The below mentioned vacant posts of Group B (non-gazetted) on the establishment of the coastal districts of Maharashtra State Police & Brihan Mumbai Police are to be recruited by way of nomination as per the recruitment rules 2016, for which applications are invited by ONLINE process from desirous applicants fulfilling the criteria.

The recruitment rules 2016 for the posts of Police Sub Inspector First class Engine Driver & Police Sub Inspector Second class Master in the Police Motor Transport section of Police department will be applicable to the candidates submitting application form for the above mentioned posts.

The above mentioned posts have been advertised, taking into consideration the number of posts which may fall vacant by the end of 31/12/2016. These posts have been calculated as per the backlog of previous social reservation & roster.

The candidates selected category wise & serially merit wise in the select list, will be appointed category wise on this establishment, where there is requirement in accordance as per vacancies created.

Hall tickets will be provided to the candidates 7 days before the examination in their respective profile. Candidates need to download and keep the copy of the hall ticket and bring it along during the examination, failure to which candidate wont be allowed in the examination centre.

The application link for filling the Application form will be closed on 01/05/2017 date at 23:59 hrs. Candidates are required to pay the respective fees or generate challan (In case of payment through SBI challan) and keep a copy of the same in the given time (i.e before last date of application).

Candidates who are paying the examination fees through Challan, are required to pay the same at SBI branch till 03/05/2017 date during working hours of the bank. Payment done after the given date will not be termed as valid and also No Refund for the same will be provided.

- The candidate who fulfill the physical & educational requirements shall be required to appear for a physical fitness test. The physical fitness test shall be of total 100 marks as follows :--

Candidates securing a minimum of 50 percent marks in the physical fitness test will be eligible to be called to appear for a written test of 75 marks on the basis of merit in the ratio 1:15 of the vacancies advertised in the respective categories.
The Written Test shall include the following subjects:-

General Knowledge & current affairs.

Knowledge of marine engines and repairs. The test shall be of objective type.

Interview (25 marks):
-
(a) After amalgamating the marks of physical fitness test and written test, the candidates shall be called for Interview on the basis of order of merit in the ratio of 1:8 of the vacancies advertised. All candidates who have secured the same marks as those of the lowest eligible candidate in each
category as per the set ratio after amalgamating the physical fitness test and written test marks will be called for the Interview.
Explanation.- After the written test, the marks of the physical fitness test and written test will be amalgamated and on the basis of order of merit, candidates shall be called for interview in the ratio of 1:8 in each category. For example, if there are 10 vacancies in the Scheduled Cast category and 5 vacancies in the Scheduled Tribes category, then 80 (8x10) candidates shall be listed on merit of the amalgamated marks in the Scheduled Caste category and 40 (8x5) candidates shall be listed in the Scheduled Tribes category. However, all candidates in the Scheduled Caste category, who have secured the same marks as the Scheduled Caste candidate at the 80th rank, will be eligible for interview. Similarly, all Scheduled Tribes category candidates who have secured the same marks as the Scheduled Tribes candidates ranking 40th shall be eligible for interview under the Scheduled Tribes category.

Appointment criteria to this post by way of nomination is as below
By nomination from amongst the Ex-servicemen from Indian Navy who has worked as a Leading Mechanical Engineer having at least one year practical experience in that post OR from amongst the Ex-serviceman from Indian Coast Guard who has worked as Uttam Yantrik or Pradhan Navik (ME) having at least one year experience in that post OR from amongst the candidates in the Launch Section of the Police Motor Transport, Police Department who is, holding the post of Assistant Sub-Inspector Engine Driver, and completed minimum three years regular service in that post; or who is holding the post of Police Head Constable Khalashi (Engine Side) and completed minimum
five years regular service in that post; or who is holding the post of Police Constable Khalashi (Engine Side) and completed minimum eight years regular service in that post fulfilling the below conditions
(i) who are not less than twenty-four years and not more than forty years of age:
Provided that, the upper age limit shall be relaxed up to five years in respect of candidates who are already in the service of the Government & backward class candidates.

