RECRUITMENT TO THE POST OF HEAD CONSTABLE (EDUCATION & STRESS COUNSELLOR)

Applications are invited from eligible Indian citizens (Male & Female) for filling up vacancies for the Non-Gazetted & Non-Ministerial post of Head Constable( Education & Stress Counsellor), Group C, on temporary basis likely to be permanent in Indo-Tibetan Border Police Force. The post has All India liability and selected candidates can be posted anywhere in India and even abroad. On appointment, the candidate shall be governed by the ITBPF Act, 1992 and ITBP Rules 1994. Application from candidates will be accepted only through ON-LINE MODE. No other mode for submission of application is allowed. ONLINE APPLICATION MODE WILL BE OPENED W.E.F. 24/09/2018 AT 00:01 AM AND WILL BE CLOSED ON 23/10/2018 AT 11:59 PM.

2. PAY SCALE AND OTHER ALLOWANCES:-

a) PAY - Level-4 in the Pay Matrix Rs. 25,500-81,000( as per 7th CPC)

b) Other allowances- The post will carry Dearness Allowance, Ration Money, Washing Allowance as admissible from time to time, Special Compensatory Allowance while posted in specified border areas, free uniform, free accommodation or HRA, Transport Allowance, Free Leave Pass, free medical facilities and any other allowance as admissible in the Force from time to time under the rules/instructions. These posts will be covered under Restructured Defined Contribution Pension Scheme.

Note:- i) Total vacancies include Backlog vacancies and may vary due to administrative reasons.

ii) ITBP reserves the right to cancel or postpone the recruitment at any stage without assigning any reason.

iii) 10% of the vacancies are reserved for Ex-Servicemen. In case vacancy reserved for Ex-servicemen remains unfilled due to non-availability of eligible or qualified candidates, the same shall be filled by other candidates.

4. ELIGIBILITY CONDITIONS

Age Limit

Education qualification

4.1

20 to 25 years

Degree from a recognized University or equivalent with Psychology as a subject OR;

Degree from a recognized University with Bachelor of Education or Bachelor of Teaching or equivalent.

4.2

Cut off date for Age and Relaxation

Cut off date for determining the age will be 23/10/2018 i.e. last date of receipt of application. Candidates not be born before 24/10/1993 and not be born later than 23/10/1998.

Note:-

i) The upper age limit is relaxable for SC, ST, OBC, Ex-Servicemen and other categories of persons in accordance with the Government orders on the subject.

ii) Candidates should note that only the Date of Birth as recorded in the Matriculation Certificate available on the date of submission of application will be accepted for determining the age and no subsequent request for its change will be considered or granted.

iii) Candidates claiming OBC Non-Creamy Layer (NCL) status may note that certificate on non-creamy layer status should have been obtained within three years before the closing date i.e 23.10.2018.

iv) Candidates who wish to be considered against vacancies reserved or seek age relaxation must submit requisite certificate from the competent authority, in the prescribed format, when such certificates are sought by the Recruitment Board. Otherwise, their claim for SC/ST/OBC(NCL) status will not be entertained and their candidature/applications will be considered under General (UR) category.

v) The formats of the certificates are annexed. Certificates obtained in any other format will not be accepted.

vi) Break between Army Service and re-employment should not exceed 02 years.

Explanation:

An Ex-serviceman means a person:-

(i) Who has served in any rank whether as a combatant or non-combatant

in the Regular Army, Navy, Air Force of the Indian Union, and

a) Who either has been retired or relieved or discharged from such service whether at his own request or being relieved by the employer after earning his or her pension.

Or

b) Who has been relieved from such service on medical ground attributable to military service of circumstances beyond his control and awarded medical or other disability pension.

Or

c) Who has been released from such service as a result of reduction in establishment.

Or

(ii) Who has been released from such service after completing the specific period of engagement, otherwise than at his own request, or by way of dismissal, or discharge on account of misconduct or inefficiency and has been given a gratuity: and includes personnel of the Territorial Army, namely, pension holders for continuous embodied service or broken spells of qualifying service;

(iii) Personnel of the Army Postal Service who are part of regular Army and retired from the Army Postal Service without reversion to their parent service with pension, or are released from the Army Postal Service on medical grounds attributable to or aggravated by military service or circumstances beyond their control and awarded medical or other disability pension;

-In right handed person, the Right eye is better eye and vice versa.

