National Institute of Solar Energy (NISE) invites applications through proper channel from the Scientists or Technologists working in Central Governments or State Governments or Unversities or recognized Research Institutions or Semi Government or Statutory or Autonomous Organizations in India or abroad or Industry or private sector, for the post of Deputy Director General (DDG)/ Scientist F (Solar Thermal In-house R&D & Testing) in the 6th CPC pre-revised Pay Scale of Rs.37400-67000 with Grade Pay of Rs.8900, (level 13 A of 7th CPC) on deputation/ Short term contract basis (till a regular incumbent is appointed).

National Institute of Solar Energy (NISE) is an Autonomous Institute of Ministry of New and Renewable Energy, Government of India to function as an Apex National Centre for Research and Technology development in the areas of Solar Energy Technologies. NISE is located on a 200 acre campus at the Gurgaon- Faridabad Road, Gwalpahari, and Gurgaon. The R&D activities of NISE are carried out in coordination with other Research Organizations and Industry.

NISE invites applications from suitable candidates for filling the vacant post of Director General (DDG) / Scientist F (Solar Thermal In-house R&D & Testing ), in the pre-rvised 6th CPC Pay Scale of Rs.37400-67000 with Grade Pay of Rs.8900 Level 13-A 7th CPC, on deputation/ Short term contract basis till a regular incumbent is appointed, in accordance with the National Institute of Solar Energy (NISE) (Scientific, Technical and Administrative Posts) Recruitment Rules, 2015, as per details given hereunder:

(A) Eligibility criteria including the required qualification, experience and other requisites/conditions, thereon for the post of Deputy Director General (DDG)/ Scientist F in NISE.

(a ) EDUCATIONAL QUALIFICATION (Essential)

Doctorate Degree in the relevant subject of Physics /Chemistry/ Renewable Energy/ Energy/ Environmental Science or Masters Degree in Engineering/ Technology in the discipline/ subject to the job requirements. (in this case Mechanical/ Electronics / Electrical/ Energy).

(b) EXPERIENCE

(i) Essential:

Twelve (12) years specialized experience of Research, (as given at (B) hereunder) in R&D organizations /Development/ Design/ Construction in Industrial/ Academic /Government Institutions/ Organisations (the experience should be relevant to the job requirment of the post of DDG/ Scientist F (Solar Thermal in house R&D testing).

(ii) Desirable:

(1) Experience of handling National and / or International programmes, with special referene to new and renewable sources of energy. The experience should cover innovations/ Research and Development / management / assessment/ application / extension / Research and Development including field assignment of orginal nature in field of New and Renewable Enrgy (concerning to Photovoltaic testing & training / Solar Thermal in house R&D & Testing) at Scientific/ Technical Laboratories, Institutes, Industries, and Universities/ Associations.

(2) Knowledge aout overall perspective of National Energy Problems and Policies and ability to direct large integrated programme. .

Note: The period spent to acquire essential qualifications including doctor degree before joining an organization shall not be counted as experience.

(B) Research Development Experience includes the following;

(i) Working experience in scientific laboratories or institutes, period spent on doctoral or post-doctoral degree in basis research concerning to solar energy.

(ii) Work experience in scientific laboratories or institutes, period spent on doctoral or post doctoral degree in applied research.

(iii) Working experience in experimental development for application of scientific knowledge directed towards producing new or substantially improved materials, devices, products, process systems or services concerning to solar energy provided such work is not of routine use of scientific knowledge but in application of scientific knowledge for creation of new innovative systems, practices, models.

(iv) Working experience in research and development laboratories and institutions, scientific projects being operated in mission mode, working on international collaboration research and development projects, etc.

