Scope of Service

The major scope of work is to provide Assistance to the Project Director regarding the following aspects

a) The Consultant (Land Acquisition) shall coordinate and assist CALA in performance of tasks within prescribed time lines by NHAI such as preparation of notifications/Awards and disbursement of compensation and subsequent possession etc. under sections 3a/3A/3D/3G/3H of NH Act 1956.The entire process of land acquisition is divided in to two sub process/milestone and the first one commence these from publications of 3 a and would last up to publication of 3 D notifications and visiting site for identifications of structures, trees, water pipelines etc. in private properties and second would commence from publications of 3 G notifications up to passing of award by CALA and completion of disbursement of compensation and possession handing over to the concessionaire .

b) Information regarding status of lands and structures already acquired/ to be acquired and identification of encroachment within ROW based on LA compensation deposited with CALAs and disbursed to the owners

c) Collection of following documents from the concerned state Government offices for preparation of Land Plan schedules and its verifications on ground for publications of 3A,3D,3G under NH Act 1956

Village Maps

(ii)

Subdivisions Records from Revenue Department

(iii) Sub Registrar Records

(iv) Any other document as required for LA purpose d) Coordination with concerned CALA for expeditious disbursing of compensation amount already deposited with CALAs

e) Necessary Coordination with concerned CALA & District Collectorate/Collector in connection with Arbitration cases and mutation of acquired land in favour of Central Government in record of right and monitoring/obtaining utilizing certificate of fund deposited with CALAs

f) Monitoring /providing information regarding Court cases relating to Land Acquisition etc. g) Any other activity including field work as assigned by Project Director ,PIU-Ahmedabad from time to time for completion of LA activity

Duration of engagement

The engagement shall be for a period of Twelve months from the date of joining after issuance of appointment letter. The contract can be terminated at any time without any notice and without assigning any reason thereof . In case of termination, no compensation will be payable. Extension / Termination of service be solely depended upon discretion of NHAI. Service rendered on contract basis with NHAI shall in no way give any right to claim regularization/ absorption in the organization . Extension of period of engagement beyond twelve months will be considered on case to case basis as per NHAI Policy

Qualification and Experience

The candidate shall be a Retired Revenue Officer of Government of Gujarat. The candidate shall have adequate experience in Land Acquisition works preferably under NH Act 1956. Minimum Experience : 10(Ten) years in Land Acquisition works as a state revenue officer , preferably in the District of Ahmedabad/Bhavngar/Anand Considering the requirement of frequent visit, the official should be below 65 years of age at the time of engagement or any extension of contract.

Terms and Condition

(i)

Personnel engaged are to report to/or work under Project Director,PIU-Ahmedabad

(ii)

Personnel engaged are to assist project Director in all matters pertaining to Land Acquisition

(iii) Extension of period of engagement beyond twelve months will be considered on case to case basis as per NHAI policy/circular

Remuneration payable to the consultant

Monthly emoluments payable to the consultant is as per NHAI circulars i.e. last pay drawn minus pension or consolidated fixed / or with incentive (as per option/ choice by candidate). Copy of the circular No. NHAI/Policy Guidelines/Strengthening PIUs for acquisition of land /2017 no. 7.1.53/2017 dated 28.7.17 & Policy Matter (Technical) 183/2015 dated 5.11.2015 enclosed.(Annexure-B)

Other Conditions:

i. The Applicant shall bring all the documents in original during interview( to be notified separately by NHAI after scrutiny of received application) for verification viz. Service Book, Pension Order, Proof of Present Pension Drawn, Proof of Age and any other document mentioned in application. A set of photocopy of the foresaid documents shall be submitted along with the application.

ii. The candidates may be selected on the basis of eligible requirements as specified above and the decision of the Competent Authority, NHAI shall be final and binding.

iii. The advertisement can be withdrawn at any time at the discretion of the PIU-Ahmedabad without assigning any reasons therefore.

iv.