-Binocular vision is required.

(ii) The candidates must not have knock knee, flat foot, varicose vein or squint in eyes;

(iii) Must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.

(iv) An colour blind person will not be eligible for appointment. If at any stage of service career, person is found to be colour blind, he will be boarded out as per SHAPE Policy in vogue in the force;

iv) TATTOOS:-

(a) Content: Being a secular country, the religious sentiments of our countrymen are to be respected and thus, tattoos depicting religious symbol or figures and the name, as followed in Indian Army are to be permitted.

(b) Location: Tattoos marked on traditional sites of the body like inner aspect of forearm but only left forearm, being non saluting lump or dorsum of the hands are to be allowed.

(c) Size: Size must be less than of the particular part (Elbow or Hand) of the body.

5. HOW TO APPLY

5.1

Online application mode will be opened w.e.f. 24.09.2018 at 00:01 p.m. and will be closed on 23.10.2018 at 11:59 pm.

5.2

Eligible and interested candidates should only apply online through ITBP Recruitment website www.recruitment.itbpolice.nic.in. Candidates are advised to fill the online application form after reading the instructions carefully. The application must be submitted ONLINE only. No application will be accepted offline. Candidature of the candidate who submitted application offline will be rejected summarily.

5.3

APPLICATION FEE & MODE OF PAYMENT Male candidates belonging to General (UR)/OBC category applying for recruitment to the above post should pay Rs. 100/- (Rupees One hundred only) as application fee through online payment gateway system on the ITBP Recruitment website www.recruitment.itbpolice.nic.in. Application received with any other mode of fee payment will be summarily rejected. Fees are exempted for females, Ex-servicemen and candidates belonging to Scheduled Caste, Scheduled Tribe.

Note:-

i) Fee once paid will not be refunded under any circumstances.

ii) Fee paid by modes other than above will not be accepted and the applications of such candidate will be rejected forthright and the payment made shall stand forfeited.

5.4

Persons serving in Central/State Government applying for this recruitment are required to furnish a copy of No Objection Certificate (Annexure-I) issued by the employer at the time of verification of documents. The candidature of candidates who fail to submit NOC at the time of documentation shall not be allowed to appear in the selection process and his candidature shall be summarily rejected.

5.5

There is no requirement of submitting any documents at the time of filling online application form.

6. SELECTION PROCESS:-

The candidates whose applications are found in order will be issued online admit Cards mentioning the date and venue of recruitment test. Candidature of candidates who are issued online admit cards will remain provisional till they are finally selected and submit all related documents/certificates in original and in prescribed format at the stage of verification of original documents. The candidates who arrive at the venue without valid online admit cards and print out of online application form will not be permitted to appear in the recruitment process.

Note:

(i) Before start of physical efficiency test (PET) and physical standard test (PST) the candidates will undergo verification of identity including Biometric capture.

(ii) Biometric identification of candidates can also be taken at any stage of recruitment.

The recruitment to the posts of Head Constable (Education & Stress Counsellor) will comprise of following phases. However, ITBP reserves the right to change sequence of the recruitment process due to administrative reasons.

PHASE-I

PHYSICAL EFFICIENCY

TEST (PET)

The candidates will report at the venue on given date and time with a clear & legible print out of their online application form and online admit card for Physical Efficiency Test (PET). The events of the PET are as follows:-

For Male Candidates

i) Race 1.6 Kms

To be completed within 7.30 Minutes.

ii) 11 Feet long Jump

i) Race 800 Meters

No marks will be awarded for this test and it will be only qualifying in nature. Those who do not qualify will be eliminated at this stage itself. Pregnancy at the time of race will be considered a disqualification and pregnant female candidates shall be rejected at this stage.

NOTE: The Departmental candidate who has qualified PET at the time of their appointment in the Force and the Ex-servicemen, are not required to appear in the PET. However they will be required to pass the requisite PST, Documentation, Written Test, and Medical Examination.

