:-Payment will be done on assignment basis.
   
   
2. Duration of assignment: Initially for 6 months.
   
   
1. Termination of contracts:-The assignment may be terminated earlier by either CERC or the Consultant by giving one months notice.
   
   
2. Appointment under the assignment shall be on purely contract basis only. Such appointment shall not vest any right to claim for regular appointment or continued contractual appointment in CERC.
3. Applications complete in all aspects would only be accepted.
   
   
4. Relaxation in essential qualifications/experience can be considered in deserving cases.
   
   
5. CERC reserves the right either to increase or decrease the number professional experts.
   
   
6. Only short-listed candidates will be called for interaction with the Selection Committee.
