Lead Consultant Maternal Health (Management & Health System Strengthening) (One Position)
National Health Systems Resource Centre (NHSRC), New Delhi on behalf of Ministry of Health & Family Welfare is seeking resumes from qualified candidates for the above mentioned post purely on contractual basis.
Roles and Responsibilities
- To assist Maternal Health Division in monitoring implementation of Reproductive and Child Health (RCH) Program with respect to JSSK and capacity building of service providers.
- Developing technical guidelines and protocols for improving service delivery related to mother and new-born including newer guidelines such as Calcium Supplementation in pregnancy, Deworming in pregnancy, etc.
- Monitoring implementation of Janani Shishu Suraksha Karyakram (JSSK) in the States and UTs
- Monitoring of anaemia and issues on maternal health in tribal areas.
- Based on the information through HMIS etc./ reports/ field visits assess/ identify gaps at various levels particularly with reference to operationalization of FRUs, 24hr PHC and strengthening of other delivery points, training and other RCH Interventions especially in the high focus states and high priority districts
- Guiding creation of Mother & Child Health wings at high case load delivery points.
- Monitoring and implementation of Maternal health Skilled based trainings for Medical Officers such as Life Saving Anaesthetic Skills(LSAS), Emergency Obstetric Care( EmOC) and Skilled Birth Attendant(SBA) Training programs
- Data Analysis and Monitoring including HMIS and MCTS. Based on the information through HMIS /reports/ field visits assess/ identify gaps at various levels.
- Submit periodic reports on above and suggest actions required at State level to fill the gaps within the approved RCH, National Program Implementation Plan (NPIP) and State Program Implementation Plans (PIPs)
- Regular follow up with State Governments on the progress made to fill up the gaps.
- Periodic field visits to support States in implementation of MH interventions
- Miscellaneous PIPs, technical Inputs, Supportive supervision
- Any other work assigned within the MH framework Outputs Time bound actions and reports for all the tasks in the TORs, or as assigned by the Maternal Health Division from time to time and submission of monthly reports of work done
- Any other task assigned by Competent Authority
Eligibility:
- Medical graduate (MBBS) + MPH from a reputed and recognized institution.
- Minimum 5 years of experience out of which 3-4 years relevant experience in management of RCH related programmes. Familiarity with the public health system, and relevant government policies/ strategies, particularly National Health Mission and State Health Societies.
- Computer proficiency with high level of familiarity with commonly used packages like MS Word, Excel, Power Point & Web surfing to search relevant data & documents.
- Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English.
- Demonstrated ability to work in a multi-disciplinary team environment.
- Demonstrated experience in operationalizing health program at field level/ working in strengthening of district level health systems.
- Willingness to travel to States & districts to provide technical assistance & ability to work on different assignments simultaneously to meet the timelines for assignments.
- Preference will be given to candidates who have worked in NHM / RCH at National or State level.
- Formal educational qualification and experience could be relaxed when there is published work of high quality or whenever there is work experience of specific relevance.
Age: Upper Limit 55 years as onlast date for receiving application and having sound health to undertake extensive field visits
Remuneration Range: Between Rs 1,30,000/- to Rs. 1,50,000/- per month.