PHYSICAL STANDARD

TEST (PST)

Candidates found eligible in PET will be screened for height, chest measurement (for male candidates only) and weight. Those who do not meet the required physical measurements shall be eliminated at this stage.

CHECKING OF DOCUMENTS (DOCUMENTATION)

The testimonials of candidates, who qualify the PST, will be checked by the Board. The candidates will be required to produce the original documents related to Educational qualifications, date of birth etc. It is important that the candidates applying for this recruitment check their eligibility of avoid disappointment at later stage. Original documents will be returned on the spot after verification and self attested copies will be retained with the application form. Original copy of following documents will be required for verification:-

(i) Educational Certificate (s);

(ii) Matriculation or 10th Class Certificate for determining Date of Birth;

(iii) Experience certificate, if any;

(iv) Scheduled Caste and Scheduled Tribe Certificate, as Annexure-II and OBC Certificate as Annexure-III (if belonging to any of these categories). Candidates claiming OBC(NCL) status may note that certificate on creamy layer status should have been obtained within three years before the closing date i.e. 23/10/2018.

(v) Domicile Certificate issued by local revenue authorities or PAN Card Or Aadhar Card or Driving License or Voter ID Card or Passport for verification of citizenship. In case of West Pakistani Refugees settled in J&K, they are required to produce Certificate in the format attached as Annexure-VI issued by the Sarpanch/Numberdar of a candidates village to the effect that the person belonged to the West Pakistani Refugees Category, alongwith a copy of Electoral Roll showing the name of the candidate in the voter list for elections to the Parliamentary Constituency;

(vi) Discharge certificate in case of Ex-Servicemen:

(vii) One passport size photograph, same as submitted with online application form;

(viii Certificate as per Annexure-V for claiming relaxation in height & chest (if applicable).

NOTE:-

All candidates claiming relaxation under various categories shall bring aforementioned original documents/certificates at the time of recruitment tests for verification by the Board.

PHASE-II

WRITTEN TEST

100 MARKS

(The written test may be OMR based or Computer based at the discretion of ITBP).

The candidates qualified in documentation will required to appear in the written examination. Fresh admit cards for the written test will be issued online mentioning the date & venue of the written test. A list of candidates qualified for written will also be uploaded on ITBP Recruitment website i.e. www.recruitment.itbpolice.nic.in. The written test will be as under:

(i) The written test will consist of OMR based objective type multiple choice questions to be answered using a Blue or Black Ball pen only; or Computer based objective type multiple choice questions at the discretion of ITBP.

iii) Answer Key to the question paper will be uploaded on the ITBP Recruitment website www.recruitment.itbpolice.nic.in after the written examination.

iv) Candidates are not permitted to use Mobile phone, calculators, Smart Watch or any other electronic/electrical device. Candidates, therefore, must not bring these devices inside the examination premises. Possession of these items, whether in use or not, will be considered as use of unfair means in the examination and appropriate action will be taken against such candidates.

v) In case written test is OMR based, the candidates should not write anything on the OMR answer sheet except in the relevant columns. Any stray marks will lead to the OMR answer sheet not being evaluated and the candidate will not proceed to the next stage of the recruitment process.

viii) The cut-off percentage of marks for qualifying in written wexam will be as under:-

ix) No representation for revaluation of answer sheet of written exam or re-conduct of written examination will be entertained.

MERIT LIST

Merit Lists in each category namely, Gen, SC, ST, OBC (NCL) and Ex-Servicemen will be drawn on the basis of total marks obtained by the candidates in the written examination. The candidates shall be shortlisted for Detailed Medical Examination (DME) as per the category wise vacancies on the basis of this merit. Extended list shall also be prepared to cover the shortfall due to failure of candidates in DME and Review Medical Examination (RME). There shall be no reserve list.

RESOLUTION OF TIE CASES

a) In case of tie in marks, the candidate older in age gets preference.

b) If the tie still persists, it is finally resolved by referring to the alphabetical order of names in English as per the online application form. A candidate whose name begins with the alphabet which comes first in the English alphabetical order gets preference.

PHASE-III

DETAILED MEDICAL EXAMINATION

Candidates shortlisted in order of merit as per category wise number of vacancies will be put through DME to assess their fitness as per rules.

