Senior Consultant (Science & Technology) and PHP Programmer

(as Office Assistant) for State Project Directorate

Rashtriya Uchchatar Shiksha Abhiyan, Maharashtra.

Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a centrally sponsored scheme by the Ministry of Human Resource Development, Government of India to support the State Higher Education system. It provides a fresh approach to address concerns of access, equity and excellence through a reform based approach. The details of the scheme are available at http://www.mhrd.gov.in/rusa

A Technical Support Group RUSA to assist the State Project Directorate (SPD) is to be created to provide technical, strategic, and other support to the implementing bodies and assist in capacity building of all stakeholders for the successful implementation of the scheme.

TISS is seeking dedicated, hardworking and bright people to work as Senior Consultant (Science & Technology) and PHP Programmer (as Office Assistant) with SPD, RUSA Maharashtra.

Type of Contract

The successful candidates will be awarded a fixed-term one year contract which will include a 6-month probation period. Roles and responsibilities and performance appraisal framework will be developed and agreed at the beginning of the contract period.

1. I) Position : Senior Consultant (Science & Technology):

Job Description:

To be involved in implementation of RUSA along with other team members. The main responsibilities will include:

• Liaising closely with the stakeholders in preparing the State Higher Education Plan
  
  
• Monitoring & Evaluation of the implementation of projects taken under RUSA
  
  
• Evaluation of the Project Proposals received under the RUSA Component of Research, Innovation & Quality Improvement
  
  
• Implementation of the quality enhancement initiatives for the faculty
  
  

Essential Qualifications:

• M. Sc. / Ph. D. in case of candidates with Science background with 7 years experience.
  
  
• M. Tech / M. E. / Ph. D. in case of candidates with Engineering & Technology background with 7 years of experience.
  
  
• Candidate should have cleared either National Eligibility Test of UGC/ State Eligibility for lecturer ship or have held Junior Research Fellowship/ Senior research Fellowship of UGC/CSIR.
  
  

Compensation (Consolidated): Rs. 50,000/- to Rs.75,000/- per month depending on the merit of the candidate as decided by the Selection Committee.

II) Position : PHP Programmer as Office Assistant

Job Description :

• Development of a software application for the State of Maharashtra
  
  
• Strong Ability to write and modify codes in PHP
  
  
• Ability to write MySQL queries to extract and process data
  
  
• Ability to code to improve security of the databases
  
  
• Design stable, reliable and effective relational databases
  
  
• Modify databases according to requests and perform tests
  
  
• Aggregate raw data from primary/secondary data sources and maintain visual MIS reports in the form of web application.
  
  
• Gather user requirements and identify new features
  
  
• Develop technical and training manuals
  
  
• Provide data management support to users
  
  
• Ensure all database programs meet company and performance requirements
  
  
• Manage and resolve critical database issues.
  
  
• Strong SQL and stored procedure expertise.
  
  
• Database tuning experience.
  
  

Essential qualifications:

• BE / B.Tech/ME/M. Tech ( Computer / IT Engineering ) , M.Sc. ( Science ) (Computer Science, Computer Science; MIS or related Discipline ), MCA
  
  
• Solid understanding of object oriented programming and design
  
  
• 2-3+ years of professional software/MIS system development experience
  
  
• 2 years experience in Coding in PHP, Database Programming (SQL,PL/SQL)
  
  

• Applied knowledge of Relational Databases, Object Oriented Design, and Data Structures with experience in MySQL
  
  
• Applied knowledge of standard development techniques (SDLC)
  
  

Desired qualifications:

• Knowledge of MVC framework in PHP
  
  
• Exposure to top 10 OWASP vulnerabilities in web sites.
  
  
• Experience in working on IT projects for Government in Maharashtra.
  
  
• Exposure to web hosting in Linux platform (Apache with PHP).
  
  
• Knowledge of XML
  
  
• Strong analytical problem solving skills
  
  
• Excellent verbal and written communication skills
  
  
• Professional business demeanor
  
  
• Customer-focused attitude and desire to interface directly with end-user clients
  
  

Compensation (Consolidated) : Rs. 30,000/- per month.
