VACANCY CIRCULAR

Indian Council of Medical Research (ICMR), an autonomous organization under the Department of Health Research, Ministry of Health & Family Welfare, Government of India invites applications for filling up of the post of Scientist C (Non Medical) (Un-reserved) in Pay Level 11 (Rs. 67700-208700) of Pay Matrix for the Indian Journal of Medical Research unit (IJMR) at ICMR Headquarter, New Delhi on direct recruitment basis. The post is not identified for PWD candidates.

2.(A) Eligibility Condition:

(I) Essential qualifications:

Class Masters degree in Life Sciences (covering Biomedical Sciences, Pharmacology, Zoology, Botany, Bioinformatics, medicine, Dental & Veterinary Sciences, Animal Husbandry, Environment Science, and related applied Life Sciences subjects) from a recognized University with a minimum of 04 years of R & D/Teaching experience in the relevant field after First Class Masters degree.

OR Second class M.Sc degree in Life Sciences as defined above + Ph. D degree in relevant subject from a recognized university with minimum of 04 years of R & D/Teaching experience in the relevant subject after Ph.D.

(II)

Desirable qualifications:

(i)

Additional Post Doctoral research/teaching experience in relevant field/subject from a recognized University/institution.

(ii)

Knowledge of Computer Applications or Business intelligent tools/data management.

Note: Ph.D degree in relevant subjects shall be treated equivalent to three years experience.

(B) Age limit: Not exceeding 40 years as on 29.9.2018.

3. Job requirement:

(i)

To assist Editor-in-Chief, The Indian Journal of Medical Research in:

(a)

editorial processing of manuscripts submitted to the IJMR,

(b)

online processing, peer review of IJMR articles and communication with authors and reviewers,

(c)

database searches related to scholarly communications and

(d)

various processes related to production of IJMR

(ii)

Experience/ Skill of Scientific writing, proof reading and copy editing.

2. The selected candidates will be appointed on direct recruitment basis. Pay & Allowances shall be as per applicable rules. Pension will be admissible as per new restructured defined contribution Pension scheme, contained in the Ministry of Finance, D/o Economic Affairs (ECD & PR Division), Notification No. 5/7/2003 & PR dated 22.12.2003 effective from 1.1.2004.
   
   
   1. Relaxation and Exemption: A) Age relaxation:
      
      
      1. Relaxable up to 5 years for Government servants and ex-serviceman in accordance with the instructions issued by the Department of Personnel and Training from time to time.
         
         
      2. The age limit may be relaxed in exceptional cases for experienced and qualified candidates by DG, ICMR.
         
         

(B) Exemption for payment of examination fee: SC/ST, Women & PWD candidates and candidates residing abroad are exempt from payment of application fee. Certificate for exemption of examination fee and residency proof for candidates residing abroad (wherever applicable), etc. should be submitted alongwith application. Fee, once paid, shall not be refunded under any circumstance nor can the fee be held in reserve for any other examination or selection.

7. How to apply:

A) Candidates should apply in the prescribed form available in ICMR website alongwith following documents:

(i)

Examination fee of Rs. 500/-by means of Demand Draft in favour of Director General, ICMR, New Delhi, wherever applicable.

(ii)

Copy of Matriculation/10th Standard or equivalent certificate/Mark-sheet, issued by Central/State Board, indicating Date of Birth in support of claim of age. Date of Birth Certificate, issued by appropriate authority, where date of birth is not available in above certificate/mark sheets.

(iii) Degree certificate as proof of educational qualifications claimed. In the absence of Degree certificate, provisional certificate along with mark sheets.

(iv)

Certificate(s) of experience should clearly mention the designation, duration (date, month & year), the basic pay and/or consolidated salary, and the nature of duties performed and experience obtained in the employment.

(v)

Applications from employees working in Central/State Govt. Departments/ Public Sector Undertakings/Autonomous Organization and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application will also be considered subject to the conditions that a No Objection Certificate from the employer is produced at the time of personal discussion/interview.

Note: If any document/ certificate furnished is in a language other than Hindi or English, a self-attested transcript of the same should be submitted.

B) (i) The application should be addressed to the Assistant Director General(A), Indian Council of Medical Research, V. Ramalingaswami Bhawan, Ansari Nagar, Post Box. No. 4911, New Delhi 110029, so as to reach on or before 29.9.2018.

(ii) The application received without requisite documents or without fee or incomplete applications or after the closing date of receipt of application, will summarily be rejected without any communication. ICMR will not be responsible for late receipt of application due to postal delay.

8. Selection Procedure:

(A)

The selection will be based on (i) the written test, (ii) publications, experience, awards etc., and (iii) personal discussion / interview.

(B)

The written test would be of 100 marks consisting of 100 objective/MCQ type questions of one mark each for the correct answer. For each wrong answer 0.25 marks shall be deducted.

9. Important Note:

(i)

Outstation candidates, who will be called for personal discussion/ interview, shall be paid restricted to 2^nd class rail fare or actual, by shortest route, whichever is less, subject to production of ticket and in respect of abroad candidates rail fare by shortest route will be defrayed by shortest route from permanent residence in India to place of personal discussion/interview.

(ii)

Applicants should indicate legibly on the envelope Application for the post of Scientist C (IJMR), ICMR Hqrs.

(iii) Any canvassing by or on behalf of candidates or to bring political or other outside influence with regard to selection/ recruitment shall be considered as disqualification.

(iv) No correspondence shall be entertained on the issue related to selection process.