(v) Full time working experience in scientific research and development projects or doing any post-doctoral research project in any reputed institute or University in India or abroad as evidenced by an experience certificate by such organisation and publication, patent or research work in journals of repute;

(C) Grade from which deputation/ Short term contract to be made Deputy Director General/ Scientist F

Eligibility: Scientists and Technologists working in the Central Government or State Governments or Universities or recognized research institutes or Semi Government or Statutory or Autonomous Organizations :

(a) (i) Holding analogous post on regular basis (level 13-A of the 7th CPC):

or

(ii) with two years service in the grade rendered after appointment there to on regular basis in the Pay Band-4, Rs 37400-67000 with grade pay of Rs. 8700 or equivalent (level 13 of the 7th CPC); or

(iii) with six years service in the grade rendered after appointment there to on regular basis in the Pay Band-3, Rs 15600-39100 with grade pay of Rs. 7600 or equivalent; (level 12 of the 7th CPC) and

(b) Possessing the educational qualifications and experience detailed at (A)(a) above.

(c) Applications should be through proper channel, with preceding five years APARs and Certificate concerning vigilance clearance and related issues as at Annexure-I (duly signed by the Authorized Officer) , failing which the application may be rejected at screening stage.

Note:

(1) The period of deputation, including period of deputation in another ex-cadre post held immediately preceding this appointment in same or some other organization or department of the Central Government shall not ordinarily exceed three years, which may be extended further on year to year basis, subject to a maximum of 5 years with the approval of the competent authority.

(2) Departmental candidats in the feeder category, who are in the direct line of in-situ promotion under Flexible Complementing Scheme (FCS), shall not be eligible for consideration for appointment on deputation except for the ex-cadre post for which they

are not the feeder grade officers. Similarly, deputationists shall not be eligible for consideation for in-situ promotion under FCS.

(c) The maximum age limit for appointment by deputation shall not exceed 56 years or as prescribed by Government from time to time, as on the closing date of receipt of application.

Filling the post on deputation/ short term contract basis initially not exceeding three years) from the institutions/ organizations or industry or private sector who are engaged in R&D, development and promotion of renewable energy, solar energy in particular but do not have the prescribed scales of pay

May consider the applicants who possess;

(a) The essential qualifications and experience as detailed above at (A)(a); A(b)(i)&(ii)(1)(2); and B(i) to (v) above;

(b) Placed at the level of Scientist E / Senior Managerial Capacity for more than two years in the organization with basic pay (excluding allowances and other perks or financial incentives) not less than Rs. 1.25 lakh per month;

(c) Or not below the level of Scientist- D i.e. supervisory capacity / team leader or above for more than 6 years in the organization with basic pay(excluding allowances and other perks or financial incentives) not less than Rs. 9200 per month;

SELECTION PROCESS FOR APPOINTMENT

The modalities of selection / screening of candidates will be by conduct of screening/ short listing of applicants by the prescribed Screening / Short listing Committee and by conduct of interview / interaction of the screened in candidates by the Selection Committee/ Search cum Selection Committee prescribed as per rules.

Other terms and conditions:

1. NISE reserves the right to accept or reject in part or in full any or all the responses without assigning any reason whatsoever.

2. The post of DDG/ Scientist F do not attract reservation

3. Only Scheduled Caste & Scheduled Tribe candidates with prescribed academic qualifications etc. for the above posts, when called / screened in for interview / examination from outstations, will be paid to and fro sleeper class rail fare for the shortest route admissible under Central Government rules.

4. Mere fulfillment of Educational Qualification will not entitle the candidate for being called for interview. The applications will be shortlisted based on the academic records/ educational

qualifications/ experience in the required field relevant to the actual job requirements in this case in Solar Thermal In-house R&D & Testing and over all experience in the field of development and promotion of solar energy, with sufficient National and International exposure for being able to represent Government on different fora) by Screening Committee.

CERTIFICATE

(To be filled in by the Ministry / Department / Authority forwarding the applications) (in case of Government Employees/ applicant applying for the post of Deputy Director General/Scientist F ( Photovoltaic Testing& /Training ) or ( Solar Thermal in house R&D & Testing ), as the case may be, on deputation as per government rules, as ammended from time to time.

1. Certified that

(i) The particulars furnished by the candidate