PHASE-IV

REVIEW MEDICAL EXAMINATION (RME)

(i) In case candidates declared unfit in detailed medical examination are not satisfied with the findings of the Medical Officer, they may submit an application for his/her Review-Medical Examination with a duly filled Medical Fitness

certificate (Proforma at Annexure-V) within 15 days from the date of his/her rejection in DME. The medical certificate will not be taken into consideration unless it is signed and stamped by the Medical Practitioner and the photo & signature of the candidate has not been attested and stamped by the Medical Practitioner.

(ii) The appeal will also not be taken into consideration unless it contains Medical Re-Examination Fee of Rs. 25/- in form of Indian Postal Order and Rejection Slip (original) issued by the Presiding Officer. RME fee in the form of IPO should be prepared in the name of INSPECTOR GENERAL (NORTHERN) FRONTIER, ITB POLICE FORCE. The appeal complete in all respects should be submitted within 15 days from the date of issue of Rejection Slip in which the finding of the Medical Officer are communicated to the candidate. ITBP will not be responsible for any postal delay.

(iii) The application for Review-Medical Examination shall be sent to THE INSPECTOR GENERAL (NORTHERN) FRONTIER, ITB POLICE FORCE, PO SEEMADWAR, DISTT- DEHRADUN (UTTARAKHAND) PIN-248146.

7. GENERAL INSTRUCTIONS:

7.1

All candidates who have been called for PET & PST will bring a clear and legible print out of the online application form submitted by them and online admit card for purpose of identification, etc, else they may not permitted to enter the venue. The print out will be retained by ITBP personnel for office use.

7.2

Candidates are to ensure to keep sufficient number of same passport size photos used by them while filling the online application form. The candidates are also advised to bring same passport size photos submitted with online application form at all stages of recruitment. The candidates should upload a clear and legible scanned signature while filling online application form.

7.3

Verification of original documents will be carried out at the beginning of recruitment, therefore candidates are advised to confirm their eligibility in all respects to avoid any disappointment.

7.4

Departmental candidates should submit in original a No Objection Certificate as per Annexure- I from their employer at the time of verification of original documents / DME else their candidature will be rejected.

7.5

No correspondence will be entertained from ineligible candidates whose applications have been rejected.

7.6

Candidates shall be required to serve in the Force for a minimum period of 10 years. If any person after joining the service wants to resign from the service before the expiry of 10 years, he/she is required to refund a sum equal to three months pay and allowances attached to the post or the cost of training imparted to him/her by the Force, whichever is higher.

7.7

Selected candidates shall have to undergo Basic Training and such other courses as prescribed in the Force from time to time.

7.8

Candidates who are physically challenged are not eligible to apply for this examination.

7.9

All eligible candidates will be duly informed about the date and venue of the recruitment tests through admit card sent electronically on their registered e-mail ID. Therefore, candidates should provide genuine and functional e-mail ID and Mobile number at the time of filling online application form. ITBP will not be responsible in case of any failure of the candidate not receiving admit card due to incorrect or un-used email/Mobile Number or in case of any technical fault.

7.10

Candidates should come duly prepared for more than one day stay under their own arrangements at the Recruitment Centre. No TA/DA will be admissible.

7.11

The Government shall not be responsible for any damage/injury to the individual sustained during the course of recruitment process.

7.12

Recruitment in ITBP is totally transparent, fair and purely on the basis of performance of the aspirants. No candidate is required to pay any money in cash or otherwise, for recruitment in ITBPF except nominal application fee or fee for RME. If someone approaches them or asks for money or any other favour they may report the matter to the Recruitment Board or the local police.

7.13

Incomplete applications will be summarily rejected and no correspondence on this will be entertained. No application received after the last date as mentioned above will be accepted and ITBP will not be responsible for any electronic, internet related problems, etc. faced by the candidates.

7.14

7.15

All disputes and differences, if any, will be subject to the jurisdiction of the courts within the territorial limits of Delhi only.

7.16

ITBP reserves the right to cancel the recruitment process for administrative or other reasons at any stage of the recruitment process with or without intimation to the candidates. No correspondence/representation will be entertained under such circumstances.
