National School Safety Programme (NSSP)- A Demonstration Project

A. National Disaster Management Authority (NDMA) is implementing the National School Safety Programme Demonstration Project a 100% Centrally Sponsored scheme in collaboration with the Ministry of Human Resource Development (MHRD) and in partnership with the 22 States/UTs Governments of the Country falling in earthquake seismic zone IV & V. For setting up the Project Management Unit (PMU) at NDMA Office in New Delhi. NDMA invites applications for the position of Sr. Consultant (Policy) NSSP which will be filled up on the basis of contract for the period of two months. The contract may be extended with mutual consent based on need and performance. In this regard, a Term of Reference (ToR) and format of application is attached herewith as Annexure-A and Annexure-B respectively

B. General Conditions:-

a. Candidates applying for more than one post should submit separate applications.

b. Candidates will have to produce the proof of details furnished in their applications, in original as and when required.

c. Application received after the due date, unsigned applications, applications where the post number is not filled in/not filled in correctly and applications incomplete in any respect will not be considered.

d. Only Indian Nationals need apply.

e. Canvassing in any form will be a disqualification.

f. It may be noted that if, at any stage, it is discovered that an attempt has been made by the applicant to wilfully conceal or misrepresent the facts, his candidature will be summarily rejected or his employment terminated.

g. The applications must be sent in neatly typed-out form in A-4 size paper.

h. Application received after due date will not be considered.

i. Persons working in Government/Public Sectors Undertakings/Autonomous Organizations should submit their applications through proper channel.

j. Candidature shall be IT savvy, well versed with MS office and has to do all the typing related work on his/her own.

Annexure-A

Terms of Reference (TOR)

Post Title: Sr. Consultant (Policy) NSSP, NDMA

Duty Station: National Disaster Management Authority (NDMA), New Delhi, India

Duration: For a period of two months

The Sr. Consultant (Policy), NSSP will be attached to NDMA to review various documents related to School Safety and will write the content of the draft National Policy Guideline on School Safety. He/She shall be attached to the Secretariat of Member (MA), NDMA and work under the direct supervision of Member (MA). Member Designate School Safety and Member (Policy and Plans) will jointly review the progress of work of the Consultant.

Duties and Responsibilities:

Review of documents (orders, guidelines, memos) issued by the Ministry of Human Resource Development, relevant government orders of States/UTs and other documents on best practices on School Safety

Presentation of the framework for Draft National Policy on School Safety to the Core Group on National School Safety Policy.

Preparation of Draft National Policy on School Safety reflecting recommendations to be made for inclusion of school safety holistically in RTE (Right to Education);NPE(National Policy on Education) and WSDP (Whole School Development Planning ) of SSA (Sarva Shiksha Abhiyan).

Deliverables:

1. Weekly progress report

2. Draft National Policy on school safety reflecting recommendations to be made for holistically addressing school safety in RTE ,NPE and WSDP of SSA

3. Draft Policy : 1st Draft within 4 weeks

Final Draft within 8 weeks

Knowledge and Skills

Knowledge of DM Act, 2005 and National Policy on DM, 2009.

Good understanding of initiatives under Disaster Management and Education in India

Good understanding of flagship schemes of Ministry of Human Resource Development(MHRD) including SSA.

Good understanding of flagship schemes of State Governments in education sector.

Good understanding of the administrative functioning of Government setup at the National State and District Level

Education and Experience:

Masters degree in any of the Social Sciences stream or in disaster management or MBA in disaster management

10 years experience in the field of disaster management/education sector in Central/State Government/NGO engaged in disaster management and experience in drafting of policy documents of Government of India.

Retired Government employees (i) with the Grade Pay of Rs 10000/- and above (ii) with at least 10 years experience in the required domain of Disaster Management/Education Sector and as specified in the TOR for specialization/field would also be eligible for this position.

Persons with Ph.D Degree in the relevant field are required to have minimum experience of 7 years.

Should have exposure of having prepared technical reports and technical proposals

Languages:

Full proficiency in English including excellent writing skills. Working knowledge of one Indian language preferably Hindi would be an asset.

Knowledge of MS office and proficiency in typing and willingness to undertake responsibilities without any secretarial assistance.

Remuneration:

Rs.70, 000/- plus Rs. 8000 local conveyance per month.
