SHORT NOTICE FOR WALK IN INTERVIEW

The pre construction activities w.r.t below mentioned project under the jurisdiction NHAI, PIU-Durgapur is under progress, which involves various activities relating to land acquisition to be completed within a short span of time:

Rehabilitation and upgradation of existing road to 2- lane with paved shoulders configuration of NH-32 (from KM. 70.524 to KM.84.400 and from KM. 94.300 to KM. 153.705 ) in Puruliya (JHR Border)- Balrampur - Chandi (Junction with NH-33) section in the State of West Bengal and Jharkhand Under NHDP IV-B on EPC mode.

The above projects 20.805 Km. is in Saraikela district in the state of Jharkhand as detailed below:

In order to carry out various works related to land acquisition work and coordinating with the office of CALA under NH-Act 1956 in Saraikela district, this office requires One (01) no. Consultant (Land Acquisition) (Retired State Govt. Revenue Officer) (to be working from CALA, Purulia office), having not less than 10(Ten) years experience in this field. The engagement of the selected Consultant (Land Acquisition) will be purely on short term contract basis.

A walk-in Interview will be held on 05.07.2018 at 12:30 pm at National Highways Authority of India, Project Implementation Unit - Durgapur, NHAI Complex, Sector 2(A), Bidhannagar, Durgapur 713212, West Bengal. Retired Revenue Officer may visit the office of undersigned with relevant documents on aforesaid date & time. Terms & Conditions of engagement attached as annexure-A

Annexure A

TERMS AND CONDITIONS FOR ENGAGEMENT OF CONSULTANT (LAND ACQUISITION) (RETIRED STATE GOVT. REVENUE OFFCIER) ON PURELY SHORT TERM CONTRACT BASIS

1) Scope of Service :

The major scope of the work of the Consultant (Land Acquisition) are as follows.:

To provide Assistance to the Project Director regarding the following aspect.:

a) Consultant (Land Acquisition) thus engaged would be placed in the office of CALA for assisting in performance of tasks such as preparation of notifications / Awards and disbursement of compensation under section 3A/3D/3G/3H of the NH Act, 1956.

b) Verification of structure, plot and 3G estimate etc.

c) Timely issue of notification under section 3(A) and 3(D) of NH, Act 1956.

d) Information regarding status of land already acquired/to be acquired and Land Acquisition Compensation deposited with CALA.

e) Coordinating with District competent Authority & officials of other concerned department for land acquisition.

f) Collection of data required for land acquisition.

g) Expediting declaration of award & compensation disbursement.

h) Mutation of acquired land in favour of Central Government, in record of right.

i) Monitoring/Obtaining utilization certificate of fund deposited with CALA.

j) Monitoring/Providing information regarding Court Case relating to Land Acquisition.

k) Any other activity including field work as directed by Project Director time to time for completion of Land Acquisition activity for Saraikela District.

2) Duration of Engagement :

The engagement shall be for a period of six months and from the date of joining. The contract can be terminated at any time without notice and without assigning any reason. In the case of termination, no compensation will be payable. Extension/Termination of service be solely dependent upon discretion of NHAI. Service rendered on contract with NHAI shall in no way give any right to claim regularization/absorption in the Organization.

3) (A) Expected profile of Consultant (Land Acquisition):

i) Should be a retired Revenue Officer of the State Government.

B) Minimum Experience : 10(Ten) years experience in the relevant field. Preference shall be given to personnel residing in the area who is conversant with local survey maps and revenue records.

C) Terms & Conditions :

I. Personnel engaged is to report to/or wok under Project Director, PIU-Durgapur.

II. Remuneration payable to such individual per month as per NHAI/Policy Guidelines/Strengthening PIUs for acquisition of land/2017 no. 7.1.53/2017, dated 28th July 2017 (Annexure-B enclosed).

III. Personnel engaged is to assist Project Director in all matters pertaining to land acquisition.

IV. Extension of period of engagement beyond six months will be considered on case to case basis as per discretion of Project Director and approval of Competent Authority.

REMUNARATION PAYABLE TO CONSULTANT (LAND ACQUSITION)

1. Remuneration payable to consultant (LA) shall depend upon the period within which 02 distinct milestones are accomplished, the first milestone being publication of 3D notification subsequent to 3(A) notification, while the seconds milestone would be accomplished upon completion of disbursement of compensation subsequent to declaration of award.

2. The graded schedule of remuneration payable to Consultant (LA) each month for accomplishment of each milestone shall be as follows:

*Monthly emoluments being equal to last pay drawn minus pension.

3. An incentive equivalent to 04 times of last pay minus pension shall be payable as one time incentive upon accomplishment of each milestone within a period of 04 months (as stated above; publication of 3 D Notification subsequent to 3A Notification being the first milestone, and completion of disbursement of compensation subsequent to declaration of Award being the second milestone).
