Terms of Reference Consultant-Healthcare Financing (HCF)

National Health Systems Resource Centre (NHSRC) has been set up under the National Health Mission (NHM) as an autonomous registered society, to providetechnical assistance and capacity building support to the states for strengtheningthe public health system. The NHSRC is also mandated to contribute towards National strategic health planning and programme design.

The position offers you an opportunity to participate in the process of strengthening primary health systems, improving health service delivery and enabling positive health outcomes, through hands on implementation assistance at national, state and district levels. Working with NHSRCs trans disciplinary team, you can discover, adapt, co-create and test solutions to multiple challenges related to service delivery systems, primary health care, human resources for health, community processes, health financing, quality of care, public health planning and health promotion.

Healthcare Financing Division, NHSRC has a mandate to work on:

Institutionalization of health accounts in India and the States, Develop framework/systems for rationalization and improvement of fund flows under National Health Mission with a focus on performance based payments Documentation of strategic purchasing and best practices in healthcare financing models to improve efficiency, quality of care and equity. Costing of healthcare services for appropriate pricing of public health services and health insurance packages

The Consultant (HCF) is required to accomplish the following tasks:

a) Support production of annual health accounts for Union and states using health accounts production tool.

b) Support improvement of methodologies and identification/use of new data sources for health accounts. Conduct large scale surveys to get health expenditure data from Enterprises and NGOs.

c) Support work on concepts related to Financing of Universal Health Coverage and methods for monitoring financial progress towards UHC and SDGs.d) Publish research regarding healthcare financing policy, budgetary allocations and expenditures and household out of pocket expenditures.e) Support documentation of strategic purchasing and best practices in healthcare financing models to improve efficiency, quality of care and equity.

f) Support Costing of healthcare services and work on team based performance incentives. g) Participate in expert meetings, committees of the government/ other institutions representing NHSRC on aspects related to healthcare financing

h) Assist Healthcare Financing team in organizing workshops, seminars, conferences and trainings at central, regional, district and facility level; on the theme of Healthcare Financing in general.

i) Any other task as assigned by Advisor/Team Lead Healthcare Financing and Executive Director, NHSRC

Qualification: Qualification: Medical/ Dental/ Ayurveda degree from a reputed Institute with a Masters qualification in Public Health/Health management or Health Financing; MBA (Finance) or Doctorate or M.Phil. in economics with work in health financing Masters In Economics could also be considered provided the candidate has published papers related to health.

Experience: Minimum 3 years post qualification experience of working with health sector with focus on healthcare financing.

Other Qualities:

Team player, show ability to work with government officials, administration, community representatives, and other domestic/ international partners. Excellent communication skills (including written and presentation skills) in

English and a working knowledge of Hindi. Computer proficiency including MS Office (Word/Excel/PowerPoint) and ability to

undertake search Engine based research. Knowledge of statistical packages (like EPIinfo/SPSS/Stata/SAS) is desirable.

Ability of multi-tasking and adherence to tight timelines under increased workpressure. Strategic thinking and leadership skills

Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.

Age Limit: 50 years & below. Age can be relaxed for a suitable candidate.