IMPORTANT CONDITIONS IN ACCORDANCE WITH THE RECRUITMENT RULES FOR THE POSTS OF POLICE SUB INSPECTOR FIRST CLASS ENGINE DRIVER & POLICE SUB INSPECTOR SECOND CLASS MASTER.
1. Probation period.
-A person appointed to the post mentioned in rule 3 and 5 by nomination shall be on probation for a period of six months. During the probation, he shall be required to complete successfully three months basic police training in the institute specified by the Government and three months field training at the coastal district launch unit in the State and satisfactorily complete the probation period. If he does not complete the said training successfully or does not complete the probation period satisfactorily or is not found suitable for the post, then his services shall be liable to be terminated.

.-A person applying for the post mentioned in rule 3 and 5 by nomination shall be required to produce Domicile Certificate of Maharashtra State:
Provided that, the Ex-serviceman of the Indian Navy, Indian Coast Guard and the State Police Department candidates shall not be required to produce Domicile Certificate of the Maharashtra State.

Relaxation of experience.-
Notwithstanding anything contained in rule 3 and 5, if at any stage of selection, the Selection Committee is of the opinion that the posts in nomination quota cannot be filled in due to non- availability of sufficient number of candidates possessing the requisite period of experience, belonging to Scheduled Castes, Schedule Castes converted to Buddhism, Scheduled Tribes, De-notified Tribes and Nomadic Tribes, then the Selection Committee may in the matter of such selection, relax the period of experience for the period of one year and select the suitable candidates belonging to such castes and tribes for appointment.

Examination.-
A person appointed to the post, mentioned in rule 3 and 5, shall be required to pass examinations in Hindi and Marathi languages according to the rules made in that behalf, unless he has already passed, or has been exempted from passing those examinations.

Certificate of Computer Operation .- A person appointed to the post mentioned in rule 3 and 5 shall be required to possess a Certificate in Computer Operation prescribed by the Directorate of Information Technology, Government of Maharashtra, from time to time.

Medical fitness.-
The medical fitness of a person appointed to the post mentioned in rule 3 and 5 shall be certified by a Government Medical Officer authorized in this behalf. The medical test shall consist of tests for squint-eye, color blindness, knock knees, flat foot, skin and chest diseases and any other medical tests prescribed by the Government of Maharashtra or Director General of Police, from time to time.

Tests after appointment.-
A person appointed to the post mentioned in rule 3 and 5 shall have to undergo a psychological test to ascertain suitability and fitness for serving in the Police Force. The test shall be conducted within two months of appointment at any Police Training School selected by the Special or Deputy Inspector General of Police, Motor Transport, Maharashtra State, Pune. Psychological test shall be conducted by competent Medical Officer of Government Medical College. Candidates found unsuitable for these posts in the said psychological test shall be liable to be terminated from the service.

Transfer .-
A person appointed to the post mentioned in rule 3 and 5 shall be liable for transfer anywhere in the coastal districts or Police Launch Workshops or Coastal Headquarters in the State of Maharashtra and Mumbai City.

Act and Rules applicable to the posts.-
A person appointed to the post mentioned in the rule 3 and 5 shall be governed by the Maharashtra Police Act 1951, the Bombay Police Manual, 1959, the Bombay Police (Discipline and Appeal) Rules, 1956 and similar other rules or orders prescribed by the Government and the Director General of Police, Maharashtra State, Mumbai, from time to time.

Instructions regarding social / parallel reservation:-

Backward class reservation
In case of candidates fulfilling criteria & those who fall under the categories to which the creamy layer principle is applicable, will have to produce the non-creamy layer certificate issued by the competent authority for the latest year i.e. for the financial year 2015-2016 OR 2016 - 2017 stating they do not come under the upper class / creamy layer category. This certificate should be for the period up to the last date for filling of the application form or prior to that date.
If the date of issue of the certificate & financial year is not mentioned on the certificate, such certificate will not be held valid. Also the caste mentioned in the non creamy layer certificate shall be in accordance with the caste certificate held, otherwise the caste wise reservation as per the caste mentioned on the caste certificate cannot be availed.
The candidate should hold both the caste & non creamy layer certificate. If the caste & non creamy layer category is mentioned on one certificate, such certificate will not be held valid as a caste certificate. While submitting the certificate candidate should ascertain the full name, issue date, etc. date of self information on the certificate. Certificates having mention of wrong name / date of issue not properly visible / overwriting on certificates not signed by competent authority will not be treated valid. Submission of valid certificate is the responsibility of candidate.

