Lead Consultant-Janani Suraksha Yojana (JSY) & Direct Benefit Transfer (DBT) / (One Position)

National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking applications from qualified candidates for the above mentioned post purely on contractual basis.

Roles and Responsibilities:

Responsible for roll-out and expansion of Direct Benefit Transfer (DBT) for JSY payments and achievement of overall programme targets (number and quality) in assigned states/districts by facilitating continuous improvement in JSY performance through supportive supervision/mentoring of staff at states/districts

Assessment of progress on DBT roll-out through, e.g., analysis of reports received, data available through PFMS reports, field visits, etc.

Participate in DBT review and coordination meetings in Department of Expenditure, UIDAI etc.

Periodic field visits to Districts/facilities (minimum of 100 days in year) and in particular, observation of delivery of services to identify strengths and weaknesses and discuss and agree steps to overcome the latter. Follow up to ensure that the agreed steps are implemented

Appraisal/review of JSY plans of State PIPs and suggest appropriate actions to strengthen these. Follow up to ensure that suggestions are satisfactorily addressed in the revised State PIPs

Review of existing guidelines and suggest modification/preparation of revised guidelines and their dissemination.

Assistance to States to bring about continuous process improvement in planning and monitoring systems towards improving service delivery/quality.

Delivery of all the above tasks in a time bound manner

Eligibility

Post graduate degree in Social Work/ Health management/ MBA from a reputed or recognised institution.

Minimum 7+ years of experience out of which 3-4 years in RCH programmes with the government at national or state level. Prior experience in implementation of DBT at the national or State level is preferred.

Familiarity with the public health system, relevant government policies/ strategies, particularly National Health Mission and State Health Societies.

Good understanding of strong number skills and experience in financial analysis, programme management, capacity building and supervisory support.

Strong interpersonal, communication and team-work skills.

Preference will be given to candidates who have worked on NHM/RCH at national or state level.

Formal educational qualification, experience and age could be relaxed when there is a published work of high quality or whenever there is work experience of specific relevance

Age: Upper limit 55 years as on last date for receiving application and having sound health to undertake field visits. Remuneration Range: Between Rs. 1,30,000/-to Rs. 1,50,000/-per month. Location: Delhi
