Experience: The Consultant should have at least 5 years of administrative/technical experience in the discipline, preferably at regional/national level. Persons with Ph.D in the relevant field are required to have minimum experience of 3 years. Retired Government Employees (i) with the Grade Pay of Rs 7600/- and above (ii) with at least 5 years experience in the required domain field, as above would also be eligible for this position. Persons with Ph.D Degree in the relevant field are required to have minimum experience of 03 years. Consolidate Fee: Rs. 50, 000/- plus Rs. 4, 500/- as local conveyance. Age Limit: Maximum age limit 65 years. - 6. Deliverables:
- i. Follow up of the implementation of National Guidelines on Management of Cyclones circulated by National Disaster Management Authority to various agencies.
- ii. Evolve a monitoring framework amongst the associated stakeholders and facilitate formulation of policies, programmes and pertaining to cyclone management.

- iii. Preparation of status note on cyclone management in different states and identification of local best practices for implementation in other areas.
- iv. Assist in better management of cyclones by providing and suitable inputs for intervention and develop the programme module for efficient mitigation practices.
- v. Research on international best practices on cyclone early warning system and suggestions for necessary measures in the context of India and state specific enhancement of early warning system accordingly.
- vi. Study of the cyclones in the country and suggest appropriate measures for mitigation of cyclones vis-a-vis early warning, rescue, relief and reconstruction programme to be taken by the concerned Ministries/ Organizations of the Central Government and the State Government.
- vii. Assist in coordinating the activities related to National Cyclone Risk Mitigation Project. The risk mitigation project aims at assisting the central ministries, departments and state governments to address the issues of preparedness and mitigation to minimise the vulnerability and the consequent loss of lives, livelihood systems, property and damage to infrastructure and public utilities.
- viii. Workout programme for capacity building, and identify the key institutions and organizations working in this area.
- ix. Formulation of strategy for effective and efficient management of cyclones in the country.
- x. Any other assignment/ work on the subject which can be given by the Member concerned.
- II. Precise statement of Objectives:
The consultant will assist NDMA in better management of cyclones by providing scientific and technical support. The Consultant is expected to identify specific areas of interventions and assist Member, NDMA in developing programmes and projects for efficient cyclone management.

- III. Outline of the tasks to be carried out:
In addition to the deliverables, following tasks may be performed:
- (a) Advise Member, NDMA on various issues of cyclone management.
- (b) Assist in Seminar/Workshops/Meetings/Conferences.
- (c) Provide scientific and technical support and identify specific areas of interventions.
- (d) Any other necessary work for overall management of cyclone.
- IV. Schedule for completion of Tasks: Initially the consultancy will be for a period of three (3) years with a possibility of extension by upto two years.
- V. Support or inputs to be provided by NDMA to facilitate the Consultancy:
Member, NDMA incharge of Cyclone will provide guidance to the Consultant.
- VI. Final outputs that will be required of the consultant at the end of the consultancy period should be specified
Action Taken Reports submitted annually and will form the basis for further extension of the consultant as the activity is perennial in nature. The annual report on work done by the consultant should be submitted at the end of year.
