NECTAR

Applications are invited for the post of Director General of the North East Centre for Technology Application and Reach (NECTAR), an autonomous institution based at Shillong (Meghalaya), in the payscale of Level 15 as per the 7th CPC. The Centre has been set up for promoting the deployment of technologies and services in the states of the North East Region.

Job Description:

(i) The Director General will have the overall administrative control of the Centre and will provide high-level leadership to the Centre in identification and completion of programmes and projects as per mandate of NECTAR. S/he will promote creativity and excellence and create an atmosphere conducive to harmonious functioning of the Centre.

(ii) NECTAR is mandated to:

(a) identify techno-economic gaps to the State Governments in North Eastern Region and the technologies which could be inducted for their resolution,

(b) work with domain experts and with Central and State government funded laboratories to examine the technologies and their induction

(c) provide last mile guidance to reach such technologies to the States,

(d) give fillip to the economic activities in the North East, generate employment through induction and implementation of such technologies.

I. Age limit, Qualification and Experience

(A) Age Limit: Not exceeding 56 years as on 1st July, 2018.

(B) Qualifications:

Essential: Masters Degree in Science or Bachelors Degree in Engineering/Technology from a recognized University/ Institution or equivalent.

Desirable: Ph.D. degree in Science or Engineering/ Technology or M.Tech. in Engineering/ Technology

Experience:

For Direct Recruitment

Essential:

Experience of minimum 20 years in administration and supervision at the Senior Management Level which should include handling of Scientific projects and interacting with State Governments, National/International agencies, technology applications and in-field adoption, technology appraisal.

(c) Experience of dealing with North Eastern State Governments/Projects relating to North Eastern States.

Desirable:

(i) Good working experience/ exposure of commercial activities in Central/State Government Institutions/PSUs/Boards;

(ii) Replication of innovations, and experience of working in backward and rural areas having interaction with farmers, the rural poor etc.

(iii) Experience of handling/supervising scientific projects in any Scientific Department/Organization.

II. Mode of Selection and Terms of Office -

Recruitment/Selection for the post of Director General shall be made through Deputation/Direct Recruitment/ on Contract.

Deputation (Including Short Term Contract)/Absorption:

Officers under the Central/ State Governments/ Union Territories/ Recognized Research Institutions/Universities/ Public Sector Undertakings/ Semi-Government/ Statutory or Autonomous Organizations:-

Holding analogous post in HAG (Rs.67,000 -annual increment @ 3% - Rs.79,000) / Level 15 (Rs.1,82,200- Rs.2,24,100) on regular basis;

OR

with three years regular service in PB-4 + GP Rs.10,000 / Level 14 (Rs.1,44,200 Rs.2,18,200)

AND

Possessing educational qualifications and experience as prescribed for Direct Recruitment.

Note: The period of contract/deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/ department shall ordinarily not exceed five years. The maximum age limit for appointment by deputation shall not be exceeding 56 years (as on the closing date of receipt of applications). Age of superannuation is 60 years or as laid down by Government of India from time to time.

Matters relating to the terms and other conditions of service of the Director General, with respect to which no express provisions has been made above, shall be governed by the Bye Laws of NECTAR.
