NHSRC is seeking applications from eligible candidates for the position of Senior Consultant, Health Care Financing & Health Care Technology for its branch office Regional Resource Centre for North Eastern States (RRC-NE) at Guwahati, Assam.

1. Background

National Health Mission (NHM) is the umbrella programme of the Ministry of Health & Family Welfare, Govt. Of India to provide universal access to equitable, affordable and quality health care which is accountable at the same time responsive to the needs of the people, reduction of child and maternal deaths as well as population stabilization, gender and demographic balance.

2. Objective

As Senior Consultant, Health Care Financing and Health Care Technology at regional level, the objective is to strengthen and support the Health Care Financing & Health Care Technology related activities in the North East States.

3. Scope of Work

Key Responsibilities under HCF:-

  1. Be able to collect and analyse data regarding budgetary allocations for health in states and the centre and the patterns of expenditure.
  2. Able to work on cost effectiveness of different programmes and technologies.
  3. Undertake studies to understand financing of different programmes and fund flows, and improve allocative efficiency and use of financing as tools for programme management and improvement.
  4. Undertake programme evaluation especially of public private partnerships and insurance programmes.
  5. Developing and assessing different forms of contractual arrangements and skills to draw up appropriate contracts for service providers.
  6. Provide technical input as Public Health and financing expert to different stakeholders.
  7. Any other activity as allotted by Director, RRC-NE and/or Executive Director, NHSRC.

Key Responsibilities under HCT:-

  1. Lead the work of technology division and develop and implement work plan in consultation with MoHFW, State Governments and other stake holders.
  2. Support identification-assessment and uptake of health technology innovations as per NHSRC process & procedures.
  3. Supervising market research surveys on health products when requested by Ministry of Health & Family Welfare and other related Ministers.
  4. Formulating and supporting implementation of technology intensive health programs such as Free Diagnostics & District Dialysis Program.
  5. Providing technical assistance to Ministry of Health & Family Welfare, other related Ministries and State Government in technology trade policy, tariff structures and technology transfers.
  6. Undertake other assignments which may be assigned from time to time by Director, RRC-NE.
  7. Work closely with other divisions within NHSRC, RRC-NE and other stakeholders.
4. Output

Timely accomplishment of task and responsibilities and regular reporting to the Director, RRCNE at the end of every month

5. Qualifications and experience
  • Possess a Medical/ Dental/ Ayush/Biomedical Engineering degree from a reputed Institute with any qualification in health management or health financing / MBA (Finance)Or Doctorate or M.Phil in economics with work in health financing- could be even a masters in economics if there are published papers.
  • Minimum 5 years of post-qualification work experience in healthcare services, industry, manufacturing, hospital administration or mix of these.
  • Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point; any one computerized accounting package is highly desirable.
  • Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English. Working knowledge of Hindi also desirable.
  • Demonstrated ability to work in a multi-disciplinary team environment.
  • Experience of working with senior government officials at central and or state level.
  • Good capacity building skills in health sector.
  • Strategic thinking and leadership skills.
  • Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.
6. Travel and subsistence

The Senior Consultant should be ready to travel extensively to State/District/Block/village levels. All travels must be authorized in advance by Director, RRCNE. The Consultant shall be reimbursed for travel as per NHSRC rules.

7. Reporting Requirements

The Senior Consultant will submit monthly updated report to the Director, RRCNE

8. Workstation :

The workstation of Senior Consultant is at RRC,NE ,Guwahati. However, he/she may be required to relocate at any of the stations in any NE States on requirement of organization.

9. Consultancy Period

Initially, it will be for a period of one year. The first 3 months will be on a trial basis. Subject to satisfactory performance, the consultancy will continue for the full one year. The consultancy can be terminated by either part giving a notice of one month in writing.

The validity of the contract beyond 31st March, 2017 is subject to continuation of NHM/NHSRC/RRC-NE beyond 31st March, 2017. In case NHSRC/RRC, NE does not continue beyond 31st March, 2017, the contract shall be treated as withdrawn.

10. Remuneration

The Senior Consultant will be paid a consolidated monthly remuneration ranging between Rs. 90,000/- to Rs. 1,30,000/-.

The Senior Consultant shall not be entitled to any other benefits, payments, subsidy, compensation or pension, except as expressly provided in the consultancy agreement. The senior consultant shall not be exempt from taxation and shall not be entitled to reimbursement of any taxes which may be levied as per existing rules on the remuneration received.

Age Limit:50 years & below.
