3. Key Accountabilities
|
Strategizing and Expert Advisory
-
Provide required guidance and support in program design and implementation for National Rural Drinking Water Quality Monitoring and Surveillance Programme (NRDWQM&SP) throughout the State, in conjunction with key officials in the Department (such as Principal Secretary, Project Directors etc.)
-
Anchor programme design to ensure institutionalization of community participation and involvement of PRIs for water quality monitoring and surveillance in rural habitations
-
Facilitate IEC and Advocacy activities in close conjunction with relevant stakeholders to generate awareness among the rural masses about the water quality issues and the problems related to water borne diseases
-
Design the roll out of Sustainability Evaluation exercise for the villages in the State and create priority matrix as per various scales of sustainability
-
Provide implementation support to the Department by providing expertise in designing of packages for building capacity of Panchayats and securing support of the PRI members for various functions under NRDWQM&SP

Design and facilitate implementation of capacity building workshops for State, District and Block level players including identification of suitable training partners
-
Facilitate development of implementation plans for community level mobilization and development activities for effectiveness of rural water supply and sanitation (RWSS) services to improve community participation
-
Design an inclusive community participation plan with active involvement of all social groups such as SC, ST and other and women
-
Assist the Department to take suitable measures for providing access to information through online reporting mechanism, information on public domain in order to bring in transparency, accountability and facilitate informed decision making
-
Liaise with relevant private organizations, NGOs and international organisations to invite investments in water supply schemes and catchment-area protection works

Support design of disbursement plan of financial resources for community action based on relevant data on possible per capita investment, in conjunction with relevant Department functionaries

Work closely with technical experts and engineers for infrastructural support to the relevant programmes

Establish feedback mechanism for the programme and provide inputs for macro level policy adjustments based on the same

Identify opportunities for continuous improvement of systems, processes and practices taking into account international and national best practices, in order to facilitate cost optimization and productivity improvement

Recommend improvements to functional procedures and follow all relevant departmental policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner

4. Qualifications and Experience
|
Essential
-
Masters degree or higher in Development Studies / Water and Habitat Studies / Social Work / Community Development / Rural Development, with aspects of education programme management and training
-
Minimum 15 years of post-qualification experience in social and / or development sector with at least 7 years of experience in state / central government / bilateral / multilateral organizations / NGOs in monitoring, evaluation and training roles with special focus on water quality management and sanitation and capacity building, mobilization and creating awareness for rural communities and PRIs, preferably in developing country context

Preferred
-
Less than 70 years of age as on 1st January 2017
-
Experience of conducting social mobilization, undertaking capacity building in rural communities, developing community resource person strategy and related activities for large scale schemes and programs at pan India level
-
Experience of working with state and national level large scale projects (budget value of more than Rs. 500 crores) with proven records of execution of the project

Certificates / Diploma / Courses in relevant areas will add weight to the candidature

Honors / Awards / discourses / recognized publications in relevant area will be an added advantage

5. Knowledge and Other Skills
|

Strong monitoring and evaluation skills, including planning / facilitating evaluations
-
Proven experience in a technical capacity in conducting evaluations / research or leading evaluation / research teams and providing technical report
-
Good working knowledge of PRI system and community owned programs
-
Experience in conducting interviews and focus group discussions with young people, women and communities
-
Strong capability and creativity in leading and facilitating participatory techniques and methodologies to meaningfully engage beneficiaries and receive their feedback
- Fluency in written and spoken English and Hindi