Women reservation -

Women candidates fulfilling he criteria should apply by their maiden name (by birth) & if they are married then they should mention their name after marriage.

Specific mention should be made without fail regarding age, educational criteria, backward class, women, sportsman etc. If this not claimed in the respective space provided in the application form, such claim shall not be considered.

The women reservation will be parallel reservation category wise. In case women in the respective categories are not available for the posts for women reservation, then in such cases the posts will be filled with general candidates in the respective categories without inter changing the reservation.

To avail the 30% women reservation facility, open category women candidates fulfilling the criteria will have to produce a valid non creamy layer certificate issued by a competent authority. Women candidates failing to produce such certificates will not the right to avail the 30% women reservation facility. To avoid this, if non creamy layer certificate it not possessed &
women candidates are willing to fill up the application form online, then they can apply online as a open category general candidate subject to the terms & conditions.

(iii) Sports Category Reservation
Candidates fulfilling the criteria who wish to avail the facility of sports category reservation, should submit the State level (inter district) medal winner, All India University medal winner, national level representation, international level representation certificate for the sports events mentioned
in the GR No G. Gv-2002/|.G.68/G-2, dt. 30th April 2005 issued by the School Education &
Sports department & directives issued by the Government, in this case from time to time, on the day of scrutiny of the papers & the last date of filling up the online application form or before that. Note:- 1. The level of the sports certificate it is to be examined by the Sports Directorate, Pune (not by their representatives), hence, sports certificate obtained from any other authority will not be treated valid..
2. To avail the sports category reservation facility, the sports related certificates submitted by the candidate will be sent to Director, Sports & Youth Service Directorate for final scrutiny, & candidate will be given appointment subject to validity received at final scrutiny.

Special instructions to candidates regarding online application form & certificates

Candidate cannot make any changes in his / her name, fathers name, mothers name, date of birth, claimed reservation category, his self photograph & signature etc. once the application is registered. But if the information is filled & prior to pressing the SUBMIT button, he can make changes in his / her address, other information, educational information etc. if finds the information filled is incorrect with prior verification. In case candidate wishes to change the information filled, after he presses the SUBMIT button, then he / she can cancel the application by visiting his profile & click cancel button.
Cancel application button will be obtained by such candidate, who has deposited the application from fee, Application fee will not be refunded once the initial filled application is cancelled. Once the initial application is cancelled, the candidate will have to submit the application again, for which he / she will have to pay the application fee again.

If any type of crime or suite is registered against the candidate, it is necessary to inform / disclose the present status of the crime / suite. Also if he / she is acquitted from any type of crime / suite, it is necessary to provide the information of the same.

Important note

The candidate should clearly mention in his / her application the age, educational criteria, the claim for backward as well as creamy layer category, women reservation / sports category reservation. Candidates who qualify the physical measurements, their scrutiny of certificates will be done. During the certificate scrutiny, candidates will have to submit the original copies of the certificates which are related to this process & also two Xerox copies duly attested by the competent authority. The receipts for availing certificates submitted by the candidate will not be treated as valid. If original certificates are not produced candidate will be disqualified. Except caste verification certificate, all other required certificates should be up to the final date i.e. last date for submission of the online application.

Candidates failing to produce such certificate during the scrutiny of documents, cannot avail the caste reservation / parallel reservation facility. Also in case of candidates who do not possess caste certificate / non creamy layer certificate can submit the online application form as a open category candidate.

During the recruitment process, if any candidate remains absent for scrutiny of documents, physical test, written exam on the given date & time, he will be disqualified from the recruitment process, In any case for these tests candidates will not be given next date for any of the tests or any correspondence will be done to the candidate in this regard. The request made while submitting the application form for social / parallel reservation, only the certificates pertaining to social / parallel reservation will be considered during document scrutiny. No other certificate pertaining to social / parallel reservation will not be considered during document scrutiny. The certificates / documents as claimed in the application form are not possessed, the candidature of the candidate will be cancelled.

Candidates fulfilling all the conditions / all related documents will be held qualified for further tests.

While attending the document scrutiny, candidate should bring along with him a print of the application submitted (having note of registration ID), recruitment admission card copy (of hall ticket) & latest four passport size photographs.
