Sr. DDG, ODISHA LSA, Bhubaneswar, Department of Telecommunications, proposes to fill up the vacant posts in Assistant Director (AD) and Junior Telecom Officer (JTO) cadre on deputation (non-absorption basis) from among the staff working in Central/State Govt., Central/State PSUs and Autonomous bodies as per the details given below:

  1. The above vacancies are provisional and may vary as per the actual requirements at the time of finalisation of the selection.

  2. The eligibility condition applicable for the above posts are given in Annexure-l. Job profile for each cadre is given in Annexure-ll.

  3. The period of deputation initially will be for 3 (three) years and can be extended as per extant guidelines of DoP&T OM No.6/8/2009-Estt. (Pay ll) dated 17.06.2010.

  4. The term and conditions of the deputation as stipulated in DOP&T OM No.AB.14017171189-Estt.(RR) dated 03.10.89 and OM No. 06/08/2009-Estt. (Pay-ll) dated 17 .06.2010 and subsequent circulars if any from DOP&T in this regard are applicable. Pay, allowance, medica! facilities etc. shall be governed as per the above referred DoP&T OMs and subsequent circulars if any in this regard.

  5. The applications of the willing and eligible officials whose services can be spared on their selection may be sent in the prescribed Pro-forma (Annexure-lll and lV) duly recommended by the Head of office / Department with attested copies of the APARs for the last 5 years, lntegrity Certificate and Vigilance clearance to the Director

Eligibility Gondition

1. Assistant Director:-

A) Officer working under the Central / State Govt./BSNL/MTNL/ lTl/TCIL/other PSUs/ Autonomous bodies. i) Holding analogous post of Assistant Director on regular basis in Central/ State Govt. in

the Pay scale of PB2 with Grade Pay of Rs. 4800 (As per 6th CPC; or Level 8 (as per 7th cPC). OR ii) Holding Analogous post (eg. SDE, Sr. SDE etc) on regular basis in BSNUMTNL/ lTl/TCIL/other PSUs. OR iii) Holding Analogous post (eg. JTO etc) on regular basis in PB2 with GP of 4600 in CDA, with minimum of 3 years of regular service in the grade as on the date of this notification.

B) Educational Qualification: l) Bachelor Degree in Engineering or Technology or Equivalent in any one discipline such as Telecom/ Electronics/ Computer/ Radio Engineering/ Electrical. OR ll) Bachelor of Science with Physics and Chemistry OR !ll) 3 years Diploma in Telecom / Electronics / Radio / Computer Engg. / lnstrument technology

G) Working knowledge: . Working knowledge in Computer with database using utility software such as MS Office/

MS Access/ Linux/ RDBMS is desirable. D) Age limit Maximum up to 56 Years as on the date of this notification. E) Work Experience: t) The Otficial should have worked at least for 3 years in establishing or maintaining Telecom/New Generation Telecom network / Mobile / Computer Network. ll) Preference will be given to the officer who has experience of working in DoT/BSNL/MTNUTCI L/lTl.

2. Junior Telecom Officer:-A) Officer working under the Central/ State Govt./ BSNL/ MTNU lTl/ TClUother PSUs/ Autonomous bodies.

i) Holding analogous post of Junior Telecom Officer on regular basis in Central/State Govt. in the pay scale of PB2 with Grade Pay of Rs. 4600 (As per 6th CPC) or Level 7 (as per

7th CPC). OR ii) Holding Analogous post (eg. JTO etc) on regular basis in BSNL/MTNL/lTl/TCIL/other PSUs OR

iii) Holding Analogous post (eg. TTA etc) on regular basis in PB2 with GP of 4200 in CDA, with minimum of 10 years of regular service in the grade as on the date of this notification.

B) Educational Qualification: i) Bachelor Degree in Engineering or Technology or Equivalent in any one discipline such as Telecom/ Electronics/ Computer/ Radio Engineering/ Electrical. OR ii) Bachelor of Science with Physics and Chemistry OR iii) 3 years Diploma in Telecom / Electronics / Radio / Computer Engg. / lnstrumental engineering

ANNEXURE.V

The pay and allowances of BSNL/MTNL staff on deputation shall be regulated as per the following, as amended from time to time:

  1. The pay fixation and admissibility of various allowances/facilities expressly as provided in the DoP&T OM No.6/8/2009-Estt. (Pay ll) dated 17.06.2010 will be regulated accordingly as provided in the OM.

    1. HRA/Transport allowance: The employee on deputation will draw these allowances

    2. w.r.t the option exercised for fixation of pay. if the option is exercised for fixation of pay in the Government, the employee concerned will be governed by the rules of Gol for drawl of HRA/Transport allowance. lf the option is for drawing the scale of pay of the parent organization, the same will be regulated as per the rates admissible to employees of BSNL at the station. BSNL specific allowances viz. Professional Upgradation, furnishing allowance, Outdoor Medical facilities will not be given to BSNL employees on deputation to DOT.
  2. Joininq Time / Joinins Time pav: The joining time, where applicable, will be allowed under CCS (JT) Rules, 1979. Joining time pay will be the pay drawn immediately before the relinquishment of the charge of the post. The JT pay while proceeding and repatriation will be drawn/ borne by the borrowing Department.

  3. TA/Transfer TA: Tour TA will be regulated w.r.t. rules applicable to Central Govt. employees, at par with the corresponding grade of employees. Transfer TA will be borne by the Govt., for both transfer on deputation and repatriation on completion of deputation, as admissible to corresponding grades of employees.

5 Ghildren education allowance: This will be regulated in accordance with the rules in the GOI and the cost will be borne by the Govt., for the corresponding years / blocks as applicable to the period of deputation. ln the event of the official on deputation not availing this facility during his stay on deputation there shall not be any reimbursement/adjustment on accrual basis.

6 Encashment of Leave at the time of LTC: Presently, no facility exists in BSNL. As such, it will not be payable. ln case of subsequent restoration of LTC facilities by BSNL, matter will be relooked into.

7. Pension Contribution in respect of absorbed employees is normally payable to GOI by BSNL on account of pension liability under rule 37 A of CCS (Pension) rules, 1972. Pension contribution in respect of BSNL employees on deputation to DoT shall be exempted from payment to GOI during the period of deputation of the employee in Govt. A remark to this effect will be recorded in the service record of the official during the period of deputation. ln cases of employees covered under EPFO Scheme, employer's contribution shall continue to be paid by BSNL to EPFO. However, DoT shall reimburse to BSNL on a quarterly basis.

  1. Leave salary Contribution will be borne by the GOI as per extant rules in FRSR Part 1.

  2. The deduction of subscription/recovery towards GPF made from the salary of these

employees will be accounted in DoT in respect of the employees who are subscribers to GPF.

  1. The employees of BSNL while on deputation with DoT will be entitled to CGHS facility in accordance with the rules of borrowing organization i.e. as applicable to staff of DoT Units. The CGHS card is required to be surrendered at the time of repatriation.

  2. The family planning allowances will be regulated as per GO!, MoF OM No. 07(39)Elll/7g dated 19thJuly, 1980 under Rule FR27. The Compulsory lnsurance Scheme and Standard License Fees will be regulated as per option of employees.

  3. ln case of any dispute, in r/o interpretations of any of the clauses of this understanding, the decision of Secretary, DoT will be final and binding.
