RECRUITMENT

Applications are invited upto 12th December 2018 -05:00 PM for the following post at

the Councils Regional Medical Research Centre, Bhubaneswar.

1. Scientist-B (Medical) -One post (UR)

Pay Matrix Level-10 : Rs.56,100-1,77,500/-and usual allowances as admissible as per Govt. norms.

Essential Qualification & Experience:

(i) MBBS degree recognized by MCI.

Desirable Qualification:

(i)
M.D in Medicine/Biochemistry/Physiology/Pathology/Tropical Medicine/ Pediatrics/Preventive & Social Medicine/Pulmonary Medicine/ Pharmacology/Psychiatry/Community & Family Medicine or MPH from a recognized University.
(ii)
Additional postdoctoral research/teaching experience in relevant subjects in recognized institute(s).

(iii) Knowledge of Computer Applications.

Job Requirements:

(i)
Plan and conduct research in the field of communicable diseases, hemoglobinopathies and non-communicable diseases, nutrition and public health.
(ii)
Job also requires touring to field areas for epidemic investigations.

(iii) Any other responsibility assigned by the Director.

Age Limit

(i)
Not exceeding 35 years as on 12th December 2018.
(ii)
Upper age limit is relaxable to SC/ST/ OBC and Government Servants as per provision made in Health Research Scientist Cadre (HRSC) of ICMR rules 2007.

(iii) One time age relaxation is also allowed to Scientific and Technical staff working/worked in long term projects of ICMR Institutes/Centres provided they meet essential qualification and experience for the post with a view to provide them opportunity to compete with other candidates as per provision made under HRSC rule 2007 vide letter No. 6/1/2007-Admn.II dated 28.03.2011.

(iv) Age, qualification & experience relaxable in deserving cases as per HRSC rules (under Note 1 & 2 append to Scheduled-III).

Other Service Conditions:

(i)
Allowances as per Central Government Rules are admissible on the respective Pay Band.
(ii)
Benefits of new restructured defined contributory Pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR Division), Notification No. 5/7/2003-ECB & PR dated 22.12.2003 effective from 1.1.2004.

(iii) Private practice is not allowed. However, non-practicing allowance is admissible to medical graduates as per rules.

(iv) Applications from employees working in Central/State Govt. Departments/ Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application will be considered subject to the conditions that a No Objection Certificate from the employer should be produced at the time of personal discussion.

  1. Application forms duly completed in all respects and signed by the applicant should be sent by registered/speed post superscribing on the top of the envelop the post applied for to the Director, Regional Medical Research Centre, Chandrasekharpur, Bhubaneswar, Odisha-751023.
    1. Following documents should be enclosed with the application form duly attested by a Gazetted Officer.

      4. Crossed Indian Postal Order (IPO) for Rs.500/-(Rupees five hundred only) payable to the Director, RMRC, Bhubaneswar. SC/ST/ Physically Handicapped (PH) and women/candidates are exempted from the application fee. IPOs are payable by all other candidates including ICMR employees.

  2. Applications received late, incomplete, unsigned, without postal order and supporting evidence will not be entertained. RMRC will not be responsible for late receipt of application due to postal delay.

NOTE:

  1. M.D/Ph.D degree in subjects relevant to Indian Council of Medical Research shall be treated equivalent to three years experience.

  2. Since it is not possible to call all the eligible candidates for the interview/ personal discussion, the applicants will be short-listed for this purpose. The decision of the Director General, ICMR will be final in this regard.

  3. Candidates called for interview for the post of Scientist-B will be paid 2nd class rail fare by shortest route on production of documents.

  4. Any canvassing by or on behalf of the candidates or to bring political or other outside influence with regard to selection/recruitment shall be liable to disqualification.

  5. The posts are with all India transfer liability under the Council.

  6. Candidates called for personal discussion/interview have the option to answer in Hindi also.

ADDITIONAL/GENERAL CONDITIONS

  1. Candidates belonging to SC/ST and OBC communities will have to furnish certificate from prescribed authority in the required format failing which they will not be entitled to the concession admissible to them if any.

  2. The number of vacancies to be filled may vary at the time of actual selection. Allowances as per Central Government rules are admissible on the prescribed pay scales. Benefits of new restructured defined contributory Pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECD & PR Division), Notification No.5/7/2003-ECD & PR dated 22.12.2003 effective from 1.1.2004.

  3. Candidates called for interview for the post of Scientist-B will be paid 2nd Class rail fare by shortest route on production of documents. No TA/DA is admissible for joining the post or on termination of appointment.

  4. The name of the post applied for, advertisement reference, Institute/Centre must be indicated in the application form. Separate application form should be submitted for each post along with application fee by Crossed Indian Postal Order (IPO) for Rs.500/(Rupees Five hundred only) payable to the Director, Regional Medical Research Centre, Bhubaneswar. SC/ST, physically handicapped (PH) and women candidates are exempted from the application fee. IPOs are payable by all other candidates including ICMR employees. Indian Scientists working abroad are exempted from application fee.

  5. Application from employees working in Centre/State Government Department/Public Sector Undertakings & Govt. funded research agencies must be forwarded through proper channel along with the certificate of the employer that the applicant will be relieved within three months of his/her receipt of appointment orders. Advance copies of application will be considered subject to the conditions that a No Objection Certificate from the employer is produced at the time of personal discussion. Application received after the closing date will not be considered. Candidates called for personal discussion/interview have the option to answer in Hindi.

  6. Since it is not possible to call all the eligible candidates for the interview/personal discussion, the applicants will be short-listed for this purpose through written test or by departmental screening committee. The decision of the Director General, ICMR will be final in this regard.
