Senior Consultant-Data and System (one position)

National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking applications from qualified candidates for the above mentioned post purely on contractual basis.

Reporting to: Deputy Commissioner, Child Health, MoHFW

Roles and Responsibilities: To assist Child Health Division in implementation of Home Based Young Care Program under the National Health Mission (NHM) with respect to following thematic areas:

1. Techno-managerial support to Ministry of Health & Family Welfare in Child Health programmes with focus on Planning, review, implementation of all work related to HBYC Program.

2. Develop plans for the capacity building on data analysis and its timely use for planning/budgeting

3. Assist in trainings and capacity building, data analysis and use (including gap analysis/bottleneck analysis capacity building).

4. Data analysis, programme and reviewing situation on quarterly basis for informing to higher officers for decision making.

5. Contribute to/support the preparation/design and conduct/update of situation analysis to ensure timely comprehensive and current data on child health and related factors available to guide policy and development, design and management of nutrition programs/projects.

6. Support technical agency to develop data base management system of HBYC Program reporting.

7. Support IT Agency to develop IT based tool/ Mobile based Application for HBYC reporting.

8. Support States to upload HBYC data on portal and review the program.

9. Liaise with developers to improve application performance through query optimization and establish best practices

10. Optimize the performance of reports

11. Develop Excel-based standard report generation, Provide data management support to users

Eligibility:

1. Master in Computer Application/ Information Technology

2. Minimum of 5+ years experience in the field of data and system development out of which 2-3 years experience of designing of websites/ portal related to health.

3. Familiarity with the Indian health system, key stakeholders and relevant government policies/strategies particularly National Health Mission.

4. Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.

5. Demonstrated ability to work in a multi-disciplinary team environment.

6. Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.

7. Ability to handle a variety of assignments under pressure of deadlines.

8. Willingness to travel to states & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.

9. Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.

Age: Up to 55 years as on last date for receiving application and having sound health to undertake extensive field visits.

Remuneration Range: Between Rs. 90,000/- to Rs. 1,30,000/- per month

Location: New Delhi with willingness to travel to states and districts.
