Terms of Reference Senior Consultant-HMIS (NUHM)
National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking applications from qualified candidates to work for the National Urban Health Mission (NUHM) for the above mentioned post purely on contractual basis.
Roles & Responsibilities:
Support and coordinate with the Centre and States in identifying gaps and areas for effective implementation of NUHM including monitoring and reporting .
Effective Coordination with HMIS/Statistic division of Ministry and analysis of HMIS data.
Able to triangulate data with various sources like HMIS, NFHS etc.
Preparation of periodic reports on programme performance
Plan and conduct programme evaluation studies
Develop mechanism to capture data generated at various levels in a effective, timely and accurate manner ensuring quality Identify areas to strengthen MIS, make recommendations and support strengthening initiatives Dissemination of information based on programmes monitoring data to the States/ULBs Provide training to State & District level officers on various aspects of HMIS including data reporting and
utilization of data, Responsible for developing indicators/templates of reports/dash boards/score-cards as per requirement of the Ministry/other stakeholders Undertake periodic field visits to States/UTs and districts to review HMIS data quality, identify challenges and support States/UTs for overcoming these challenges, organising trainings etc.
Responsible for evaluation of Program Implementation Plan (PIP) of States/UTs with respect to HMIS. Liaison with States/UTs for ensuring adherence to norms and provide inputs to states as required for revision and submission of final PIPs
Undertake other assignments, which may be assigned from time to time by the Reporting Authority.
Eligibility:
Post-graduation degree/ diploma in health management/public health/Statistics/information technology/ Health Informatics.
At least 5 years of post-qualification work experience in the field. State level experience would be considered and desirable. Work experience in the relevant field will be given due weightage.
Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point, SAS, SPSS etc.
Good communication and presentation skills, analytical and interpersonal abilities, good oral and written communication skills in English.
Preference will be given to candidates who are having working experience of SAS, VDD and WRS softwares and also to those who have worked for at least two years at national or state level health MIS.
Demonstrated ability to work in a multi-disciplinary team environment.
Willingness to travel to States & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines.
Remuneration Range: Between Rs.90,000/-to Rs.1,30,000/-per month.
Age: Upper limit 50 years as on the last date of receiving application.
