Online applications are invited for filling up one vacancy for the post of Scientist D (Medical) in the area of Genetics in Pay Level- 12 (VIIth CPC)- equivalent to pre-revised scale, PB-3 (Rs. 15,600-39,100) + Grade Pay Rs. 7600 at ICMR-NIRRH, Mumbai on or before 29th May, 2018, under the ICMR Health Research Scientist Cadre Rule, 2007, as amended from time to time.

Essential Qualification:

(i) Post graduate degree (MD/MS/DNB) in Pediatrics/Obstetrics & Gynecology/ Medicine with five years R & D/ teaching experience or post graduate diploma in related medical subjects with six years of R & D/ teaching experience in the related subject after MBBS degree from recognized university.

Or

MBBS degree recognized by MCI or equivalent degree from recognized University with Eight years R&D/ teaching experience in the field of Pediatrics/Obstetrics & Gynecology/Medicine from recognized Institute(s) after obtaining essential qualification

(ii) Minimum 2 years experience in a managerial position to handle R&D projects in a team effectively in a directing capacity.

Desirable Qualification:

(i) M.D/MS/DNB or Post graduate diploma in Pediatrics/Obstetrics & Gynecology/ Medicine from a recognized University.

(ii) Additional post doctoral research/ teaching experience in Genetics/Child Health from a recognized University.

(iii) Knowledge of Computer Applications/ data management.

Job Requirement:

(i) The candidate is expected to attend patients of genetic disorders, identify genetic syndromes, perform common genetics tests and render genetics counseling, perform prenatal detection of birth defects using sonography and laboratory

methods.

(ii) He/She would also be responsible for leading projects involving research in the areas of genetics.

(iii) The candidate would be responsible for teaching genetics to medical students and research fellows.

Age Limit & General Relaxation clause:

Not exceeding 45 years. Relaxable upto 5 years for Government servants and SC/ST candidates, 3 years for OBC candidates and 10 years for Persons with Disabilities (PWD) candidates in accordance with the instructions issued by the Department of Personnel and Training from time to time in this regard.

One time age relaxation is also allowed to Scientific and Technical Staff working in long term projects in ICMR Institutes/Centres provided they meet essential qualifications and experience for the post with a view to provide them opportunity to compete with other candidates as per provision made under HRSC rule 2007 (as amended from time to time) vide Councils letter No.6/1/2007-Admn.II dated 28.3.2011.

Age, qualification and experience will be relaxable in deserving cases as mentioned in the Recruitment Rules of Health Research Scientist Cadre of ICMR, 2007 under Rule 14 and Notes 1 & 2 of Schedule III (as amended from time to time)

Other Service Conditions:

1) Allowances as per Central Government Rules are admissible on the above pay scale.

2) Benefits of new restructured defined contributory pension system are admissible as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECD & PR Division). Notification No. 5/7/2003- ECD & PR dated 22.12.2003 effective from 1.1.2004.

3) Private practice is not allowed. However, non-practicing allowance is admissible as per rules.

4) Applications from employees working in Central/ State Govt. Departments/ Public Sector Undertakings and Govt. funded research agencies must be forwarded through proper channel. Advance copies of application will be considered subject to the conditions that a No Objection Certificate from the

employer is produced at the time of personal discussion. Application received after the closing date will not be considered. Candidates called for personal discussion/ interview have the option to answer in Hindi also.

How to apply:

1) Online applications to be submitted at ICMR website www.icmr.nic.in or NIRRH website www.nirrh.res.in on or before 29th May, 2018; 5.30 pm.

2) Application forms (hard copy of online application) duly completed in all respects and signed by the applicant should be sent to the Director, ICMR-National Institute for Research in Reproductive Health, J. M. Street, Parel, Mumbai- 400012, so as to reach on or before 8th June, 2018.

3) Attested copies of the following documents should be enclosed with the application:-

a) Proof of Date of Birth

b) Educational qualification

c) Experience in the relevant areas

d) Caste and Disability Certificate (As applicable)

4) List of Publications with impact factor & citation, role in clinical & Therapeutic / public health impact of contribution of candidate, list of extramural projects whether R&D sponsored/contractual and whether as PI/Co-Investigator to be provided, while filling online application.

5) Demand Draft/ Indian Postal Order (IPO) for Rs. 500/- (Rupees Five Hundred Only) drawn in favour of Director, NIRRH, Mumbai to be submitted along with hard copy of the application. SC/ ST/Persons with Disabilities and women candidates are exempted from the payment of application fees. Application fees is payable by all other candidates including ICMR employees.

6) Unsigned/ Incomplete application or application without supportive evidence asked for/without postal order (wherever applicable) and application received after the due date are liable to be summarily rejected.

Notes:

1. MD/MS/DNB/Ph.D. degree in relevant subjects shall be treated equivalent to three years experience.

2. Candidates with MD/MS/DNB/Ph.D. degree will be preferred for direct recruitment.

3. If no suitable candidate is found at Scientist D level, the post can be filled up at one level below i.e., Scientist C level.

4. Selection Procedure: Applications will be screened as per criteria adopted by ICMR and shortlisted candidates will be called for personal discussion/ interview based on the merit.

5. The outstation candidates called for interview will be paid 1st class rail fare through shortest route on production of documents.

6. This post is with all India transfer liability under the Council.

7. Candidate belonging to reserved category (SC/ST) should submit the certificates issued by competent authority in the prescribed format as stipulated by Government of India for claiming fee concession/ age relaxation.

8. In case of candidates belonging to OBC category, certificate should specifically contain the clause that the candidate does not belong to creamy layer section. OBC certificate for the purpose of age relaxation will mean PERSONS OF OBC CATEGORY NOT BELONGING TO CREAMY LAYER as defined in DOPTS O.M. NO. 36012/22/93-Estt (SCT) dated 8.9.1993 and modified vide O.M. NO. 36033/3/2004-Estt (Res) dated 9.3.2004 and 14.10.2008. The closing date for receipt of application will be treated as the date of reckoning for OBC status of the candidate and also for assuming that the candidate does not fall in the Creamy layer on the reckoning date. The candidate should furnish the relevant OBC certificate in the format prescribed for Govt. Job and furnish declaration. OBC candidates must, therefore, furnish valid and updated OBC certificate which should specifically include the clause regarding Exclusion from Creamy Layer in order to get age relaxation.
